The U.S. Army has released a Sources Sought Notice, (W15QKN-15-X-7820) seeking a single vendor to bundle a laundry list of COTS aftermarket enhancements to its M4A1 carbine. The resulting product will be designated as the M4A1+
If I understood the Army’s SSN correctly it appears that they are looking for a single source supplier to perform the forklift upgrade to the existing M4A1 inventory.
I thought it was interesting that the Army’s request came right after the U.S.M.C. announcement that the Corps was considering aftermarket enhancements to the M16A4 and M4 rifles.
These are the detailed requirements as specified in the Army’s SSN
a.Accuracy/Dispersion (Precision): The system accuracy for the M4A1+ shall be 5 quote mark mean radius at 300 meters throughout barrel life (required) and shall be 5 quote mark extreme spread at 300 meters throughout barrel life with .9 probability (desired) and shall be 10 quote mark extreme spread at 600 meters throughout barrel life with.9 probability (desired). Note: The precision measurements are ammunition and M4A1+ specific, without attached under-barrel weapons. Extreme spread measurements will be both vertical and horizontal.
b. Improved extended forward rails: The improved extended forward rails shall provide for a MIL-STD-1913 compatible rail that is fixed at the 12 o’clock position, with numbered attachment points. The rail must also provide for the attachment of modular, MIL-STD-1913 enabler(s) attaching capability on the hand guard. The improved extended forward rails shall provide for a hand guard allowing for a free-floated barrel, and for a design/redesign of the under-barrel weapon systems/module interface to use the MIL-STD-1913 compatible rail surface on the hand guard as the attachment point(s), instead of the barrel.
i. Length: The length of the improved extended forward rails shall be twelve (+/- .5 quote mark ) inches.
ii. Mounting surfaces: The improved extended forward rails shall have sufficient removable mounting surfaces of varying lengths (e.g. 3 quote mark , 5 quote mark , 7 quote mark ) to allow selective, simultaneous mounting of standard U.S. military accessories (e.g., lasers, illuminators, slings, bipods, vertical grips/grip-pods, etc.).
iii. Zero Retention: The improved extended forward rails mounting surfaces will allow for zeroed accessories/enablers to retain zero with 90% confidence (excluding optic/enabler malfunctions) no more than 1 Minute of Angle (MOA).
iv. Color: The improved extended forward rails shall provide for reduced visual detection via a neutral (non-black) color and shall be of a rough, dull, non-reflective, coating/finish that retains paint. The color range will be Coyote 498 not lighter than Light Coyote 481, IAW FED-STD-595 #20150 not lighter than #20220; flat dull finish.
v. Protective Materials (coatings): The improved extended forward rails shall be corrosion, abrasion, impact, as well as nuclear, biological, chemical (NBC) contaminants and decontaminants resistant. The improved extended forward rails shall be protected from corrosion in all environments and weather conditions, including marine, high humidity, rain, and desert conditions.
vi. Low Profile Gas Block: The extended forward rails shall include a low profile gas block. The gas block will be compatible with current M4A1 heavy barrel and gas tube.
vii. Forward Sling Mount: The extended forward rail shall include a forward sling mount compatible with 1 quote mark sling.
c. Improved back-up sights: The M4A1+ shall include a removable back-up sight(s) to be used in the event of damage to the primary sight. These back-up sights (front and rear) shall stow down/away to reduce interference with the mounted primary sights and flip up to enable Soldiers to engage targets out to 300 meters. The sight aperture(s) shall provide for both near threat (to 200 m) and for longer (to 300m) engagements and shall allow for windage and elevation adjustments; 600 meters w/o degrading threshold capabilities.
d. Improved flash suppressor: The M4A1+ shall incorporate a barrel flash suppressor / muzzle brake designed to reduce the day and night firing signature and night vision device blooming effect of the weapon to be less than the current carbine without loss in system performance. The improved flash suppressor will have a blank firing adapter (BFA) compatible with M200 blank ammunition. The BFA shall minimize injury if a live round is accidentally fired with the BFA attached.
e. Improved charging handle: The improved charging handle shall provide for an enhanced (enlarged) grasping surface area that also allows for gas, lubricant, and debris deflection. The charging handle design shall include an extended latch capability for improved hand/finger grasping access and enhanced operating leverage/operation for both left- and right-handed shooters. The improved charging handle must be compatible with current standard optics, electro-optics and the improved BU sights (required). .
f. Weapon Weight: The M4A1+ will weigh less than 8.0 pounds un-loaded without accessories/enablers.
g. Reliability: The reliability of the M4A1+ shall be equal to or greater than the current capability when both systems are fired under the same conditions.
h. Enhanced trigger module: The enhanced trigger module shall provide for a single-stage trigger, free of creep, with consistent trigger pull weight within the range of 4.0 to 5.0 pounds. The enhanced trigger shall allow for operator selected semi-automatic and full automatic fire. The trigger shall be capable of installation/replacement by the field level maintainer. (Note: Creep shall be interpreted to mean any perceptible rough movement between the time the trigger slack is taken up and the hammer is released). NOTE: The enhanced trigger module is intended to be procured separately from all other M4A1+ components.

While on a training exercise off the coast of Florida’s Panhandle, 7 MARSOC operators and 4 Army personnel perished when a UH-60 Black Hawk helo crashed in Santa Rosa Sound. The wreckage was located in 25 feet of water, and all on board are presumed dead. To date, 9 members have been identified. Special Operations Forces, train as they fight and everything they do is inherently dangerous, and performed at great personal risk.
Our prayers go out to those who lost their lives in service to their country. To their colleagues and family members our deepest condolences for your loss. They are the best of the best, and you are all exceptional people in a world were mediocrity seems to be the growing norm.
The seven Marines were with a MARSOC regiment, Camp Lejeune, NC. Army personnel were part of the 1-244th Assault Helicopter Battalion based in Hammond, LA. The accident took place on 10-Mar-2015 at approximately 20:30.
The sign that you see is prominently displayed above every urinal in Walmart’s men’s room. Regardless of stature it is inescapable, and when you have to piss like a Russian racehorse, as I did, there’s nothing else to do but read it as you drain your bladder. Having attended a Catholic School as a child, where it was mandatory to read 5 books every quarter no matter how boring, you develop the ability to read quickly so it didn’t take any time at all to get through the sign. Still draining, I began to analyze its content, which comes with being forced to read 5 books per quarter.
It would appear, from reading the first sentence, that Walmart is able to sell at low prices and provide effective (highly questionable) customer service because they apprehend shoplifters.
Next, they remind you that shoplifting is a crime, and not a joke, with lasting consequences.
In the last sentence they reinforce that shoplifters will be apprehend, and ask that you not risk it.
So, aren’t they asking you not to engage in precisely the practice that allows them to bring you lower prices and better customer service? I see a huge contradiction here, or a low budget command of the English language!
The USMC may be looking to enhance the Corps M16A4 and M4 rifles in the near future. Some of the areas being considered by the USMC are listed below. Improvements to marksmanship training are also being evaluated.

This Friday’s shoot-the-shit topic attempts to make some sense of the very recent 295+ point loss on the DOW due to a strengthening dollar against the euro. If you ever wanted to know where Wall Street’s head is at, recall that falling oil prices and the subsequent falling prices at the pump resulted in wrist slicing and chronic flatulence. You’d think the speculators that bid up futures wouldn’t object to consumers having a bit more disposable income.
Well, just a few days ago we saw the euro, for the first time in quite a long time, dip against the dollar – I think yesterday’s number was about .845 euros = $1.00. So, again we saw Wall Street slashing their wrists but this time because U.S. products, denominated in USD, will be more expensive on the world market and companies will export less. That’s a valid concern if Europe were consuming and EU businesses making capital investments, but they haven’t. So, WTF is wrong with a strong dollar kick starting some good ole fashioned macro economic consumption…

The rumbling you may have felt this morning was United Technologies looking to sell Sikorsky. My sources suggest that the distinguished members of the board are simply testing the water, but if it quacks, walks and talks like a muskrat it usually is a muskrat. Who could be the would-be buyers? No U.S. companies, why? The DoD will not allow further sector consolidation in the U.S. Boy, if I were Airbus I would be all over this like a cheap suit. We have great affinity on this site for anything that achieves lift by twirling a wing overhead so we’ll keep an eye on the situation.

American Technologies Network (ATN) introduced it futuristic X-Sight weapon sight at Shot Show 2015 in Las Vegas. To call it feature rich is an understament. However, in a nutshell, it offers day/night compatibility, full HD video, GPS for geotagging, electronic compass and a processor with impressive computational capabilities.
ATN has recently released a You Tube video that takes you through the X-Sight. Chip Fong, ATN’s Director of Marketing, takes the viewer, step-by-step through the X-Sight functions, with clear and concise instructions. I picked one up a couple of month’s ago because of its very basic and functional form. I wanted something that didn’t weigh much, that was easy to don and doff, would accommodate soft or rifle plates and retain the ability to be highly configurable. The Grey Ghost Gear Minimalist plate carrier met that criteria. It’s sized perfectly for three HSGI TACO Double Decker across the front along with an abundance of PALS webbing on the back for a hydration carrier or what have you. The Minimalist Plate Carrier is very comfortable and breathable also.
Things got busy so I couldn’t schedule a full review for our readers but it gets high marks from me

What do you get when you cross a Streamlight Sidewinder with a sliding diffuser lens? You get a Sidewinder® Rescue. The Sidewinder® Rescue provides four lighting modes and a strobe in a single light. Its 185 degree articulating head also features a “slide-in-place” diffuser that projects omnidirectional light, which can be seen from any viewing angle. The new light meets the commercial CID A-A-59176 standard for water rescue.
The Sidewinder Rescue is equipped with a white C4® LED that offers 55 lumens of bright, white light, 1,175 candela peak beam intensity, and a 69-meter beam distance. The light also includes a five-millimeter infrared LED for covert operation use; a blue LED for alerting friendly forces and distinguishing its strobe feature from ground fire; and a green LED to help preserve night vision.
Each of the lighting modes provides four intensity levels and a strobe mode that operates at 100% intensity. When operated with two AA alkaline batteries, the light delivers more than 100 hours of run time at the low output level for the white C4 LED, 150 plus hours for the blue and green LEDs and more than 200 hours for the infrared LED. On high, the white C4 LED provides 5.5 hours of run time, the blue and green LEDs provide 16 hours, and the infrared LED provides 24 hours. Run times in strobe mode range from 10 hours on the C4 LED setting to 40 hours on the infrared setting.
The light also accepts lithium AA batteries for extended operation in extreme temperature environments (-40o F to 150o F).
“This latest version of the Sidewinder is not only versatile, but potentially life-saving with its Omni-directional feature that permits users to be seen from almost anywhere,” said Streamlight President and Chief Executive Officer Ray Sharrah. “It provides four LED colors, multiple intensity levels and a strobe, giving military personnel all the tools they need for a distress marker, and avoiding the need for filters that can be lost or broken.”
The light’s compound On-Off mode selector switch ergonomically separates the On-Off, dimming, strobe and LED-selection functions. A rubber dome actuator and four-position pull-to-turn locking rotary selector knob with an infrared tactile indicator offers easy operation, even with heavy gloves, and prevents accidental mode changes. The light also features an unbreakable polycarbonate lens with scratch-resistant coating.
The Sidewinder Rescue measures 4.65 inches in length and weighs 5.02 ounces with the included alkaline batteries (4.38 ounces with lithium batteries). It features a high-impact, super tough nylon case, which offers exceptional durability and weather resistance. With O-ring and gasket-sealed openings, the light features an IPX7 rated design and is waterproof to 1 meter for 30 minutes. It meets MIL-STD-810F, Method 512.4 guidelines for waterproof operation.
The Sidewinder Rescue comes in multiple configurations, including one that includes a paracord lanyard and a MOLLE retainer. The MSRP is $147.90. The light comes with Streamlight’s Limited Lifetime Warranty.

WASHINGTON — Sun., March 8, marks the 50th anniversary of the beginning of the ground war in Vietnam with the deployment of 3,500 Marines. By war’s end on April 30, 1975, nearly 3 million service men and women fought in the conflict that would take the lives of more than 58,000 Americans.
Of those who served during the Vietnam War, 258 were awarded the Medal of Honor. More than six out of 10 award recipients made the ultimate sacrifice, giving their lives while performing the courageous acts for which they were later honored. American military advisers had been involved in South Vietnam since the 1950s.
The Postal Service will honor these brave Americans by dedicating the Limited Edition Vietnam War Medal of Honor Prestige Folio Forever stamps on Memorial Day, May 25. The 1 p.m. ceremony, hosted by the Vietnam Veterans Memorial Fund, and the National Park Service, will take place at the Vietnam Veterans Memorial on the National Mall in Washington, DC. The event is free and open to the public.
The Prestige Folio stamp sheet depicting many of the nearly 50 living Vietnam War recipients will be previewed later. The folio, which lists the names of all 258 recipients, will be modeled after theWorld War II and Korean War Medal of Honor Prestige Folio stamp sheets issued in 2013 and 2014 respectively.
Nation’s Most Prestigious Military Decoration
The Medal of Honor is our nation’s most prestigious military decoration. It is awarded by the president of the United States on behalf of Congress to members of the armed services who distinguish themselves through “conspicuous gallantry and intrepidity at the risk of life above and beyond the call of duty” while engaged in action against an enemy of the United States.
The Medal of Honor traces its origins to the first year of the Civil War, when Congress saw the need for a formal means of recognizing or rewarding acts of heroism. In 1861, James W. Grimes, a senator from Iowa, introduced a bill to “promote the efficiency of the Navy” by distributing “medals of honor.” President Abraham Lincoln signed the bill into law on Dec. 21, 1861. Lincoln signed a similar measure on behalf of the U.S. Army on July 12, 1862, and the country had two Medals of Honor: one for sailors, and one for soldiers.

There are now three similar, yet distinct, versions of the Medal of Honor, one for each Military Department (Army, Navy, and Air Force). The medals are similar in that each consists of a variation of a five-pointed star worn around the neck on a light blue ribbon. The Navy version is awarded to those serving in the Navy and Marine Corps, and during times of war, to members of the Coast Guard. The Air Force, which was established as an independent department in 1947, adopted its distinctive Medal of Honor in 1965. The first presentation of the U.S. Air Force’s medal took place in 1967 during the Vietnam War.

The ZP8 1-8×24 tactical optical is German optics manufacturer, MINOX, high end offering to the tactical community. MINOX does something that is an interesting departure from the typical tactical scope. They support a dual focal plane where the center dot is in the second focal plane and the reticle is in the first focal plane. I like this! Why? Very simply, it overcomes the problem of loosing the reticle at low magnifications. The center dot keeps the same size and is illuminated to boot, so the shooter always has a solid aiming reference that is visible under all lighting and environmental conditions. The ZP8 also features a true 1x so working in concert with the second focal plane red dot the shooter can keep both eyes open for greater situational awareness.
Other features include adjustable diopter, 10 MRAD single turn elevation turret, 90mm (3.5”) of eye relief and waterproof down to 15 meters.

TGIF! It’s time for our weekly, non-billable, shoot-the-shit event. This week, I want to call your attention to commercial programming on the cable channels. Hey folks, I’m well aware that the population is getting older but WTF, I still rappel, shoot, run, bike and chase fury animals. So why am I being subjected to an endless parade of catheter commercials, leaking vaginas and erectile dysfunction, when I’m still capable of arousal that a cat can’t scratch and a squirrel can’t climb. Hell, I’m looking for a comfortable athletic supporter!
Now they’re showing miracle machines that you wrap around your ankles and the little blinking lights relieve your pain. Have you seen one of the newer ones? Are you ready for this? They’re actually selling a brain protein that makes you think better and faster – in the 60s they use to call it speed. Now they show some poor bastard who looks like he’s been freeze dried for the better part of his life, BUT OH Wait, after taking the protein he looks like someone flipped a switch and for the first time in his life neurons began working. The dude even squints as he discovers that he has a brain!
The latest one is a back surgery commercial. They have a male model that looks like he’s been run over by a steam roller, or thrown out of a gay bar, in a state of near paralysis. But wait, he discovered he can have back surgery from an institute that will only make a one inch incision at the base of his spine, and within minutes he’s up on his feet walking the dog, or swinging the clubs with William Devane pedaling gold bullion!
What the hell happened to Oscar Meyer Hickory Smoked Bacon, Windex, Mr. Clean or Dixie Lilly?

Well, we finally got through our review of the Burris XTR-II 2-10 x 42mm scope and the most succinct statement I can make is that this is one heck of a rifle scope. Optically bright and clear, featuring a great FFP reticle, with very positive controls, shock proof and water proof. Our plan for the review was to run a box test to provide the reader with some empirical evidence of how the scope tracks but we got caught in phase 2 of the ammunition feeding frenzy and ended up having to zero with M80 NATO. As soon as I can get my hands on some Federal 168 or 175 I will run that for you.
Read my review but more importantly get to your dealer and put your hands on any one of the XTR-II scopes from Burris.
I was very glad to see this at SHOT SHOW because quite candidly CR123A are not often easy to find so having a Surefire Scout Light chambered in AA makes life much less complicated and gets us closer to that illusive concept of power source standardization. This new light by Surefire gets us closer. Same rugged build, superbly collimated beam and reliable tail cap switch makes for a great addition to your carbine. M.S.R.P. $299

G2 Research announced a new .223 round for hunting and other sporting use. The new G2 Research .223 Ripout “Trident” Round offers enhanced terminal ballistics that provide hunters accurate, sure and swift results.
This new (and suppressor-friendly) round uses a fast-expanding, premium-grade copper alloy 65-grain bullet made by G2 Research on CNC machines.
The Ripout brand Trident Round produces hydrostatic shock expanding the bullet to three times its original diameter while staying intact for maximum performance.
G2 bullets are precision machined one by one in highly specialized CNC machines and engineered to fully expand within the first inch of impact. This controlled expansion results in the opening of three large copper petals called tridents.
The G2 Ripout Round is loaded to produce a muzzle velocity of 2,840 feet per second, which prolongs barrel life. The Trident bullet shank remains attached to the now-expanded bullet petals for deep, controlled penetration.

I want to give readers a quick tease of an upcoming review on the new Crimson Trace Master Series LG-919. What you’ll find in the LG-919 is the characteristic Crimson Trace quality, but more exciting is the compact laser housing. The new design, which I hope will permeate the company’s line of laser grips, allows for holstering the weapon in several of the advanced tactical rigs. I’ve included some photos of that fit using my personal tactical holster from G-Code.
One of the quickest and surest ways to introduce problems in your carbine is to start messing with its gas system to tune it for suppressed operation. When muzzle backpressure became a “problem” manufacturers developed a number of products that promised improved performance. Some where hokey like the gas tubes with a larger diameter for part of the tube’s length. It was also a time when you saw adjustable gas blocks enter the market. The end result, typically, was diminished performance: short strokes, failures to feed etc. GEMTECH went back to the drawing board and came up with a solution that has a great deal of merit, a 5.56 Suppressed Bolt Carrier. What GEMTECH has done is create a high quality 5.56 bolt carrier with a two position gas selector. In suppressed mode, a small amount of gas is allowed to vent through the gas key and out the weapons ejection port. This accomplishes several things: a reduction in bolt carrier speed, a reduction in cyclic rate, a reduction in weapon fouling resulting from gas venting directly into the receiver; more importantly, it does this without altering the weapon, it’s a simple drop-in solution.
The GEMTECH 5.56 Suppressed Bolt Carrier will be available Q1 2015 and have an M.S.R.P. of $249. It’ll be nice not to have to mess with buffers, springs, gas blocks and gas tubes won’t it!
3M, introduced a number of safety products at IDEX 2015 in Abu Dhabi. Most notable is the new Peltor ComTac XPi headset, specifically geared towards the military customer. This new headset can be worn under the helmet or configured to attach to the side rails on a helmet. A neck band version is also available. The ComTac XPi features improved ergonomics and sound level reduction along with independent audio for external coms and talk through. The headset accommodates flexible boom microphones or bone conduction and comes in O.D. or Black.
EAGLEVILLE, PA, February 27, 2015 –Streamlight® Inc., a leading provider of high-performance lighting equipment and weapon light/laser sighting devices, introduced the TLR-2 HL® G, a high lumen (HL) gun-mounted tactical light with green aiming laser. The new light is designed to provide maximum illumination with long-range targeting capability, making it an extremely versatile tool for tactical, outdoor and home defense users.
Using the latest in C4® LED technology, the new TLR-2 HL G gives users full situational awareness by flooding an area with 720 lumens of brightness in a wide beam pattern. It also features an integrated green laser, which appears brighter to the human eye than other colored lasers, particularly in daylight, to improve focusing on targets. The new model also is equipped with a strobe function.

In addition to its lumen output, the TLR-2 HL G delivers 14,000 candela peak beam intensity. It features a shock-proof C4 LED, and a textured parabolic reflector that produces a concentrated beam with optimum peripheral illumination to assist with navigation. Its 510-530 nm green laser is integrated in the light’s reflector.
The light can be deployed in Laser-Only mode to keep the gun on target, in LED-Only mode to provide bright, focused light, or in dual mode, which uses both light sources. It runs for 1.5 hours when using the LED and Laser modes simultaneously, and 17 hours in the Laser-Only mode. A double tap of the light’s momentary paddle activates the strobe, which also can be disabled.
Powered by two single 3 Volt CR123A lithium batteries, with a storage life of 10 years, the TLR-2 HL G weighs 4.78 ounces and measures 3.39 inches in length. The main body is constructed from 6000 Series machined aircraft aluminum with a black anodized finish, and the housing is fabricated from high impact, chemically resistant engineering polymer.
The TLR-2 HL G mounts directly to handguns with Glock-style rails and to all MIL-STD-1913 (Picatinny) rails. A key kit with five interchangeable keys is included to securely fit the light to a broad array of weapons. The TLR-2 HL G fits all existing TLR-2® holsters.
The new light features an IXP4-rated design for water-resistant operation, and its impact-resistant construction also has been extensively live-fired tested. The operating temperature range of the green laser is -40o to 120o Fahrenheit.

Yep you guessed it, it’s Friday and time for our weekly shoot-the shit. This is a special time when we talk and say anything that pops into our heads without the pressures that ensue from any organized or rational thought processes. It is a non-billable event, so you have nothing to loose.
I enjoy exceptional food. I’m not a glutton, but I love an excellent dinning experience. I’m especially fond of French cuisine because it’s generally very rich – lots of colors, aromas and texture; served in small portions – quality being the key objective as opposed to quantity.
Today’s LeMonde ran an interesting and, to some extent, funny story titled “ Foie gras : chronique d’une guerre” by JP Géné. BTW, LeMonde happens to be one of the best newspapers on the planet, I think it’s also available in English. The paper leans a little left, but comparatively speaking you get a fair representation of events. Back on track now… So, what the hell is foie gras?
Foie Gras is a pâté delicacy that is quite seriously controlled by the French government. In order for a pâté to be considered foie gras it must be made from duck livers but not just any duck. The duck or goose is force-fed corn using a feeding tube, the process is called gavage. These feedings occur twice per day for 12 days and three times per day for 17 days. The duck or goose is then slaughtered, and livers harvested, on the 100th – 112th day.
Foie Gras is amazing; ranking up there with Beluga Caviar. I like it as an aperitif with all forms of sauces but it can also be a main course, it has a very rich and creamy taste.
Well, it appears there’s a movement in France, active since 2012, to end the so called “torture” of these ducks.
Since the beginning of time, when man made his transition from nomadic hunter to farmer gatherer, societies have grown food and raised animals in captivity for consumption. Man’s quest has been to continuously improve quality and increase output, it’s how we feed the growing world populations. So, I don’t have an issue with pulling a fish out of water and watching it suffocate for minutes on end, or hearing that a duck is force-fed corn so I can have a little Foie Gras!

Czech firearms manufacturer Ceska Zbrojovka, CZ, introduced its first ballistic nylon product, the 4M plate carrier at IDEX 2015. The company has a number of patents in the 4M that increase body area coverage, heat dissipation at a very competitive price point. The vest is designed so that weight is evenly distributed across the torso and not just the shoulder. The designers included an integral hydration system. The 4M is also a quick release design. Rifle plates and side plates are outsourced from a number of suppliers depending on customer requirements. The company has secured contracts from the Mexican government as well as the Czech Republic.
