It’s Friday and another weekend is upon us. It’s also time for our weekly shoot the shit, which you all know is a time during which you can make any unsupported comment, use uncensored profanity, insult anyone you wish or change the subject altogether. We offer this service, at no charge, because we feel you shouldn’t have to pay a couple hundred bucks an hour to have some jackass who’s only reason for studying psychology was so they could understand themselves  listen to you.

Reader’s we will be glad to see 2017 make its exit. Let’s see – two major hurricanes, a mass killing and towering inferno and on top of all that, MiniMe in Pyongyang is threating to nuke us. Is that enough or what? However, for me the challenge was even more profound. I love tuna salad and during the week I ran out. So, I left the bat cave to pick some up; however, my usual grocer had none. Totally disappointed, I went to a second location of the same grocer, no tuna salad to be had. In an act of desperation, I went a third store location. Unbeknown to me, this is a store that caters to the “Micro-Generation.” Walking through the front door you could sense the total lack of social skills and personalities. It’s very likely I lost 10 points of I.Q. just walking through the front door, but they had tuna salad. So, I scored a couple of containers and proceeded to check out. The checkout clerk, customer in front of me and behind me all looked like the life had been sucked out of them so to test my theory I told the cashier I had just purchased a iPhone 8. Her face immediately lights up and everyone wanted to know how I liked it. Think about this for a while.

Those of you invested in the market, you’re undoubtedly excited with the stock index approaching $23,000. This price level reflects the market’s anticipation over pending tax legislation and a continued reduction in regulations, all great news! Most of the financial pundits talk about how well the average man’s 401K is doing. A true statement, but you need to understand that, per the U.S. Census Bureau, only 32% of Americans have a 401K, but making matters worse most are underfunded – people are contributing at a low rate, which  should improve with higher wages and lower taxes. So, who’s doing well? It looks like the institutional investors who have also managed to rack up $550+ Billion in margin account debt. Continuing…

Investors look at a measure called the P/E, or price to earnings ratio to gain a sense of how well a stock is priced. It’s the ratio of a company’s stock price  to its earnings per share. The industry considers a PE of 20 to be an indication that the stock is not overpriced or undervalued. So, if earnings per share is $1 the stock should be selling at $20 or so.  Today PEs for the various indices are:

  1. Dow Industrials  about 21

  2. Dow Transportation about 20

  3. Dow Utilities about 38

  4. Russell 2000 about 99

  5. Nasdaq about 26

  6. S&P about 25

So, we’re seeing hints of an overpriced market, driven by enthusiasm for the proposed tax plan and present and future reductions in burdensome regulations.

I’m subjecting you to this because I want to point to the need for Congress to get  off its duff, get to work and move forward with a tax package. Sadly, I’m not optimistic that our legislative branch will accomplish anything; in which case, the economic outlook will be much less promising, but it won’t be Donald J Trump’s fault!

We’ve been blessed by a President who focused on the economy like a laser, recognizing that it is as important as a strong, modernized and mobile military. In 2008 the banks were bailed out, the public was not, yet they account for roughly 70% of GDP. The proposed tax reform is CRITICALLY important because it drives capital investment by businesses and reduces taxes on the individual which will jumpstart consumption.

NSSF/SAAMI Joint Statement on Las Vegas Tragedy

Statement from the National Shooting Sports Foundation (NSSF) and the Sporting Arms and Ammunition Manufacturers’ Institute (SAAMI):

Our thoughts and prayers continue to be with the families and loved ones of all those killed and injured in the criminal attack in Las Vegas. The manufacture, distribution and sale of automatic firearms and their components has been stringently regulated by federal laws since 1934. We believe the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) should interpret and enforce existing laws and regulations. We call upon ATF to conduct a prompt review and evaluation of aftermarket trigger activation devices such as bump stocks to determine whether they are lawful to install and use on a firearm under the National Firearms Act of 1934 (NFA), or whether, if they have no function or purpose other than to convert a conventional firearm into an automatic firearm, they are regulated items under the NFA. We urge Congress to allow ATF to complete its review before considering any legislation so that any policy decisions can be informed by the facts and ATF’s analysis.

DO THE BUMP

No, I’m not talking about the 1970’s dance. I’m talking about the bump stock, which is the now infamous accessory used by Stephen Paddock on the weapons employed in the Las Vegas shootings. Folks, if you are relying on the media for accurate information you’re dreaming. So, I’d like to help you fill in the gaps.

  1. Fully automatic weapons manufactured before 1986 are legal to own in the U.S. and they are classified and regulated under the National Firearms Act (NFA). These firearms are highly collectible; for example, an M16 registered receiver commands a price of $20,000 to $30,000. People buy these weapons to own a piece of militaria and there are annual gatherings where collectors get together to fire each other’s automatic rifles and machine guns. It’s a two to three day event that’s a great deal of fun if you have the chance to attend.
  2. As to the bump stock, the legal test for what constitutes an automatic weapon is clear and precisely defined. Does one trigger pull result in multiple rounds fired? If the answer is yes, the weapon is automatic period. If a trigger pull results in only one round being fired then the weapon is semi-automatic. For obvious reasons the rate at which you pull the trigger is irrelevant. The bump stock simply increases the rate at which the trigger is pulled by the shooter. It accomplishes that by harnessing the rifle’s recoil impulse. With or without a bump stock one trigger pull fires one round. This is the reason ATF cleared it.
  3. There’s been shameful wild-eyed calls for criminal and civil actions against bump stock manufacturers but how reasonable is that. One news celebrity accused manufacturers of “intentionally getting around” regulations. Well what the hell is a tax shelter if not a work-around? These manufacturers invested capital and perspiration to bring a product to market which the market accepted and thousands have been sold. These companies presented functional design specifics to the ATF Technical Division for approval prior to production and marketing. So where is the criminality?
  4. Last but not least disparaging remarks about the ATF and the NRA are a vulgar display of ignorance. The ATF has an enormous task and limited resources, and the NRA does more to promote and advance firearm safety and awareness than any organization in the world.

So, cut the crap news media and stop prejudging companies on the airwaves, let the justice system and the courts do that. Please present facts, not drama, half truths or flat out lies. Have the energy and integrity to research before you present. Stop the ridiculous argument of “why do you need that”- why do you need a 220 mph Lamborghini? It’s a free market economy and one miscreant should not influence everyone else’s life.

Stop referring to the NRA’s position on the bump stock issue as a doge, it is not. It’s precisely the right thing to do. Let ATF make their determination.

I’m astounded by your lack of journalistic integrity which is what prompted this short piece ; it’s not a position for or against bump stocks which is what you guys should be doing.

This year, NDIA has partnered with the Mine Warfare Association for a session on the first day about aspects of mine warfare: design, countermeasures, de-mining and remediation of areas, unexploded ordnance and hazardous chemical, biological, and radiological materials.

Joining with the Mine Warfare Association “allows us to really look at the full spectrum of expeditionary challenges in an ever more contested operational environment,” Harris said. Expeditionary warfare is a central element of the Joint Concept for Access and Maneuver in the Global Commons (JAM-GC), he said, an initiative that followed the Air-Sea Battle operational concept.

“Expeditionary operations are essential and cover the full spectrum of military operations, whether you’re talking about disaster relief as we see in the Caribbean today, combat operations in support of Fifth Fleet, and obviously in support of Western Pacific (WESTPAC) operations,” Harris said.

This year’s session topics include current operations, mine warfare, capabilities development and acquisition, expeditionary logistics integration, and the challenges that resource sponsors have in addressing this aspect of warfare.

Our Letter To Jimmy Kimmel

 

Dear Jimmy,

The only reason I write today is because, unlike several of your counterparts, I believe you have a measurable I.Q. I share your shock and disappointment with the events of 1 October in Las Vegas. The loss of innocent life at the hands of a genetic defect is tragic, but your call for more gun control is flawed. I’m not going to rehash the true and common argument that no additional gun laws would have prevented Stephen Paddock from carrying out his heinous act. My argument is simpler and grounded in an economics principle that we know as substitution.

Tighter gun laws, assault weapon bans, ammunition restrictions, accessory restrictions will solve nothing. Evil, violence and hatred are human behaviors and in the absence of a firearm a human will find a way to express their violence and hatred. When a gun is inaccessible or unavailable, a perpetrator will use a vehicle, a knife, Molotov cocktail or any other device that he or she can gain access to or construct, this is substitution, and France, UK, Brussels and Madrid are living proof of that concept. Jimmy, when you are hungry at a ball game and they’re out of burgers you’ll eat a hot dog. So, unless you can figure out a way to implant a cranio-rectal or cranio-vaginal short circuit detector at birth, gun control will prevent nothing. I don’t think you’re ready to accept mass murder by truck as being o.k., are you?

I close by expressing my sincere hope that your shock over the Las Vegas tragedy is more than pandering to a mutual admiration society, or opportunism, but rather a genuine condemnation backed by a sizeable cash donation to aid the families of victims.

Team GLOCK Dominates in USPSA & IDPA Nationals

SMYRNA, GA. – Oct 4, 2017 Members of Team GLOCK competed in back-to-back national competitions this past week and took home big wins.

At the IDPA US National Championship on September 26th and September 27th in Cresson, Texas, team Captain Shane Coley and the team’s newest member Ashley Rheuark both took home national titles.  “Competition was tough and stages were challenging” said Coley. The two competed against 103 shooters in the Enhanced Service Pistol (ESP) Division using the GLOCK 34.  Coley won the title of National Champion and Rheuark won the title of Lady National Champion and placed 3rd overall.

Coley and Rheuark then met up with fellow teammate Michelle Viscusi for the USPSA Iron Sight Nationals in St. George, Utah, September 29th through October 1st. The team competed over the 3 day period with 6 stages per day.  “The match was extremely tough with partial targets, long shots, technical positions and mentally challenging movements,” said Coley.  “The competition was stiff.  The best in the world showed up and it came down to the very last stage.”

Coley competed against 254 shooters to emerge as the Limited National Champion.  Rheuark competed against 230 shooters in the Production Division and earned the title of Production Lady National Champion.  Viscusi competed in the Limited 10 Division against 41 competitors and took 2nd Lady in her division.

“This was a big win for the team and a big win for GLOCK” said GLOCK Vice President Josh Dorsey.  “We are proud of how these athletes competed and of the dedication and commitment they put into their training to get here.  This great accomplishment showcases the talent of this team and continues to prove that the reliability and practicality of the GLOCK pistol dominates in shooting sports.”

New Software Environment Provides Seamless Integration and Use of Emerging Forensic Analysis Tools

(3 October 2017) – Today, at the 28th International Symposium on Human Identification (ISHI),Parabon® NanoLabs (Parabon) announced the 2018 release of the Parabon® Fx forensic analysis platform, a revolutionary new software solution for forensic analysis of DNA and other large-scale “omics” data.  From targeted next-generation sequencing (NGS) for identity matching to whole-genome SNP microarray panels for ancestry and phenotype determination, the Fx platform offers a powerful yet user-friendly environment for importing, storing, analyzing and reporting on complex forensic datasets.  Fx is vendor agnostic, allowing raw data to be imported from virtually any forensic instrument, and its extensible plugin architecture enables a wide collection of forensic apps to interoperate seamlessly under a consistent user interface.

Fx is being developed in collaboration with the Center for Human Identification (CHI) at the University of North Texas Health Science Center (UNTHSC).  Analytical tools such as STRait Razor and mitoSAVE, both developed at UNTHSC, will be deployed as Fx plugins with the initial release of the platform.  “As forensic labs begin to embrace DNA sequencing and SNP genotyping, analysts are faced with a dizzying array of complex instruments, protocols and analyses, most of which are new and challenging.” said CHI Director and forensic DNA expert Bruce Budowle.  “By integrating these technologies under a common software platform, we hope to facilitate the transition of NGS to the operational forensic laboratory.”

Parabon’s CEO, Steven Armentrout, believes that Fx’s intuitive user interface and powerful integration features will eliminate the friction that comes with acquiring, installing, integrating, and using emerging forensic apps.  “Think of how empowering mobile platforms and integrated app stores were to early users of smartphones.  They made highly complex software applications accessible and easy to use.  Fx aims to do the same for next-gen forensic analysis applications, allowing them to run on lab computers through a browser interface.”  He added, “Fx will initially enable analysis of STRs, SNPs, and mitochondrial DNA from any NGS platform, as well as Snapshot® DNA phenotyping with SNP genotyping data, but by working with third-party forensics companies, plugins for virtually any type of analysis can be developed for data types not yet even contemplated.”

HENSOLDT Delivers Fire Control Sight for shoulder-launched RGW 90 LRMP Weapon to German Special Forces

Würgendorf, Germany, 29th September 2017 – Last week, Dynamit Nobel Defence and HENSOLDT handed over the shoulder-launched multi-purpose weapon RGW 90 LRMP together with the specially developed HENSOLDT fire control sight to the German Special Forces Command. Both prime contractors developed their products in close contact with the Bundeswehr to be able to provide the user with the best possible solution.

The Bundeswehr is the most important reference customer for HENSOLDT. Cooperation is always productive and between equals. “The development of our fire control sight for the RGW 90 LRMP is a shining example of the excellent cooperation between industry and the German procurement authority BAAINBw, but also with Dynamit Nobel Defence. We can clearly see here how important constant contact is for developing innovative products,” said Andreas Hülle, Head of Optronics, during the product presentation in Würgendorf.

The removable fire control sight supports soldiers in fulfilling their missions. It acquires the data on the surroundings and the target as well as internal ballistic information. The 5.5-fold enlargement and the laser range finder offer the user the best reconnaissance results and ease of use. The fire control sight allows the marksman to determine the distance to the target and to select the ignition mode. The integrated ballistic computer calculates the elevation and lead angle using the target data. The electronic target mark is then shown automatically on the micro-display. Thanks to the system’s unique precision, HENSOLDT thus increases the probability of the first shot hitting a stationary or mobile target.

The RGW 90 LRMP with its fire control sight will be used by the Special Forces Command and the Naval Special Forces. HENSOLDT is currently working on complementing their family of fire control sights for use with other shoulder-launched weapons.

Larry Vickers of Vickers Tactical is a retired US Army 1st SFOD- Delta combat veteran with years of experience in the firearms industry as a combat marksmanship instructor and industry consultant. NSSF, Project ChildSafe Remind Gun Owners to Practice Safe Firearms Storage, Help Save Lives

National Suicide Prevention Awareness Month provides opportunity to educate gun-owning community on importance of securely storing firearms to help prevent access by at-risk individuals

NEWTOWN, Conn. — In recognition of National Suicide Prevention Awareness Month, the National Shooting Sports Foundation® (NSSF®), the trade association for the firearms industry, and Project ChildSafe®, NSSF’s national firearms safety education program, are reminding gun owners of the critical role secure firearms storage plays in helping to prevent suicide.

For more than 50 years, NSSF has encouraged gun owners to safely handle and securely store firearms, and over the last few decades, it has provided valuable resources and free firearm safety kits, including cable-style gun locks through the Project ChildSafe program, to help prevent firearms accidents, thefts and misuse, including suicide.

“Given that almost two-thirds of firearms-related fatalities are suicides, the gun-owning community can play an important role in helping to prevent suicide by ensuring their guns are securely stored when not in use,” said Steve Sanetti, NSSF’s President and CEO. “Having a gun securely stored puts space between the period of risk and the means to act, and sometimes that space can mean the difference between a life saved and a tragedy.”

Through a collaborative partnership with the American Foundation for Suicide Prevention (AFSP), announced earlier this year, NSSF has embarked on a national firearms and suicide prevention program, focused on educating the gun-owning community on warning signs, risk factors and how to keep firearms safely out of reach of those who may wish to do themselves harm.

“At the American Foundation for Suicide Prevention we have set the bold goal of reducing the suicide rate 20 percent by the year 2025. With the help of the firearms owning community, we know this goal is achievable. I’m pleased the NSSF is making suicide prevention a priority for their members. Their efforts are helping us save lives in communities across the nation,” said Robert Gebbia, AFSP CEO.

NSSF and Project ChildSafe remind firearms owners and their families to try and be aware of those around them who may be going through a difficult time. WE PRAY FOR LAS VEGAS, ITS VICTIMS AND SURVIVORS

On the final night of a country music concert in Las Vegas, at approximately 10:10 PM PST, a lone gunman opened fire, from the 32 floor of the Mandalay Bay Resort, on the crowd below. Investigators have reported that the shooter died of self-inflicted gun shot wounds but not before he killed over 50  and wounded over 400 concert attendees. Law enforcement determine that the shooter had 10 firearms, substantial amounts of ammunition and setup two shooting positions. Audio shared from the scene suggests fully automatic fire but no specifics have been released.

Our hearts and deepest condolences goes out to the wonderful city of Las Vegas, the victims and their families and those wounded at the scene. It was a distressing story to wake to, and we’ve decided to suspend any of our usual postings for today out of respect for those tragically affected by this senseless and horrific incident

Muzzle Velocity and Standard Deviation

We got an interesting question from a reader wanting to know how to compensate for standard deviation of his muzzle velocity. His question points to a broader misunderstanding about descriptive statistics. So, we’d like to help out.

When we talk about averages and standard deviations, we are using statistics to describe a normal sample representative of a population. So, we make inferences about a population through sample analysis. In this case we’ll be talking about ammunition.

As we all know, manufacturing processes are not perfect so you’ll never get a round of ammunition that chronographs at exactly 2600 feet per second even across the same lot. The reasons for that are practical in nature, machine tolerances are not exact, machines loose alignment, it’s simply the way things work. I suppose one could produce ammunition that chronographs consistently at 2600 fps out of the same barrel at the same temperature and across the same lot. But, the reality is that even if it were achievable, you would end up paying 100’s of dollars per round. Not very practical ! So, we use statistics to help us describe a population, in this case the population is all of the rounds that make up the same lot of ammunition. In testing, manufacturers fire many rounds from test barrels and those shots are chronographed to determine average muzzle velocity and standard deviation. If the standard deviation is out of spec, the manufacturer revisits the manufacturing process; making the necessary adjustments to bring standard deviation in spec.

The standard deviation is a mathematical indicator of how tight your distribution is. For example the curves below.

The red curve has a larger standard deviation than the green curve. Because the standard deviation of the red curve is larger, the shooter can expect greater variability from the average muzzle velocity across the lot. The green curve has a smaller standard deviation so the muzzle velocity across the lot will be tighter having less variability.

Plugging some numbers into the discussion, let’s say we chronograph 5 ten shot groups from ammunition produced by a manufacturer that’s all part of the same lot, and our chronograph indicates an average muzzle velocity of 2203 fps with a standard deviation of 17 fps. This means that 68% of the time you fire ammunition from the manufacturer’s same lot, your muzzle velocity, given the same barrel and temperature, will fall between the rage of  2,186 fps. to 2220 fps.

Notice all of the variables involved: manufacturer, lot number, test barrel, your barrel and temperature. So, the long and the short of this is that you don’t compensate for standard deviation it simply lets you know what to expect 68% of the time you shoot with the ammunition. The smaller the standard deviation, the more consistent your muzzle velocity will be, all other things being equal.

Ballard Subsidiary Protonex’ Power Manager Product Receives Go-Ahead For Full Rate Production By U.S. Army

VANCOUVER, CANADA and SOUTHBOROUGH, MA, USA – Ballard Power Systems (NASDAQ: BLDP; TSX: BLDP) and the Company’s wholly owned subsidiary – Protonex Technology Corporation (“Protonex”) – today announced that the U.S. Army Program Executive Office Soldier (PEO-Soldier) has received signature approval for its Mobile Soldier Power Program of Record to full rate production status, commonly known as “Milestone C”. 

This Program of Record includes a number of new devices focused on improving power and energy management on and around the soldier, including Protonex’ Squad Power Manager Kit (SPM-622), conformal wearable batteries, and man-worn power and data distribution devices, such as Protonex’ Vest Power Manager family.

The SPM-622 is a tough, versatile and agile power management device, weighing less than a pound and enabling military forces to manage and prioritize power use for various electronics devices – including portable radios, GPS systems, Medical and EOD equipment, and computers – from any available power source. In addition, the SPM-622’s ability to scavenge from vehicles, other batteries, solar panels and other energy sources allows military units to recharge mission essential batteries when resupply is unavailable or delayed. As a result, the U.S. Department of Defense and Allied militaries have deployed more than 5,500 Protonex SPM Power Manager Kits through the limited production phase of the program.

The small, light and intelligent SPM-622 system increases mobility and flexibility of the warfighter. The product fulfills a U.S. Army requirement that has been validated by deployed units engaged in combat operations in austere environments, delivering a number of high-priority benefits to military end-users that include: reliable power for a variety of electronic devices, including equipment for communications, medical, explosive ordinance detection and directed fires; lightened load due to reduced battery burden; reduced logistical strain in remote locations or austere environments as a result of the lower quantity and variety of batteries needed; increased energy independence; and increased operational and mission effectiveness.
