Admiral William McRaven Clarifies USSOCOM’s Position On Women In Direct Combat Roles.

We’ve recently seen the Secretary of Defense rescind the the 1994 Direct Ground Combat Definition and Assignment Rule. The rule became SOP on October of 1994 but there’s been some confusion, mostly from individuals that haven’t read it, regarding limiting role of women in the military. The truth is that the DGCD Rule mandates an increasing role for women, but bans them from filling direct combat positions; described in the memo as below brigade level small units operating in close proximity to enemy positions, behind enemy lines or in direct contact with enemy positions.

SOF is directly impacted by the SECDEF decision prompting a response from USSOCOM mapping its strategy for compliance.

“SOF Warriors,

Some recent media reports about the lifting of the combat exclusion for women have been confusing, so I want to clarify our plan for the U.S. Special Operations Command (SOCOM) enterprise.

As you know, the Secretary of Defense (SECDEF) rescinded the 1994 Direct Ground Combat Definition and Assignment Rule. Simply put, this means that women are cleared to serve in units whose primary mission is to engage in direct combat on the ground.

Consequently, we are in the process of implementing the SECDEF’s guidance to integrate women in all combat military operational specialties (MOSs) no later than January 2016.

However, as we begin the implementation process, if we determine that there are special operations forces (SOF) unique issues affecting the successful integration of women into SOF, then and only then will I submit a request for exemption to the SECDEF.

We have had women attached to our combat units for several years as cultural support teams, civil affairs, military information support teams, intelligence and a host of other MOSs and they have performed magnificently!

The question for SOF is whether we can absorb women into those special operations units whose job generally entails small teams, operating for long periods of time, in close proximity to the enemy or behind enemy lines and in close quarters with other soldiers. And, can we achieve this level of integration without lowering our SOF standards?

This is what we must find out.

I want to briefly summarize for you the basics of the assessment that we are conducting, which will ultimately provide a single, consistent procedure for execution throughout SOCOM. Once the studies are complete and the facts and data are collected, I’ll make a recommendation in conjunction with the Service Chiefs via the Chairman of the Joint Chiefs of Staff to the SECDEF.

Our analysis will focus on the special operators in eight SOF specific occupational specialties:

  • Special Forces as well as the infantry positions assigned to the ranger regiment
  • U.S. Navy Sea, Air, Land Teams; special warfare combatant-craft crewmen
  • Marine critical skills operators
  • Special tactics officers; combat controllers; and special operations weather personnel

We will also look at the 46 additional enabling occupational specialties that are not SOF-specific, but are assigned to our formation. The analysis will require close coordination with the services before a decision is made on which specialties, if any, will require a request for exemption from the integration policy.

Our components are in the process of conducting a thorough review with emphasis on our organization, training, education and leader development programs. They will report their findings in July 2014.

SOF standards have always been gender-neutral; they are just “the standard.” Our review will be a good opportunity to verify this assumption. And we will look at every task in each of our entry-level qualification courses to be sure they are decisively tied to an operational requirement. Gender-neutral occupational standards will be validated not later than September 2015.

We have asked our Joint Special Operations University to conduct multiple studies, including one primarily focused on the social implications of integrating women at the team level. Their findings are due in July 2014 as well.

Additionally, we have commissioned the Research and Development Corporation (RAND) to provide analysis on both the behavioral and cultural aspects of integrating women into our formations that operate in remote environments, in order to get a non-biased third party analysis of our qualification course standards.

RAND will also report their findings in July 2014.

All positions will be identified as either open or exempted by the Secretary of Defense by January 1, 2016.

I want to reiterate that we are not predisposed to any particular course of action, and no decisions have been made regarding our course of action. I am committed to maintaining the highest standards and delivering the most qualified SOF operators to this nation, regardless of gender. “

iROBOT 110 First Look

 

About two years ago, manufacturers began taking a very serious look at man portable miniaturized remotely operated vehicles. Today, we are seeing numerous entries covering aerial, ground and marine environments.

… and, they just keep getting smaller!

One example is iRobot’s 110 First Look. It is ideal for rapid response requirements. The robot weighs a mere 5 lbs. in a package that is 10 x 9 x 5 inches. The 110 has the ability to operate in the 2.4Ghz and 4.9Ghz spectrum with ample communications abilities. It’s also a tough little guy capable of withstanding 16 foot drops on to hard concrete. It is self-righting and four video cameras at 12 o’clock 3, 6 and 9 for 360 degree coverage.  The 110 First Look is operated via the OCU (Operator Control Unit), which uses game console like controls.

Although, I’m reasonably sure the 110 First Look has built in Wi-Fi support, I’d like to see an Android app that renders control of the robot using the smartphone’s native WI-FI “gateway” abilities. It seems like a superb way of enhancing command and control.

As for Colt’s 7.62 x 39 we’ll probably need to wait until SHOT SHOW 2014 for a better look.

MAGPUL Announces PMAG 40 Gen 3 Shipping

Magpul Industries is now shipping the PMAG 40 GEN M3. Production of the PMAG 40 was delayed while GEN M3 technology was perfected.the USMC M27 IAR. The PMAG 40 has the same compatibility as the 30-round GEN M3, which means it will work well with the USMC M27 IAR. The PMAG 40 provides 10 more rounds of capacity before requiring a reload—which could be a lifesaving difference. An Open Letter To Edward Snowden

Mr. Snowden:

I have pondered over your actions since news of your leaks broke and I must say, to you, that nothing you’ve done fills me with national pride or patriotism. The only conclusion I can reasonably come to is that you’re incredibly naive or a complete hypocrite.

What you have done Mr. Snowden is set yourself up as the singular judge and jury over the legality and authority of operations approved by elected officials; you then offend us further by rationalizing your egregious conduct under the guise of patriotism –“I’m an America.” I am repulsed by that argument.

I have no issue with your ideology; however,  I do have a problem with the fact that you have stolen sensitive information, which is government property. Furthermore Mr. Snowden, you’ve compromised the covenants of your security clearance; all the while accepting compensation from your employer, whom you’ve equally disgraced.

If you are indeed the caped crusader you claim to be, why not simply resign your position then pursue your cause as a concerned citizen. Instead you chose to disclose classified information placing the Unites States and its partners in jeopardy.

Mr. Snowden, you may or may not know this, but military and intelligence personnel have risked life and limb, since 9/11, to provide the seed intelligence needed to begin mapping jihadist cells operating globally. Moreover Mr. Snowden, you know perfectly well that individuals having no previous contact with law enforcement and intelligence agencies are being radicalized and motivated to act against the interests of the United States and its global partners. How do you prevent those individuals from acting against our national interests?

Mr. Snowden, no one cares that you and your significant other are exchanging photographs of your genitalia. However, we do care that a cell phone or satellite phone recovered from a raid on an AQ camp has placed 10 or 20 calls to phones in the EU or USA. Is it not logical to ascertain who is associated with those phone numbers, and furthermore who they’ve in turn communicate with. Processing of call records is essential to establish those linkages don’t you think. What in your mind is offensive about using sniffers to identify communications specific to certain activities, like bomb making?

I wonder what you would say to the 9/11 windows and orphans? How many more Boston(s), London and Madrid would you like to see? How do you prevent critical infrastructure from being destroyed? How does that happen Mr. Snowden?

Mr. Snowden, I listend to your father’s plea this morning. Take his advice seriously. In the meantime, I feel much safer with the NSA and its practices than with your phony patriotism.

Individual Carbine Competition Is Terminated–M4A1 Stands

 

The U.S. Army will finally stop hemorrhaging cash in its quest to find a replacement for the venerable M4A1. In all fairness, the U.S. Army was responding to Congressional pressure to deliver a more “reliable” carbine to our in theater troops. Terminating the IC allows the Army to reprogram dollars earmarked for a carbine to higher priority projects.

BELVOIR (13 June 2013) Following extensive testing of vendor-submitted carbines, the Army announced today that the Individual Carbine (IC) competition will formally conclude without the selection of a winner. None of the carbines evaluated during the testing phase of the competition met the minimum scoring requirement needed to continue to the next phase of the evaluation.”

“In lieu of a new competition for an IC, the Army will continue fielding and equipping Soldiers with the M4A1 carbine, which consistently performs well and has received high marks from Soldiers. Given limited fiscal resources, the Army’s decision would free IC funding to address other high priority Army needs. This decision is also consistent with recent testimony by the Department of Defense Inspector General (DODIG) before the Committee on Oversight and Government Reform, which questioned the value of an IC competition in light of existing upgrades to the M4 carbine.”

“The IC program consisted of a three-phased competitive strategy to determine whether industry could provide a best-value, improved alternative to the M4A1 carbine. Phase I consisted of reviews of vendor proposals and non-firing evaluations of bid samples. All vendors successfully met Phase I criteria. In 2012, the Army commenced Phase II of the competition, which subjected IC candidates to rigorous evaluations that tested the extreme limits of weapon performance in such areas as weapon system accuracy, reliability, and durability. For Phase III, the Army planned to award between zero and three contracts for weapons meeting Phase II requirements for further environmental and operationally oriented Soldier testing. Upon completion of all testing, the Army planned to conduct a cost benefit analysis between the top performing competitor and the M4A1 carbine.”

“At the conclusion of Phase II testing, however, no competitor demonstrated a significant improvement in weapon reliability — measured by mean rounds fired between weapon stoppage. Consistent with the program’s search for superior capability, the test for weapon reliability was exceptionally rigorous and exceeded performance experienced in a typical operational environment.”

Understanding The NSA’s Phone Records Snooping Fiasco…

I’m going to take a stab at adding some clarity to this issue in the hope that I can calm my readers down a bit. An effect that I hope will spread because mainstream media does an enormously poor job of enlightenment.

Terrorist cells whether foreign or domestic are polymorphic, meaning they can take on a variety of shapes and forms. They don’t wear uniforms to distinguish themselves. A member of a cell can be a coworker, neighbor or someone you’ve befriended.

From an organizational point of view cells are  flat matrixes interconnected more by ideology than by a formal chain of command. Therefore, there is no “real” command and control functions. In fact, what we associate with command and control is better characterized as an ideological hierarchy acting as the unifying fabric that forms intercellular interaction. If I were to represent these organizations with a traditional organizational chart, you’d find dotted lines from everyone to everyone, as opposed to solid lines connecting the participants and stakeholders. Attacking, the ideological command and control does little to collapse the matrix.

So, in my view, I believe the most effective way to address this menace is to work from the outside in. Traditionally, military and intelligence operations have targeted the nucleus of the organization to break down that organization; however, terrorist organizations, like Al Qaeda and Associates, function very much like a retro-virus. Attacking the nucleus doesn’t really do a great deal; instead it expands the problem.

So, solving the problem requires that we understand the composition of the cell as well as how the cell is matrixed within the Jihadist fabric. Let’s talk about how that might happen.

In prosecuting the Iraq and Afghanistan wars, our intelligence community and branches of the military collect physical intelligence. This is generally described as site exploitation. The NSA (National Security Agency) also collects intelligence in the form of COMINT (Communications Intelligence) and SIGINT (Signal Intelligence). The NSA is the central collections point for that intelligence. This is what the schema looks like.

Now let’s try to put it all together with an example. Special Forces conduct a raid on a camp. After suppressing its occupants, they conduct site exploitation; collecting cell phones, computers, documents, photographs, DNA and other biometric data, etc. In offsite analysis, they determine that a cell phone placed 20 calls to a variety of phone numbers. The question to be answered is who’s at the other end of that call. The NSA, takes the dialed number and runs it against a large data base of originating (a number placing a call) and terminating number (the number called by the originating number). From that, they are able to see what telephone numbers called the phone number of interest and what numbers the phone number of interest has called. With that analysis, the NSA is able to map the matrix that I referred to in my opening paragraphs. They can do this without ever listening to a single phone call. The importance of that mapping is critical. By mapping the matrix, they can develop a strategy to setup monitoring and surveillance. Which leads to identifying cells and their constituents.

It is essential the NSA have access to call records from wireless carriers, satellite communications companies, traditional land based telecommunication companies as well as cable companies. This requirement extends to similar companies around the world.

Could this be used to spy on political opponents? Absolutely! Congresses’ job should be to enact legislation imposing a heavy cost for abuses. Is it likely that the NSA would succumb to political pressure? Highly unlikely, but you never know when someone is willing to do someone a favor for personal gain. It gets down to the individual.

June 6th 1944 D-Day

 

Sixty-Nine years ago today, 150,000 troops landed on the shores of Normandy for what marked the beginning of the end for the Third Reich.

Take a moment to remember those who served and those who died in that invasion. If you know a World War II Vet, do two things. First, thank him for his service; second, hear their story It’s fascinating.

I’ll share two comments from two WWII vets that I’ve had the pleasure to chat with. The first, speaking about the M-1 carbine, said to me: “we sure did kill a lot of Japanese with those little pea-shooters.” The second, in discussing his Thompson sub-machine gun said: “when you shot a Kraut with the grease gun they kept on running, but when you shot’em with the Thompson they stayed down.

Targeted Muscle Reinnervation (TMR) A Technological Leap In Prosthetics.

Targeted Reinnervation  was developed by Dr. Todd Kuiken at Northwestern University and Rehabilitation Institute of Chicago and Dr. Gregory Dumanian at Northwestern University’s Division of Plastic Surgery. The term innervation refers to the proliferation of nerve ending and neurons through tissue usually muscle tissue. So, when we refer to an area of the body as highly innervated, we mean there is an abundance of nerves in the tissue.

A Targeted Reinnervation makes it possible for an amputee to control a motorized prosthetic. The amputee controls the prosthetic and receives sensory feedback very much like the severed appendage.

The process involves removing nerves from the patient then innervating that muscle from the amputated appendage. The object, is to provide the patient with the same sensory perception that he had in the amputated appendage. When translated by the brain, the patient “feels” the same sense he or she once had in the missing appendage.

MARINES Order Modification Of The USMC Pack System

The USMC Pack System has been in service since 2012. After completing several modifications, the solicitation for the USMC Pack System went out in 2011. It replaces the Improved Load Bearing Equipment or ILBE. The USMC Pack System is manufactured by two contractors, Propper International and Eagle Industries.

The USMC’s PDMICE, Product Manager Infantry Combat Equipment has order a modification to some of the Eagle Industries’’ packs. No action is required with packs manufactured by Propper International. The modification order applies only to a select group of Eagle Industries’ packs – not all.

Lot numbers EM 001 through EM135 require the complete modification, which entails replacing both top buckle adapters and quick release adapters. Lot numbers EM 136 through EM 211 require replacing only the top buckle adapters.

The modifications do not require depot maintenance and can easily be implemented by the user.

These devices have added layers of capability previously missing from ISR (Intelligence Surveillance and Reconnaissance). The iPhone and iPad, due to its ubiquitous distribution, has enjoyed center stage for a couple of years; yet we know that the iOS operating system many not be the most suitable platform upon which to build ISR tools. In fact, system integrators have generally built mounts and a host of other equipment with only the iPhone in mind. A story that is about to change to everyone’s benefit.

A couple of young guys, Daniel Fujikake and Mac Nguyen, from our beautiful Aloha State of Hawaii, have developed and patented a product they will soon be marketing by the name of Snapzoom. The first production models should be rolling off the line later this summer. I’m unsure if Daniel and Mac are taking advanced orders but I’d get in line sooner than later.
