The DoD is looking at revamping its procurement rules to reduce acquisition costs and speed up purchasing of commercial products. In recent years, the Department of Defense has increasingly relied on “currently on the shelf” or COTS purchases to meet the Department’s growing needs. Although its dependency expanded, potential suppliers were stymied and often discouraged by excessively long and complicated evaluation periods.
The DoD spends about $60 billion a year on commercial purchases. Some items, like bathroom tissue, are purely commercial; however, others are of commercial origins but modified for military use. Suppliers of commercial but modified for military use products have found themselves in prolonged battles with Pentagon officials while they establish if the item supplied is commercial or exclusive to the military. The purchasing of commercially available products means that contracts can be negotiated without undergoing the elaborate cost analysis performed for military only purchases.
The proposed rule changes would establish a 10 day window to determine if a product is truly commercial and not exclusive to the military. This comes as good news to prospective suppliers and established vendors experiencing increasing selling costs due to burdensome regulation. If successful, the rules changes will reduce the Pentagon’s acquisition costs and attract new suppliers to the military sector.

Rep. Loretta Sanchez, D-Calif., is the ranking member of the Subcommittee on Tactical Air and Land Forces and she wants to know why the Marine Corps uses the M855 5.56mm round and the Army uses the M855A1.
Representative Sanchez comments:
“Maintaining two inventories of the same size combat ammunition is probably not the most efficient way to go,” Sanchez said.
“I just think it looks bad. It makes us all look bad. It appears very wasteful from the outside to have the Marines and the Army not buying the same bullet.”
Background:
The U.S.M.C. uses the M16A4 – it’s a 4th generation M16. The rifle is chambered in 5.56 x 45 mm (NATO) and has a barrel length of 20 inches. The U.S. Army has standardized on the M4 also chambered in 5.56 x 45 mm (NATO) but with a barrel length of 14.5 inches. The 5.56 x 45 round, designated as M193, was designed with a 55grain projectile and intended for a 20 inch barrel. M193 relies on a muzzle velocity of 3000+ feet per second to achieve its terminal effectiveness; however, it lacked penetration performance against hardened targets.
The M855, with its steel penetrator, effectively addressed that concern and when fired from a 20 inch barrel, like those used on the M16A4, the round has sufficient muzzle velocity to achieve the desired terminal effects even with its 62gr projectile weight. Subsequently, all the services adopted the M855.
With the emergence and adoption of the M4 by the U.S. Army the situation changed. The M4 with its shorter barrel did not posses sufficient muzzle velocity to achieve acceptable terminal ballistics and the M4’s shorter barrel, even with its 1:7 rifling, did not provide the level of accuracy that the 20” M16A4 was able to deliver, so the U.S. Army called for an enhanced round, which was ultimately adopted by the Army in 2010 and designated the M855A1. This new round offered some interesting features. First, it was lead free, which I think was more of a political statement than anything else. However, the real reason for adopting the M855A1 was:
Readers who have been following the M4 “lethality” concerns will recall that the U.S.M.C. was conspicuously absent for those discussions. Their choice of rifle was the principal reason for that absence. The U.S.M.C. was simply not experiencing a performance issue with the M16A4 and M855 combination.
The M855A1 has, from all reports, addressed the overwhelming majority of issues with the M4, but does it perform equally well when used with the M16A4? This is a question that needs to be empirically answered. Ammunition IS NOT weapon system agnostic as most experienced shooters already know.
Suggested Approach:
So, perhaps the best approach is to ask the U.S.M.C. to conduct comparative tests, with both M855 and M855A1 ammunition types, and present its findings to the Subcommittee on Tactical Air and Land Forces along with its supporting data so the appropriate decision can be made.

The U.S. Army Contracting Command issued a solicitation dated 17 March 2015 seeking what it designates as the Family of Weapon Sights – Sniper or FWS. The new thermal sight will work across all sniper system platforms including the M24, M107 .50BMG, M110 SASS and the M2010 Enhanced Sniper Rifle. Ideally, the FWS will be comparable to the AN/PVS-30 Clip-on Sniper Night Sight currently in use, which mounts in front of the magnified day optic.

New Firearm Safety Video
First-of-its-kind resource from NSSF encourages open conversations between parents and children about firearm safety
NEWTOWN, Conn. – The National Shooting Sports Foundation (NSSF) today released a new, first-of-its-kind educational resource, the “How to Talk to Your Kids about Firearm Safety” video. The video, starring champion shooter and mother Julie Golob, encourages parents to have “the talk” about firearm safety with their kids sooner rather than later, and provides tips for how to have a helpful discussion.
“Too often, children don’t know what to do if they find a gun,” said Steve Sanetti, President and CEO of NSSF, which developed and sponsors the Project ChildSafe firearm safety education program. “This video opens a door for honest conversation and empowers parents to be the authority on gun safety for their kids, whether they have guns in their homes or not.”
The “How to Talk to Your Kids about Firearm Safety” video was created as a resource to start positive and constructive conversations by encouraging discussion rather than lecture, and helps parents responsibly demystify the subject of guns.
“As a mother, I know full well how challenging this conversation can be,” Golob said. “It’s crucial that parents set an example and teach their kids about firearm safety so children don’t learn about guns solely from what their friends say or what they see on video games and TV.”
The video features Golob expressing the importance of adults having gun safety discussions with young people, emphasizing that education on responsible safety and storage is the number one way to prevent firearm accidents in the home. The video has two sections, one for talking with younger children, the other for talking to older kids and teens.
“How to Talk to Your Kids about Gun Safety” is available-and shareable-online at projectchildsafe.org and on the NSSF YouTube page. NSSF is also promoting the video with its members, law enforcement partners, local communities, conservation groups and other supporters, starting with a national launch in partnership with Sportsman’s Warehouse, which streamed the video in all of its stores across the country.

Life is becoming much more interesting for those of us who enjoy the occasional maduro or rubio. In years past, if you wanted to enjoy a puro from Cuba you had to get contraband from Canada, Mexico or the EU. The entire world was able to enjoy a good Cuban cigar except for the United States; I’m happy to say those days are coming to an end, and soon an entire generation of previously denied citizens will have the option to enjoy a full-bodied smooth-burning Partagas. When that day arrives live it up but for God’s sake have some class.
About six years ago, two NCOs and my self were sitting around shooting the breeze when a Col (actually an Lt. Col) walks by puffing on a stogie and inhaling the smoke. All three of us looked at each other wondering who this miscreant was; clearly not West Point, probably worked his way up as a Reeeeeeezzzzzzervvvvvvv. Ladies and Gentlemen, please, under no circumstances should one inhale cigar smoke. A good cigar, like a good anchovy, must be savored. Its smoke should roll around in your mouth and around your tongue so that its smooth and delectable flavor can be fully appreciated.
If you were ever observed inhaling cigar smoke in an upscale cigar room, you would see the concierge hastily walking towards you, with knees rubbing as he walks, and a two degree port list on his head. Upon his arrival, and speaking in a slight British accent, he would say “perhaps the gentleman would be more comfortable outside.” People, inhaling cigar smoke has the same effect as sailing on a port or starboard tack with a jib sheet dragging in the water. Your club’s commodore would be instantly dispatched to suggest berthing arrangements at a public marina!

Microtech is best know for its knives. In 1994 the company founded the Microtech Small Arms Research, or MSAR, division formally entering the firearms manufacturing business. In 2007 MSAR introduced its first rifle, the STG-556. The American made 5.56 x 45 bullpup was patterned after the Steyr AUG A1 with the exception of its M16 style bolt release; however, it did not accept the M16/NATO magazine. Two years later, in 2009, MSAR introduced the STG-556 XM17-E4 which retained the M16 bolt release but this updated version of the STG-556 could also accept the M16 / NATO style magazines.
In a letter to its customers, dated 20 March 2015, MICROTECH formally announced the closing of its MSAR division. MICROTECH’s letter follows:

Glock Introduced the Glock 43 in a .380 ACP a couple of years ago and it took the U.S. market by storm. The European market has had access to the G43 in .380 for quite a while now. So, it was only a matter time before the company introduced a 9mm version of the G43. That moment has arrived for the domestic market.
VP Josh Dorsey predicts “It will be the pistol of choice for law enforcement and civilians. The G43 sets a new standard for concealed carry pistols.”
With a frame width of just over one inch, a slide width of only 0.87 inch and overall length of 6.26 inches, the G43 will be the conceal carry gun to beat. Small enough for small delicate hands but still sized to make it controllable even by novice shooters. The single stack magazine holds 6+1 rounds and retains the same features as the full sized Glock pistols.
Glock will debut the G43 at the NRA Annual Meeting and Exhibition, in Nashville, TN, April 10-12, 2015 at the GLOCK booth (#633). Shipments of the product will begin directly following the convention.

When I saw this ad my first thought was that some Mohel in West Hollywood cooked it up. “FORSKOLIN”, what the hell is that foreskin extract – WTF. However, as I read the ad I went from laughing to simply shaking my head.

In 2008, Los Angeles stopped issuing licenses to new fast food restaurants seeking to open businesses in underprivileged neighborhoods to protect the poor from obesity; yes, you heard that right – yet this is allowed!
Weight control is a complex issue; there are genetic components; there are psychological components and learned behaviors that translate to eating disorders, all of which need to be treated medically. Weight gain in “normal” healthy individuals is a simple accounting problem. If you ingest a larger number of calories than you expend your body stores it in the form of a lipid that we call fat. It really is that simple. The normal individual, depending on sex and size, needs from 1000 to 2500 calories per day to simply sustain life. If your intake is 5000 calories but all you do is go to work then come home to sit on your ass with your iPhone, or laptop, you will suffer those consequences.
If you do not have a balanced diet, one that provides proteins, carbohydrates, fats, minerals and vitamins you will need dietary supplements but your best option is your food source.
Get out, be active, exert yourself, sweat and be fit. You don’t need to crack walnuts with your pectoral muscles or your ass. You simply need to be fit.

The U.S. Army has released a Sources Sought Notice, (W15QKN-15-X-7820) seeking a single vendor to bundle a laundry list of COTS aftermarket enhancements to its M4A1 carbine. The resulting product will be designated as the M4A1+
If I understood the Army’s SSN correctly it appears that they are looking for a single source supplier to perform the forklift upgrade to the existing M4A1 inventory.
I thought it was interesting that the Army’s request came right after the U.S.M.C. announcement that the Corps was considering aftermarket enhancements to the M16A4 and M4 rifles.
These are the detailed requirements as specified in the Army’s SSN
a.Accuracy/Dispersion (Precision): The system accuracy for the M4A1+ shall be 5 quote mark mean radius at 300 meters throughout barrel life (required) and shall be 5 quote mark extreme spread at 300 meters throughout barrel life with .9 probability (desired) and shall be 10 quote mark extreme spread at 600 meters throughout barrel life with.9 probability (desired). Note: The precision measurements are ammunition and M4A1+ specific, without attached under-barrel weapons. Extreme spread measurements will be both vertical and horizontal.
b. Improved extended forward rails: The improved extended forward rails shall provide for a MIL-STD-1913 compatible rail that is fixed at the 12 o’clock position, with numbered attachment points. The rail must also provide for the attachment of modular, MIL-STD-1913 enabler(s) attaching capability on the hand guard. The improved extended forward rails shall provide for a hand guard allowing for a free-floated barrel, and for a design/redesign of the under-barrel weapon systems/module interface to use the MIL-STD-1913 compatible rail surface on the hand guard as the attachment point(s), instead of the barrel.
i. Length: The length of the improved extended forward rails shall be twelve (+/- .5 quote mark ) inches.
ii. Mounting surfaces: The improved extended forward rails shall have sufficient removable mounting surfaces of varying lengths (e.g. 3 quote mark , 5 quote mark , 7 quote mark ) to allow selective, simultaneous mounting of standard U.S. military accessories (e.g., lasers, illuminators, slings, bipods, vertical grips/grip-pods, etc.).
iii. Zero Retention: The improved extended forward rails mounting surfaces will allow for zeroed accessories/enablers to retain zero with 90% confidence (excluding optic/enabler malfunctions) no more than 1 Minute of Angle (MOA).
iv. Color: The improved extended forward rails shall provide for reduced visual detection via a neutral (non-black) color and shall be of a rough, dull, non-reflective, coating/finish that retains paint. The color range will be Coyote 498 not lighter than Light Coyote 481, IAW FED-STD-595 #20150 not lighter than #20220; flat dull finish.
v. Protective Materials (coatings): The improved extended forward rails shall be corrosion, abrasion, impact, as well as nuclear, biological, chemical (NBC) contaminants and decontaminants resistant. The improved extended forward rails shall be protected from corrosion in all environments and weather conditions, including marine, high humidity, rain, and desert conditions.
vi. Low Profile Gas Block: The extended forward rails shall include a low profile gas block. The gas block will be compatible with current M4A1 heavy barrel and gas tube.
vii. Forward Sling Mount: The extended forward rail shall include a forward sling mount compatible with 1 quote mark sling.
c. Improved back-up sights: The M4A1+ shall include a removable back-up sight(s) to be used in the event of damage to the primary sight. These back-up sights (front and rear) shall stow down/away to reduce interference with the mounted primary sights and flip up to enable Soldiers to engage targets out to 300 meters. The sight aperture(s) shall provide for both near threat (to 200 m) and for longer (to 300m) engagements and shall allow for windage and elevation adjustments; 600 meters w/o degrading threshold capabilities.
d. Improved flash suppressor: The M4A1+ shall incorporate a barrel flash suppressor / muzzle brake designed to reduce the day and night firing signature and night vision device blooming effect of the weapon to be less than the current carbine without loss in system performance. The improved flash suppressor will have a blank firing adapter (BFA) compatible with M200 blank ammunition. The BFA shall minimize injury if a live round is accidentally fired with the BFA attached.
e. Improved charging handle: The improved charging handle shall provide for an enhanced (enlarged) grasping surface area that also allows for gas, lubricant, and debris deflection. The charging handle design shall include an extended latch capability for improved hand/finger grasping access and enhanced operating leverage/operation for both left- and right-handed shooters. The improved charging handle must be compatible with current standard optics, electro-optics and the improved BU sights (required). .
f. Weapon Weight: The M4A1+ will weigh less than 8.0 pounds un-loaded without accessories/enablers.
g. Reliability: The reliability of the M4A1+ shall be equal to or greater than the current capability when both systems are fired under the same conditions.
h. Enhanced trigger module: The enhanced trigger module shall provide for a single-stage trigger, free of creep, with consistent trigger pull weight within the range of 4.0 to 5.0 pounds. The enhanced trigger shall allow for operator selected semi-automatic and full automatic fire. The trigger shall be capable of installation/replacement by the field level maintainer. (Note: Creep shall be interpreted to mean any perceptible rough movement between the time the trigger slack is taken up and the hammer is released). NOTE: The enhanced trigger module is intended to be procured separately from all other M4A1+ components.

While on a training exercise off the coast of Florida’s Panhandle, 7 MARSOC operators and 4 Army personnel perished when a UH-60 Black Hawk helo crashed in Santa Rosa Sound. The wreckage was located in 25 feet of water, and all on board are presumed dead. To date, 9 members have been identified. Special Operations Forces, train as they fight and everything they do is inherently dangerous, and performed at great personal risk.
Our prayers go out to those who lost their lives in service to their country. To their colleagues and family members our deepest condolences for your loss. They are the best of the best, and you are all exceptional people in a world were mediocrity seems to be the growing norm.
The seven Marines were with a MARSOC regiment, Camp Lejeune, NC. Army personnel were part of the 1-244th Assault Helicopter Battalion based in Hammond, LA. The accident took place on 10-Mar-2015 at approximately 20:30.
The sign that you see is prominently displayed above every urinal in Walmart’s men’s room. Regardless of stature it is inescapable, and when you have to piss like a Russian racehorse, as I did, there’s nothing else to do but read it as you drain your bladder. Having attended a Catholic School as a child, where it was mandatory to read 5 books every quarter no matter how boring, you develop the ability to read quickly so it didn’t take any time at all to get through the sign. Still draining, I began to analyze its content, which comes with being forced to read 5 books per quarter.
It would appear, from reading the first sentence, that Walmart is able to sell at low prices and provide effective (highly questionable) customer service because they apprehend shoplifters.
Next, they remind you that shoplifting is a crime, and not a joke, with lasting consequences.
In the last sentence they reinforce that shoplifters will be apprehend, and ask that you not risk it.
So, aren’t they asking you not to engage in precisely the practice that allows them to bring you lower prices and better customer service? I see a huge contradiction here, or a low budget command of the English language!
The USMC may be looking to enhance the Corps M16A4 and M4 rifles in the near future. Some of the areas being considered by the USMC are listed below. Improvements to marksmanship training are also being evaluated.
