USSOCOM Wants To Improve On Its DOMEX Capabilities

USSOCOM is seeking to improve its document and media exploitation (DOMEX) capabilities.

The primary objective is to develop and acquire technology that can probe a computer or smart device under field conditions. The capabilities sought include:

  • the ability to survey digital media and physical properties associated with memory drives and devices.
  • Extract files for a specified search.
  • Identify file properties such as filenames and hash numbers, and compare them to a watch list.
  • Detect and extract personal identifying information such as names, addresses, phone numbers, email addresses and chat room nicknames, and compare them to a watch list.

In addition to operator field use, the device should be able to perform a comprehensive forensic analysis at an FOB or Safe House.

  • Examine user-configuration settings.
  • Extract user and file metadata.
  • Find keywords in specified languages.
  • Examine default and alternate file storage locations to see what files are stored there.
  • Recover unallocated files.

This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services, but for planning purposes only. This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI.
Responses to this RFI will be used by the United States Special Operations Command (USSOCOM) Special Operations Research, Development and Acquisition Center (SORDAC), the Program Executive Office – Special Reconnaissance, Surveillance and Exploitation (PEO – SRSE), specifically the Program Manager – Sensitive Site Exploitation (PM-SSE) to identify potential sources to participate in the assessment event for the next generation of document and media exploitation devices in March of 2015 at Fort Bragg, NC. All hardware/equipment submitted for testing shall be production models and capable of executing document and media extraction from a variety of electronic media devices. While prototypes that meet the majority of the capabilities listed in Attachment 1 are allowed, the expectation is that all devices will be final product versions and meet the capabilities detailed in the Attachment 1 Planning Document.
Device assessment will consist of two independently conducted events:

 

A. Technical assessment to confirm the quality and accuracy of device performance and output.
B. Limited user evaluations to determine usability and ergonomic factors for SOF operators.

 

The preliminary schedule of events (subject to change) is as follows:

 

NLT 19 Nov 2014- Final Cut-Off Date for interested Manufacturer’s/Vendor response to this RFI. Responses should include identification of the primary point(s) of contact with phone and e-mail information, proposed existing or near term hardware and/or software meeting the next generation capabilities for DOMEX outlined in Attachment 1, and preferred TILO date to present the devices via the Technology and Industry Liaison Office (TILO) at USSOCOM (please see the next item below).

 

12 & 14 Nov 2014- TILO presentations: these are pre-assigned dates for interested Vendors to present their proposed equipment to meet the Attachment 1 capabilities. These presentations will be coordinated with the Technical Industry Liaison Office (TILO) at USSOCOM. The POC is Ms. Shelvin Watts at 813-826-9482.

 

17 – 18 Nov 2014 (optional)- Optional follow-on pre-coordinated TILO Vendor presentations. Please note, any follow-on TILO presentations will be at HQ USSOCOM’s discretion.

 

5 Dec 2014- Invitation to Vendors to participate in the assessment event. HQ USSOCOM will provide feedback to all vendors who participated in the TILO presentations. Those with devices that USSOCOM judges to have the best potential to meet the Attachment 1 capabilities will be invited to participate in the DOMEX evaluation and asked to agree to a vendor loan agreement (VLA) for the evaluation articles.

 

19 Dec 2014- Deadline for Vendors to notify USSOCOM SORDAC-SRSE-PM-SSE of their intent to participate in the DOMEX evaluation and return the completed VLAs for their devices and any associated items.

 

13 Feb 2015- Vendors deliver (on-loan) five (5) fully functional devices and associated items for technical assessment (part A. above).

 

8-13 Mar 2015- Vendors train USSOCOM testers and Subject Matter Experts (SMEs) on the use of their device(s). Training will be limited to eight hours per device and must include proper use of the device and troubleshooting. Vendors are expected to train the USSOCOM testers to the point where the testers can train the SOF operators.

 

16-27 Mar 2015- Conduct of the DOMEX Evaluation. Vendors will not participate in the actual events conducted jointly by USSOCOM and the Joint Interoperability Test Command (JITC), but may be asked to address questions or issues by phone or e-mail during the evaluation.

 

27 Apr 2015- All Vendor equipment and hardware returned no later than this date.

 

Once the information is received, USSOCOM may publish a synopsis requesting further information and industry comments on a refined set of requirements along with a draft acquisition strategy and milestone schedule.

 

All responses shall be submitted to the Test Director, Charles A. Colletti, Charles.colletti@socom.mil, and the Deputy Program Manager – Sensitive Site Exploitation, Ms. Jessica Fritz, jessica.fritz@socom.mil.

 

This announcement is a request for information/comment only and does not constitute a Request for Proposals (RFP). An RFP may be posted on Fed Biz Ops at some future time. However, the Government does not guarantee any action beyond this RFI.

STAR WARS Episode VII or DOD’s 5 Year Business Plan

This Friday’s shoot-the-shit is an open discussion on who knocked who off. If you’ve seen the new Star Wars Episode VII trailer, just released today, you can observe some similarities between it an what the DoD sees as a future direction.

Right off the bat we see a guy dressed as an Imperial Storm Trooper, or is he perhaps a test pilot for USSOCOM’s TALOS (Tactical Assault Light Operator Suit) project?

Next we see an R2D2 variant rolling across the sands all of which is remarkably similar to the DoD’s  UGV (Unmanned Ground Vehicle).

How about the speeder, can you imagine what the SEALs could do with that. Check some of the mobility initiatives that USSSOCOM has in the works.

Did you check out the X-wing fighters screaming across the screen just feet above the water, it is what the Air Force would like to see the F-35 do.

So who knocked who off?

Operating in tropical regions means that you will come in contact with every species of fungus, parasite and bacteria imaginable. REMINGTON MODEL 887 Recall

Remington is voluntarily recalling Remington Model 887™ shotguns manufactured from December 1, 2013 to November 24, 2014. DESCRIPTION OF THE HAZARD: Remington has determined that some Remington Model 887™ shotguns manufactured between December 1, 2013 and November 24, 2014 may exhibit a defect causing the firing pin to bind in the forward position within the bolt, which can result in an unintentional discharge when chambering a live round. While Remington has the utmost confidence in the design of the 887™ shotgun, it is undertaking this recall in the interest of consumer safety.

REMEDY/ACTION TO BE TAKEN: STOP USING YOUR SHOTGUN. Any unintended discharge has the potential to cause injury or death. Immediately cease use of recalled shotguns and return them to Remington free of charge. Shotguns will be inspected, repaired, tested, and returned as soon as possible, at no cost to you. DO NOT attempt to diagnose or repair recalled shotguns yourself. For your safety, STOP USING YOUR SHOTGUN and immediately contact Remington.

TO PARTICIPATE IN THIS RECALL PROGRAM: To participate in the recall, please follow the instructions below:

STEP 1 Visit http://887recall.remington.com or call 1-800-243-9700 (Prompt #3 then Prompt #2) Monday through Friday, 9 a.m. to 5 p.m. EDT. You will be asked to provide your name, address, telephone number, and shotgun(s) serial number.

STEP 2 Upon receipt of the information requested in Step 1, Remington will send you boxes and written instructions, and arrange for UPS to pick-up your shotgun(s). Remington will cover all related shipping, inspection, and repair charges. Please do not return your shotgun on your own. Remington will arrange for pick-up of your Model 887™.

VERIFICATION OF CORRECTIVE ACTION: Upon repair of your shotgun, you will note a punch mark on the bolt (see photo below). This mark confirms your shotgun has been inspected and repaired by Remington under the recall program.

Remington has also corrected the manufacturing process to eliminate this potential firing pin problem in shotguns manufactured after November 24, 2014. Shotguns manufactured after November 24, 2014 will also have a punch mark on the bolt.

Another True Story – An iPhone Moron

Two day’s ago, I was struck by hunger pain, so I shut down the printing press and went out to get some grub at a local hole in the wall – excellent food and great prices. Driving to the restaurant requires that I travel north on a one-way 4 lane street (i.e major thoroughfare) . Three minutes into the journey, a guy holding an iPhone in his left hand and directly in front of his face turns south into the northbound flow of traffic. Not only did he turn the wrong way on a one-way street but he drove for a block and a half before ever realizing what was happening. People screaming and leaping out of the way while the moron text on his iPhone. It was close enough where I could see him typing with his thumb.

Where is O’Reily when you need him? Nowhere; probably drinking lattes…

 

         This has been another true story!

MasterPiece Arms Introduces the New DMG Series

The MPA30DMG, is the first “multi caliber” pistol from the new DMG (Defender, Machined, Grip) Series. This 9mm pistol is based on the 30sst, but includes a fully machined aluminum pistol grip. The DMG series grip is MPA’s most ergonomically designed grip system allowing the ability to change calibers by changing the grip housing, bolt and barrel (depending upon the caliber).

The 30DMG ships as a 9mm, using a GLOCK® style magazine; however, by changing out the grip housing, bolt and barrel, other calibers can be fired using this modular system. Additional calibers in 5.7x28mm, 9mm, .40 S&W and .357 SIG kits will be available. MPA is working on adding the .45 ACP as a possible caliber and plan to have it developed potentially by SHOT Show 2015.

The MPA30DMG also includes additional upgraded features, such as adjustable front and rear sights, L-Bracket with QD plate for single point sling system and a Cerakote Flat Dark Earth coating. It is also available in Black, Gunmetal, Tungsten and Burnt Bronze Cerakote finishes. The pistol is further equipped with a side cocker, scope mount, lower Picatinny rail for flashlight or laser systems, hammer with disconnect (plus original hammer) and comes in an MPA polymer case.

Jay Leno Cancels His Appearance At SHOT SHOW 2015

 

NSSF announced a couple of days ago that comedian and former Tonight Show host, Jay Leno, decided to cancelled his appearance at SHOT SHOW 2015 in Las Vegas. Mr. Leno’s office made this statement regarding the untimely cancellation.

“When it came to his attention that this was actually a pro-gun lobby show, he immediately cancelled his appearance,” Bruce Bobbins, spokesman for Leno, told MSNBC. “He found out that it was not what he was originally told it was, and he decided to cancel.”

NSSF organizers issued a statement upon learning of Leno’s cancellation on their blog.

“He unilaterally cancelled his promised appearance due to pressure from the anti-gun lobby, which included false statements about our industry and its commitment to genuine firearms safety, which we attempted to personally correct with him, but to no avail. We are not deterred by their publicity seeking nor are we unfamiliar with the bullying political tactics of the gun control groups that seem to have as little respect for the First Amendment as they continually demonstrate with regard to the Second Amendment,”

The organization did not say who would replace Leno as the emcee.

Jay Leno’s decision to not attend SHOT is unfortunate. He’s a very talented comedian, avid motorcyclist and car collector, I especially like his love for vintage Cadillac’s

Sneak Preview: Bushnell AR Optics 1-4x 24mm Throw Down PCL FFP Illuminated BTR Reticle

This December, I’ll be bringing you a comprehensive review of Bushnell’s AR Optics 1-4x 24mm Throw Down PCL FFP Illuminated Reticle. I wanted to close out the year with at least one review of a mid priced magnified optic for the AR platform and I chose Bushnell’s optic. Driving that decision was its first focal plane reticle and the illuminated BTR.

I’m a precision rifle oriented guy, and I normally don’t run with FFP scopes because at the lower magnifications you tend to loose the reticle under less than optimal lighting conditions, which is not the case with a second focal plane design. So, I wanted to see how Bushnell’s FFP  works out in a 1-4 power optic. I also like the BTR reticle quite a bit and it’s tuned for a 55g and 62g 5.56 x 45. It’s fast and accurate. I will admit that at first glance I felt the throw down PCL was a bit ghetto but after using it a few times I began to appreciate its merits.

Bushnell has done an exceptional job with this optic and I’ll be sharing my impressions with you in my upcoming review, so stay tuned for that.

The Army Contracting Command-New Jersey (ACC-NJ), on behalf of Project Manager Soldier Weapons (PM SW) anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price (FFP) Contract to support the Modular Handgun System (MHS). This Full & Open Competition (F&OC) intends to award 3 IDIQ contracts for Production Verification Testing (PVT) units and then down select to one awardee for production units.

The Modular Handgun System (MHS) will consist of a new handgun, ammunition, supporting accessories, and spare parts. The MHS will replace the existing family of handguns in Army inventory, leverage commercial technology to mitigate gaps and shortcomings in presently fielded weapons, and counter current and emerging threats. The MHS is planned as a competitive acquisition seeking a commercial/Non-Developmental Item solution to provide Warfighters with a best-value system that features increased lethality, increased accuracy, improved ergonomics, and a higher degree of reliability/durability over legacy handgun systems. The Army has established four pillars of performance and those are:

  1. Modularity
  2. Enhanced Precision
  3. Enhanced Recoil Recovery
  4. Ergonomics

Taking those line item by line item I’ll start with modularity.

Does anyone really know what the U.S. Army envisions Modularity to mean: caliber conversion, different shaped slides, different length barrel, interchangeable fire control group? By Army definition the pistol is a secondary weapon. Better yet, what is it about the M9 and M9A1 that is not modular. The only thing you need on a pistol is a rail system for accessories like lasers and light and maybe a choice of frame sizes.

Moving to Enhanced Precision, the Army is looking for a pistol that will deliver a 4″ group throughout the 35,000 round expected service life of the system 90% of the time. I don’t know of a pistol on the market, from a major company, that does not meet or exceed that requirement COTS, including the Beretta M9 at 25 yards.

So, how would you address the precision issue? Training! Soldiers are not being trained adequately, and by all indications there is a conspicuous absence of sustainment.

Enhanced Recoil Recovery is something that a manufacturer can get his teeth into and there are a number of recoil mitigation strategies already in place, but this is what the Army is looking for:

Regardless of caliber, the pistol needs to be able to come back on target quickly so that soldiers can make rapid and accurate follow-up shots, since handguns are inherently weak compared to rifles.

However, as all pistol shooters know, this is not solely a pistol issue it’s a shooter issue to be addressed through training. Any blowback design has enough mass moving rearward that will cause the muzzle to rise. So, I’m not sure what the Army’s thought process is with this one.

The last point is Ergonomics. Shooting is like running, the gun must fit the shooter’s hands if you want to shoot well, no different than your running shoes, and I see this as an important issue.  However, the downside is that it forces the Army into a polymer frame pistol decision. And quite frankly I would not want to go to war with a polymer frame anything. So maybe the solution to the problem is standardize on two or three models offering the desired ergonomics.

  1. simple to maintain
  2. accurate (excellent sight radius)
  3. reliable
  4. adequate magazine capacity
  5. safe to handle
  6. fits my hand like a champ

Results For The 2014 Ft. Benning International Sniper Competition

1st Special Forces Group took home the gold in this year’s International Sniper Competition.

Sgt. 1st Class Travis Croy and Staff Sgt. Rudolph Gonsior edged out 36 two-man teams from around the world to take first spot.  Sgt. 1st Class Terry Grower and Sgt. 1st Class Neil Hudspeth, from the 3rd Special Forces Group landed the number two spot.

The company manufactures a magazine carrier that eliminates the need for retention flaps or bungees, as well as the rubber bands used on the ITW FastMag. The company’s OPFOR MC-R is a polymer carrier that uses the same magazine retention mechanism as used on the M4. Extracting a magazine requires only a twist and pull movement. The OPFOR carriers are also stackable.

However, what peaked my interest most is their unique attachment mechanism. There is nothing to thread or pull through PALS webbing, so attaching or removing the magazine carrier is literally a snap.
