The state-owned 205th Arsenal of the Material Production Centre (MPC) unveiled its latest development in small arms the 9mm XT104 submachine gun. The XT104 features a folding stock, ambidextrous safety selector and ambidextrous magazine release. The design includes a full length Picatinny rail at the 12 o’clock position and rail segments at the 3 o’clock, 6 o’clock and 9 o’clock position for mounting an array of accessories. The XT104 9mm SMG is expect to be ready for production in 2016.

Lewis Machine & Tool Co Inc. Selected To Replace New Zealand Defence Force (NZDF) Steyr Rifle

In May 2014, the Government of New Zealand authorized the Secretary of Defence to undertake a competitive tender process to select a replacement individual weapon for the New Zealand Defense Forces (NZDF).

After completing an initial assessment  of respondents, which closed on 12 Nov 2014, the following companies were selected for the trials phase of the evaluation:

WALTHER Announces The PPQ M2 .45 ACP

Walther Arms announced the launch of its PPQ M2 .45 ACP. This is a major announcement because it’s the company’s first .45 ACP offering in its history. The Walther PPQ is considered, by many, the Mercedes Benz of striker fired pistols; I can vouch for that accolade as I had the opportunity to fire a couple hundred rounds through the company’s PPQ 9mm. I was immensely impressed by its ergonomics and trigger; which is easily the best  out of the box trigger in the market for a production firearm.

The PPQ .45 offers some of the same characteristics like a 5.6 pounds trigger, three separate safeties and a mil-spec Picatinny rail. The PPQ .45  has an overall length of 7.4 inches, a magazine capacity of 12 rounds, and a polygonal rifled 4.25 inch barrel. The PPQ features a thumb magazine release – for my taste that decision is a step back from the ambidextrous trigger guard magazine release.

Walther’s PPQ .45 will be available at your dealer beginning October 2015. M.S.R.P. has not been released. This is a pistol that you’ll want check out!

Australia’s DIGGERS Will Soon See A New Generation Soldier Combat Ensemble (SCE)

Australia’s Department of Defence’s Capability Acquisition and Sustainment Group’s Land Systems Division will soon be rolling out 21,000 Soldier Combat Ensemble (SCE), under the Land 125 Phase IIIB project, to the troops. The SCE includes load bearing equipment, including harnesses, pouches and a range of packs, body armor, combat helmets, combat hearing protection, as well as ballistic / laser eye protection.

The SCE roll-out began May 2015 to the 1st Brigade, with the 3rd Brigade rollout slated for 2016, followed by the 7th Brigade in 2017. The Department of Defence’s Capability Acquisition and Sustainment Group’s Land Systems Division has established three configurations based on primary roll and  exposure to threats. The objective is to ensure the right level of protection and mobility driven by job and threat risk.

Col. Mark Jennings, director of Diggerwoks said:

“Since 2011 Project Land 125 Phase IIIB and Diggerworks have spearheaded the adaptive development of the SCE through a combination of soldier feedback, trials, and the review of Report On Defective or Unsatisfactory Materiels (RODUMs). Diggerworks will continue to liaise with the soldiers, units and formations issued the latest SCE to verify its form, fit, and function, and to identify future enhancements.”

FLAT TAX OR PROGRESSIVE

Flat TaxIt’s Friday and time for our weekly shoot-the-shit. This week’s shoot-the-shit is on the concept of “Flat Tax.” As with all shoot-the-shits, readers are free to make unsupported statement, insult anyone they wish, use profanity and / or change subjects.

There’s a lot of hot air being passed by both sides of the political spectrum regarding tax reform and simplification of the “Tax Code.” This is an issue that will be thrown around throughout the 2016 election cycle. It is our intent to provide you with a clearer understanding of this issue.

The United States of America uses a progressive tax systems. Congress establishes tax rates for each income tier. In addition, Congress, through a legislative process establishes deductions that allow businesses and individuals to reduce their taxable income. The legislated tax rate is referred to as the marginal tax rate; however, the actual tax rate and subsequent tax liability after legal deductions will be lower and is referred to as the effective tax rate.  To illustrate…

John Doe had an income of $100,000 for the tax year; his marginal tax rate is say 28%  or $28,000. After legal deductions, John Doe reduces his taxable income from $100,000 to say $70,000, so his new tax rate is now say 18% making his tax liability $12,600. Therefore, John Doe’s effective tax rate is $12,600 / $100,000 or 12.6% The same holds true for major corporations, and it’s possible for corporations with pretax incomes in the billions of dollars to pay no taxes legally, given deductions.

Getting a corporation, or high net worth individual, to the lowest legal effective tax rate is BIG business involving lobbyists, tax attorneys, CPAs, major accounting firms and financial institutions who design financial products to reduce taxable income and achieve the lowest effective tax rate .

The long and short of it is that there is a HUGE economic interest in preserving the progressive tax system!

The flat tax concept proposes two or three tax rates base on total income tiers, and does away with all deductions in its purest form.

Most of the people you talk to feel that the flat tax is a fairer system and a simpler system across the tax base. The one benefit to the flat tax, usually not discussed, is  that with a flat tax corporations, small businesses and individuals are free to make investment decisions that result in the highest returns without considering a tax consequence.  Without a home interest deduction, you effectively remove the tax subsidy for homeowners and you’ll see home prices drop.  Politically, you’d have every national realtor association up in arms…

Therefore, when  you hear someone proposing a flat tax know that it has a positive effect on the economy, but the question that has to be asked is how do you get it passed?

Glock 43 Review: Companion Video

Raytheon PhantomIRxr® 17 μm Binoculars

This is not your grandpa’s  binoculars he brought back from Europe at the end of World War II. The folks at Raytheon have come up with a light weight (3.6 lbs.) uncooled thermal binocular that will detect a man sized target at 3,000 meters and a vehicle at 7,000 meters. The PhantomIRxr® is powered by 4 AA lithium batteries with a runtime of 6.5 hours.

On the optical side, the PhantomIRxr has digital image and video recording (JPEG and MPEG-4). The binoculars feature an electronic compass with azimuth readings (±3º accuracy), elevation, tilt and a user selectable reticle in MIL-DOT style, with size adjusted to zoom setting; cross hair; or stadiametric reticle, black hot/white hot and all of the other features you would expect from a competent thermal imaging device. The PhantomIRxr operates in the long wave region at 17 μm  which seems to be the region where surface emissivity is concentrated. You’ll see thermal imaging devices operating in 17–19 micron region.

Bridge Building 101

The  rebuilding of the Q’eswachaka Rope Bridge, in Peru’s Cusco Region at 11,200 feet in the Peruvian Andes, is a huge local event. Residents replace this bridge annually using the same materials and techniques indigent Incas have used for centuries . It’s the only rope bridged left in Peru.

It’s amazing to see that native Incas had the knowhow to build a suspension bridge centuries ago…

CCI’s QUIET-22

P1000137Way back in May of this year  I ran a Sneak Preview of CCI’s Quit-22 . This is the company’s plinking ammunition  loaded to 710 fps and topped off with a 40 gr lead bullet. We finally got a chance to get to the range with the objective to test it on a Walther P-22 with a tweaked recoil spring. Our results were disappointing but not unexpected.

The CCI Quiet-22 would not cycle the action reliably. Accuracy was poor and consistency from box to box was not very good. I tested the results against standard velocity .22LR and the difference was quite noticeable. I shot a silhouette at 16 yards – with standard velocity ammunition, I hit center mass with all ten rounds fired in rapid succession, the Quiet-22 was all over the place. Some of that lack in performance may relate to the ammunition’s low velocity interacting with a short barrel; although I observed no keyholes. Some of the rounds were so slow that I could visually trace their flight. I’m not sure what happened and CCI makes some of the best .22LR on the market; however, there was noticeable variability box-to-box.

In closing the CCI Quiet-22 is best used on a bolt action .22LR rifle at a working range of 25 yards.

RHEINMETALL VARIO-RAY

Rheinmetall has introduce the Vario-Ray (LLM-VR) weapon aiming system and illuminator. The system employs a co-axial visible and IR laser aiming module; once the visible laser is dialed in the IR laser is also aligned. It attaches to any small arm that is equipped with a standard mounting fixture (Picatinny, STANAG, KeyMod, etc.). The mounting fixture can be attached to the Vario-Ray via two torx head screws.

The Vario-Ray is one of the first weapon-mounted units to offer laser and illumination in the SWIR (Short Wave Infra-Red) spectrum ( 1 –2.5 microns). SWIR devices emit and detect a different band or light energy than older NIR devices. Light energy in the SWIR spectrum cannot be detected by older NIR devices, like the AN/PVS14 and other devices operating in the near infrared spectrum, and SWIR lasers and SWIR lights are only visible to SWIR optics.

It weighs 8 ounces and measures 4.25 inches long, 2.5 inches wide, and 1.7 inches tall (without the RMR attached). The illuminator and laser devices are contained within a single molded polymer housing. The gun sight and the mounting fixture remain modular and interchangeable for versatility. The controls of the Vario-Ray are located on the housing, and consist of a rotary switch and 3 constant on button switches. The unit can interface with 2 remote pressure switches for momentary control on the grip of forearm of the weapon. The Vario-Ray’s laser aiming module can be adjusted to create unique point-pattern for distinction among multiple operators with the same unit. The illuminators are all adjustable for brightness and focus.

WINDOWS 10 UPGRADE URGENT NOTICE

I want to extend our apologies to readers for our technical problem. We are currently working through it.
The problem occurred when we accepted a Windows 10 push from Microsoft – readers are advised not to accept the Windows 10 upgrade from Microsoft!
Unfortunately, Microsoft did not provide a fall-back mechanism which is both inconceivable and negligent, I think amazing is the kindest word I can find but ineptitude describes it far more accurately.

Again, do not install the Windows 10 upgrade. When we have a work around we’ll let you know.

THE PROBLEM: Immediately after login in to your computer, you receive a CRITICAL ERROR MESSAGE stating that the Start Menu and Canadra are not running. You’re asked to sign out . Regardless of the number of times you sign out the error persists.

THE FIX: From the login screen you need to refresh Windows 10 so that it is forced to download a series of updates. To perform the refresh proceed as follows

  1. Go to the login screen but DO NOT login.
  2. One the lower right hand corner of the screen you’ll see the graphic of a power button. You’re going to need to click that button shortly.
  3. Now press and hold down the Shift Key then click once on the power button graphic you locates in step two. Once you’ve clicked the power button graphic,  release the Shift Key.

This procedure will run for 10 to 20 minutes and reboot twice. You’ll see system messages that updates are being loaded.

In July, we had the pleasure of reviewing Streamlight’s latest addition to their TLR line, the TLR-6. In conjunction with that review we were also able to arrange for a test drive of Glock’s newest subcompact 9mm, the Glock 43; so, the decision was made to give each item its own review, as both are quite worthy.

Our greatest motivator for working on this gun review was that virtually everything you see, be it written or video, on the Glock 43 is a classic apples to oranges comparison, so we decided to take a shot at – no pun intended – providing  you with a slightly different insight on this 9mm subcompact.

13 Hours: The Secret Soldiers of Benghazi

Michael Bay’s “13 Hours: The Secret Soldiers of Benghazi” is set to be released in January 2016 and from all the scuttlebutt it looks like the political spin machines are warming up even as we speak.  I’ve only seen the trailer but the “jocked up welcome to the gym greeting a new team member gets” looks pretty hammy to Buckwheat. There’s no telling what the real message will end up being, but I’m glad these guys will end up with some well deserved benefit.

What Is Lock Time?

Precision rifle shooters are notorious for some great discussion centered around weather, pressure, powder choices and calibers. They are staples in precision shooting circles, so for this Friday’s shoot-the-shit topic, we’ve selected one of the more obscure areas of discussion, rifle lock time. As with all shoot-the-shit discussion, participants are free to make any unsupported statement, insult anyone they please, use profanity or change the subject all together. All at no charge to you!

So what is lock time?

The undisputed king of the precision shooting circuit is the single shot, magazine fed, bolt action rifle. These weapon systems are capable of sub-minute performance with quality factory ammunition, and even better performance with hand loaded ammunition. When a shooter pulls the trigger, there is a delay in time from when the trigger breaks to when the firing pin strikes the shell’s primer. This delay in time is called lock time. Lock time is present in all firearms but has been relegated to a precision shooting topic.

Lock time can be measured with the appropriate instruments but topic “intelligentsia” suggest that it varies from rifle to rifle but falls in the rage of 2.5 milliseconds to as much as 5.6 milliseconds. Under most shooting conditions, lock time is negligible but it may be something to factor when dealing with a moving target. For purposes of this discussion, we’re going to use an average lock time, which we’ll calculate as follows

Lock Time (avg) = (2.5 msec + 5.6msec)/2 OR 4.05 msec

This means a shooter can expect a 4.05 msec delay from when the trigger breaks to when the primer is ignited. To understand what 4.05 msec means in the shooting equation we’ll use the following formula

Distance = rate x time

What we’re attempting to  do with this formula is determine how much a moving target moves in 4.05 msec.

Most target movement is stated in miles per hour so lets assume a vehicle moving at 20 miles per hours. This is the target’s rate and for time we’ll use 4.05 msec. Whenever performing numerical calculations we try to work with similar units so since we’re stating rate as miles per hour, we’ll convert 4.05 msec to hours, and when we do that we get a very small value expressed as  1.125e-6 or .000001125 hours. We’ll use the decimal equivalent to calculate distance traveled by the target.

Distance = 20 mph x .000001125

Distance = 0.0000225 miles. Next we’ll convert to feet

Feet = .0000225 x 5280 = .1188  Next we’ll convert to inches

Inches = 12 x .1188 = 1.4 inches

A target moving at 20 m.p.h. will have moved 1.4 inches in the time it took for the firing pin to strike the primer regardless of its angle of approach or departure.

Shooting at a moving target be it a slow mover or fast mover, as in our example, is a difficult task and the likelihood is that the shot will be missed. Shooting a moving target requires that you have an accurate target range, speed and angle to the target from the shooter’s position.

In the diagram above, mover “A” is traveling at 90 degrees to the line of sight and its to the right of the line of sight so it has a positive angle. This target requires the largest lead, and that lead will vary with range  and target speed. Mover “B” is at a zero angle; in other words, traveling directly at the shooter. This angle requires no lead. All lead angles are expressed as 0-90 degrees + or – a positive angle is in the 1st quadrant and a negative angle is in the 4th quadrant.

 

Q:  So, does lock time matter? 

Ans: It all depends on the situation!

Ruger Precision Rifle

Sturm, Ruger & Co., Inc. has just introduced its Ruger Precision Rifle chambered in .308, 6.5 Creedmoor and .243 Win. There are lots of things to like about this gun. First on my list is its cold hammer-forged chrome molly barrel with 5R riffling – this is the same riffling used in the M24 sniper weapon system. The rifle is patterned after the AR15 so barrel changes are relatively easy to perform. Ruger has also included a full length 20 MOA Picatinny rail secured to the receiver with four #8-40.

The second major thumbs up, for me, is Ruger’s  multi-magazine interface. Imagine a rifle that will accept the traditional SR-25 “style” magazines as well as the AICS and M14 magazines –  Hooya! That alone should be sufficient incentive for you to favorably consider a purchase; however, the good news continues.

The Ruger Precision Rifle ships with an externally adjustable, for weight of pull, trigger. Shooters have a choice in weight of 2.25 lbs. to 5.0 lbs. The rifle features a three lug bolt with a 70 degree throw and a fully adjustable Ruger Precision MSR stock. The buttstock attaches directly to the back of the receiver which ensures that recoil is directed straight into the shoulder. Now for the grand finally…

Sneak Preview: Streamlight EPU 5200

For 2015, Streamlight added several USB rechargeable flashlights to their product line, so it makes sense for the company to also introduce a rechargeable power pack. On the surface there’s not much that a scribe can say about a power pack; however, there’s more to this little gadget than meets the eye.

This $40 accessory fits in a small pouch and addresses a number of power needs for law enforcement, outdoorsmen and military personnel. If you can’t afford to be without a backup power source you’ll want to consider Streamlight’s EPU 5200 for your USB rechargeable device.
