This year, the RAID, an elite unit of the French national police, celebrated its 40th anniversary. This was an opportunity for us to salute this prestigious unit, a long-standing partner of PGM Précision.

In 1991, the RAID, an elite unit of the French national police founded 6 years earlier, was looking for a high-precision rifle to equip its snipers.
To meet this need, Gilles Payen, a gunsmith, worked closely with the RAID’s snipers to design an extremely precise weapon that could be used in the most delicate situations.
This partnership in the service of excellence gave birth in 1991 to the first PGM Precision rifle, called “Ultima Ratio”, “last resort” in Latin, in reference to these elite shooters who only intervene in a crisis situation as a last resort, when all other options have been exhausted.

Commissioned by the RAID in 1991, the first generation of Ultima Ratio accompanied the high-precision shooters of this elite unit, called “Omega shooters”, on the most demanding missions for 31 years.
Thanks to its design allowing the interchangeability of its parts, and its very high manufacturing quality, the Ultima Ratio has benefited from an exceptional lifespan by evolving to adapt to the needs of operators.
In 2022, 31 years after the manufacture of the first Ultima Ratio for RAID, PGM Précision presents the new generation of this now legendary weapon.
Designed again in close collaboration with RAID snipers, the new generation Ultima Ratio takes the founding principles of its predecessor on a new, modernized chassis to offer the best ergonomics.
Demonstrating RAID’s confidence in the reliability and precision of PGM rifles, this collaboration in the design of the new PGM Ultima Ratio is also in line with our philosophy of working with the most demanding shooters to offer the solution best suited to operational needs.
Designed for the most demanding shooters, the PGM Ultima Ratio is a very high precision multi-caliber rifle.

NSSF Hails Final Rule Rolling Back Biden-Era Export Restrictions
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, hails the Revisions of Firearms License Requirements Final Rule posted in the Federal Register by the Commerce Department’s Bureau of Industry and Security (BIS). The Final Rule rolls back the export restrictions for firearms and related ammunition and components. The BIS determined that the Interim Final Rule, published by the Biden administration, should – and will – be rescinded in its entirety.
NSSF led the effort to repeal the export restrictions imposed by the Biden administration. NSSF worked diligently to ensure firearm, ammunition and components manufacturers and exporters were properly represented in opposing the IFR. NSSF worked closely with lawmakers on Capitol Hill and the Trump administration to remove these onerous, overreaching and punishing export restrictions that did not improve public safety in foreign countries and only served to starve U.S.-based businesses by eliminating the ability to compete in global markets. The Biden-era export restrictions cost the firearm industry an estimated $500 million in lost business annually.
“The firearm industry is tremendously grateful to the Trump administration and BIS officials for their actions to restore American competitiveness in firearm manufacturing and exports to foreign countries,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “American firearm manufacturing is the worldwide leader and removing these restrictions will restore access to foreign markets while continuing to maintain adequate export controls to prevent illegal firearm trafficking.”
The Biden administration imposed the IFR in 2024, throttling firearm, ammunition and component exports to foreign markets. That followed a “90-day pause” that froze all exports to examine export licenses, which was extended to more than six months to allow for review. The result was a decimation of the Export Control Reforms that were initiated by the Obama administration and completed by the Trump administration.
The Final Rule by the Trump administration’s BIS will remove unnecessary regulatory and financial burdens placed on the firearm industry, the American people and the U.S. economy. The Final Rule will restore firearm exports back to a four-year lifespan. Those licenses were restricted to just one-year under the Biden administration’s IFR. Also eliminated is the “presumption of denial” licensing policy for commercial sales to 36 countries arbitrarily identified by the State Department as “at risk.” Additionally, the case-by-case license review basis that considered human rights over foreign policy and national security factors, will end. BIS has reverted to the licensing policies in place prior to the 2024 IFR.
The Final Rule clearly indicates that proper export controls will be administered. The Final Rule notes it gives, “…BIS and its interagency partners sufficient latitude to review and properly adjudicate BIS licenses involving destinations, end uses, or end users of concern and to deny license applications that would involve unlawful end uses or otherwise be contrary to U.S. national security and foreign policy interests.”

A recent cyber operation linked to North Korea has revealed a new layer of sophistication in the use of artificial intelligence for malicious purposes. According to findings from Genians Security Center (GSC), the North Korean threat group known as Kimsuky used AI tools to generate deepfake images of South Korean military ID cards as part of a targeted spear-phishing campaign.
The attack, which began in mid-July, aimed to compromise individuals with ties to defense, human rights, and North Korean policy. Victims received emails that appeared to request feedback on draft versions of military identification documents. These messages were accompanied by content on topics such as North Korean economic conditions and political investigations, likely crafted to enhance the message’s credibility.
Attached to the emails was a ZIP archive containing a shortcut file. When opened, this file ran concealed commands that executed a series of steps to download and install malware. These included decoding obfuscated PowerShell commands, connecting to command-and-control servers hosted in South Korea and France, and retrieving additional malicious files. Among the files was an AI-generated military ID image, created using ChatGPT.
The use of deepfake ID cards marks an evolution in Kimsuky’s tactics. While the group has previously used phishing and document lures, the integration of AI-generated visuals adds a layer of realism that may increase the success rate of attacks.
GSC researchers linked the campaign to previously observed Kimsuky techniques, such as the “ClickFix” method, which mimics CAPTCHA pop-ups to deliver malware. Analysis showed that the same malware variants used in earlier campaigns were reused in this operation.
The incident is part of a broader trend in which North Korean actors leverage AI for cyber operations. Recent reports have also highlighted the use of AI to create fake job applications and video interviews as part of efforts to infiltrate foreign companies. South Korean authorities have issued warnings to local businesses about the risks of inadvertently employing these operatives.
The campaign underscores how AI is becoming a key enabler of more convincing, targeted, and persistent cyber threats—particularly in state-sponsored espionage activities.
