New Study: 17.25 million concealed handgun permits, biggest increases for women and minorities

Despite the expectations of many after the 2016 elections, the number of concealed handgun permits has again increased. In 2018, the number of concealed handgun permits soared to over 17.25 million – a 273% increase since 2007. 7.14% of American adults have permits. Unlike surveys that may be affected by people’s unwillingness to answer some personal questions, concealed handgun permit data is the only really “hard data” that we have on gun ownership across the United States. Still, an even larger number of people carry because in 14 states people don’t need a permit to carry in all or virtually all those states.

Among the findings of our report:

Last year, despite the common perception that growth in the number of permit holders would stop after the 2016 election, the number of permits grew by about 890,000.
Outside the restrictive states of California and New York, about 8.63% of the adult population has a permit.
In fifteen states, more than 10% of adults have permits, up from just eleven last year.
Alabama has the highest rate — 22.1%. Indiana is second with 17.9%, and South Dakota is a close third with 17.2%.
Four states now have over 1 million permit holders: Florida, Georgia, Pennsylvania, and Texas.
Another 14 states have adopted constitutional carry in all or almost all of their state, meaning that a permit is no longer required. However, because of these constitutional carry states, the nationwide growth in permits does not paint a full picture of the overall increase in concealed carry.
Permits continued to grow much faster for women and minorities. Between 2012 and 2018, the percent of women with permits grew 111% faster for women and the percent of blacks with permits grew 20% faster than for whites. Permits for Asians grew 29% faster than for whites.
Concealed handgun permit holders are extremely law-abiding. In Florida and Texas, permit holders are convicted of misdemeanors and felonies at one-sixth of the rate at which police officers are convicted.

Legislation Frees Funds for State Range Construction

NEWTOWN, Conn. — The National Shooting Sports Foundation^® (NSSF^®), the firearms industry trade association, praised the introduction of H.R. 1222, the Target Practice and Marksmanship Training Support Act of 2019 in the U.S House of Representatives. The bipartisan bill was authored by Reps. Ron Kind (D-Wis.) and Rob Bishop (R-Utah).

“This is crucial legislation that would provide state fish and game agencies more flexibility to use Pittman-Robertson excise taxes dollars raised from the sale of firearms and ammunition to enhance existing public shooting ranges and to build new ones to meet the growing need for additional places for target shooters to participate in their sport,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “Public shooting ranges provide hunters a place to sight in rifles and shotguns before hunting seasons, for people to take firearm safety and hunter education courses and, for recreational target shooters to enjoy their sport. NSSF thanks Congressmen Kind and Bishop for recognizing the critical need and providing solutions to benefit recreational shooters and conservation.”

This legislation has been introduced in previous Congressional sessions, where it received overwhelming bipartisan support, but was never advanced to the president. The funds are derived from an existing excise taxes paid by firearms and ammunition manufacturers since 1937, with almost $12.1 billion raised for wildlife conservation supported by the sale of these products.

States are permitted to use some of those funds for hunter education courses and for public shooting ranges under a restrictive formula that has largely discouraged state agencies from building and enhancing public shooting ranges. The legislation would provide states greater flexibility on their ability to use Pittman-Robertson excise tax funds by increasing the cap of federal funds accrued for the creation and maintenance of shooting ranges from 75 to 90 percent. This means states could begin work on range facilities with 10 percent matching funds, instead of the current 25 percent. In addition to recovering from Shot Show, I’m working on a couple of reviews so I got some range time this week – always a good thing. But, now it’s time for our weekly shoot the shit to help us cope with those stressors that make us think we have to discuss life with some jackass who’s reason for studying psychology was solely so they could understand themselves. So, what’s a shoot the shit?

It’s a totally unstructured social interaction between individuals who may, or may not, know anything about the subject being discussed. During a shoot the shit participants can make any unsupported statement, use uncensored profanity, insult anyone they wish or change the subject altogether. There are no conversational protocols that must be followed, your group may be talking about some killer beer when suddenly you decide to talk about someone’s bootay you found particularly interesting, let it rip.

So, let’s shoot the shit…

Boob of the week goes to New York Congresswoman Alexandria Ocasio-Cortez, a.k.a AOC, a.k.a. Dingbat.

There are a number of things that should concern you about the Congresswoman, but what blows me away is that she’s managed to garner 2 million followers on Twitter. Granted, some of those may be followers that would like to have their way with her, but for the most part they’re individuals who share her views. That should scare the crap out of you!

Congresswoman Ocasio-Cortez has been in Congress since January 2019 and in that short period she’s accomplished:

Chased Amazon along with 25,000 jobs out of New York City. Readers, she actually thinks she did good. I’ll bet you dollars to donuts that Cuomo & de Blasio are going ape-shit. Can anyone be that stupid? Did the natural selection process fail her? Apparently she felt that N.Y.C. had enough millionaires. So, N.Y.C. will no longer be Amazon’s East Coast Headquarters.
Her other accomplishment is the Green New Deal. What is the Green New Deal say you? It’s a plan to transition the country completely away from fossil fuels and calls for 100% renewable energy in ten years, it calls for converting all buildings in the U.S. to renewable energy, It calls for eliminating the internal combustion engine, it expresses a concern about methane gas from cow flatulence and bans air travel in lieu of rail service. Universal income whether you work or not – just ask Italy how that’s working out for their economy and national debt. This she claims will make lives better for people and save the planet, which according to her will be destroyed in 12 years. Can anyone be that stupid?

Let’s just list a couple of the impacts

Closing down oil production will collapse the U.S. economy and destroy millions of jobs. It would also collapse the global oil markets.
Transitioning to all electric vehicles requires smaller and lighter cars. Smaller lighter cars require making extensive use of polymers. Polymers are made from petroleum byproducts recovered, cracked or synthesized from refining crude oil. Think about all of the plastics and polymers that you have in your homes or interact with in on a daily basis. VASELINE (a.k.a petroleum jelly) would disappear for God’s sake, think about that impact. MAGPUL Industries gone, synthetic fabrics gone, carbon fiber gone, siding and insulating materials gone, asphalt gone etc., etc. on and on! The countryside would be littered with windmills and solar panels think about what that does to land utilization and agriculture.

If this weren’t so serious it would be utterly laughable, but you need to take Ocasio-Cortez and her ideas seriously because the implications are horrendous.

On what is normally the flat bottom of the ARCA rail, Crosstac has sand grooved it to alleviate any binding from dirt or debris.

The Crosstac ARCA blocks have grooves machined into them, providing positive traction and increased stability when positioning the rifle’s ARCA blocks on either side of any PRS barricade, yet the rifle releases easily when moved vertically from the barricade. The blocks also feature a QD mount in the base for sling tensioning (no additional parts needed). Additionally, the blocks have a machined “window” for versatility or to allow for a finger grab.

The concept behind the ARCA rail comes from the original mount for cameras developed by the Arca-Swiss company in the 1990’s. The Arca-Swiss mounting system fit on a camera and allowed for quick attach and detach from tripods. It is no surprise that a privately owned company like Facebook has a strict policy against advertising the sale or use of firearms. However, Facebook is now discriminating against companies that provide products to help safely and securely store firearms.

Multi-Fuel Light Features Double Switch Functionality, Adjustable Red Aiming Laser

EAGLEVILLE, PA, February 11, 2019 – Streamlight^® Inc., a leading provider of high-performance lighting and weapon light/laser sighting devices, introduced a laser-equipped model of its popular ProTac^® Rail Mount HL-X weapon light. The ultra-bright long-gun light delivers 1,000 lumens, while offering double-switch functionality and an integrated red aiming laser with a unique clamp design to maintain windage and elevation adjustments.

The ProTac Rail Mount HL-X Laser offers the latest in close combat/defense illumination technology for rifles, carbines, and sub-machine guns with MIL-STD-1913 (Picatinny) rails. Its specially designed clamp allows the light to rotate to maintain windage and elevation settings in any mounted position. The new light also features multi-fuel options, including either a USB rechargeable system that uses a Streamlight 18650 USB battery, or a CR123A lithium battery version.

“Tactical, military and other users alike can benefit from the ProTac Rail Mount HL-X Laser’s targeted bright white light and its red aiming laser with adjustable windage and elevation for enhanced accuracy,” said Streamlight President and Chief Executive Officer Ray Sharrah. “It also offers the functionality of double switches, including both a push button tail switch or dual remote pressure switch, to suit user preference.”

The new light uses a high power LED to deliver blinding white light that produces a concentrated beam with optimum peripheral illumination. Featuring high, low and strobe settings, on the high setting, the ProTac Rail Mount HL-X Laser provides 1,000 lumens and 18,200 candela over a beam distance of 270 meters. On low, the light provides 60 lumens and 1,100 candela over a beam distance of 66 meters. The new light also features TEN-TAP^® programming that allows user selection of one of three different programs: high/strobe (factory default); high only; or low/high.

The light is powered by either one Streamlight 18650 USB battery or two CR123A lithium batteries. When using an 18650 USB battery, the ProTac Rail Mount HL-X Laser delivers up to 1.5 hours of run time on high and 23 hours on the low setting. With CR123A lithium batteries inserted, the light provides up to one hour and 15 minutes of run time on high and over 20 hours on low.

The ProTac Rail Mount HL-X Laser mounts to a broad range of weapons safely and securely by means of a one-handed, easy on-and-tighten interface that permits users to keep their hands away from the gun muzzle. The light can be operated with either a multi-function, push-button tactical tail cap switch or a dual remote pressure switch with latching push-button. Both switches allow for one-handed operation of the momentary, variable intensity or strobe settings.

Fabricated from 6000 series machined aluminum with a black anodized finish, the light features a high temperature, impact-resistant Boro Float glass lens. It measures 6.56 inches in length, with its weight varying depending on the two battery options. With the CR123A battery, the light weighs 10.3 ounces; it weighs 10.8 ounces with an 18650 USB battery.

The light is IPX4 rated for water-resistant operation. Extensively live fire tested, it features impact-resistant construction and an extensive operating temperature.

Streamlight offers an optional 18650 Battery Charger that can recharge either one or two batteries simultaneously, and permits charging through either AC/DC or USB power sources.

The ProTac Rail Mount HL-X Laser with the 18650 USB battery has an MSRP of $275.00 and includes a rail grabber, pushbutton tail cap switch, remote pressure switch, hardware kit and 22-inch USB cord. Both the Glock 43X and longer slide G48 boast a comfortable, longer grip which offers the added magazine capacity of 10+1. With the Slimline pair releasing this January at Shot Show it’s sure to bring Glock back into the spotlight for some concealed carry enthusiasts. Now onto the holster details that we’ve had so many questions about.

While our current Glock 43 Profile holster did fit the 43X – the fitment was not perfect. After making some design improvements on our proprietary mold tools, we are excited to announce that the holster for the Glock 43 now fits both the G43 and new G43X. With those small changes completed, the Glock 48 molding tools have also been designed and put into production.

Moving onto the mag carriers – it’s as we expected. When we released the Universal Echo Mag Carrier in January of 2018 for the Single Stack 9/40s, it was designed off the width of the G43 magazines. Due to the staggered stack design of the G43X and G48 magazines, the Double Stack 9/40 Echo is the correct carrier of choice. For clarity, here is the breakout:

Profile Holster Details

From the ground up, each Profile Holster is designed to be an ultra-concealable, minimalistic, IWB holster without the drawbacks. Distinct features such as the matte-edge finish and minimal material used facilitate in a comfortable fit providing maximum concealment for concealed carry.

Each IWB Profile holster is formed with our proprietary molding tools to the Glock 43x and Glock 48 for a snug fit with low drag. The adjustable retention along with the inherent positive retention “SNAP” ensures the firearm is secure when holstered.

Removal of extra material between the muzzle and retention screw adds to a layer of comfort without digging into the body or thigh. The trigger guard is intentionally undercut to promote a higher grip on the Glock and allow for a magazine release while the firearm is fully holstered.

From the injection molded belt clip to the soft loop option, the cant settings are easily adjustable from 0-15 degrees to allow for a perfect grip on either Glock model.

Tom Pertierra, Co-Founder of National Association of Police Equipment Distributors (NAPED), Passes

The association founded by Frederick Cannon and Tom Pertierra, to provide networking opportunities for public safety distributors and suppliers, mourns the loss of long-time administrative director Pertierra.

New Bern, N.C. (February 2019) – The National Association of Police Equipment Distributors (NAPED) announce the passing of co-founder and long-time administrator, Tom Pertierra, for the 35-year old public safety, non-profit association. He was 68 years old.

Pertierra began his career in the law enforcement industry in the mid-80’s with Reed Knight. In 1984, he and Cannon co-founded NAPED to bring together distributors and suppliers within a rapidly changing public safety environment. When Cannon retired in 1990, Pertierra took over the reins of the growing association. Besides his work with NAPED, Pertierra fostered a 30-plus year relationship with Garrett Metal Detectors as their marketing partner.

“Tom left an indelible fingerprint on our association and we were grieved to hear of his passing,” James Witmer, president of NAPED and CEO of Witmer Public Safety Group Inc., explained. “As the president of NAPED and a friend, we offer our deepest condolences to his surviving wife Betsy, his family and the staff of Thomas Marketing.”

IDEX 2019 – DISCOVER OUR COMPOSITE RUBBER TRACK TECHNOLOGY

Soucy Defence Division will exhibit their world leading Composite Rubber Track (CRT) from the Canadian Pavilion at IDEX 2019. Soucy has an operationally proven system serving in conflict theatres such as Iraq and Afghanistan on Canadas M113, the UK’s BVS10 (Viking) & Norway’s CV90 vehicles.

A more recent CRT trial was conducted under a joint programme with BAE Systems on a WARRIOR Infantry Fighting Vehicle (IFV) at the UKs Armoured Trials & Development Unit where its advantages surpassed the expected capabilities.

The 5 000 km, 3-month trial was conducted to strict mission profile parameters directed by the UK MOD, ensuring the CRT was trialled in a realistic operational environment. The 5 000 km durability was fulfilled with an additional 3000 kms extrapolated by the engineering teams.

CRT is integrated onto several different Armoured Vehicles (AV) across different vehicle weight categories worldwide including, M113 variants, BRONCO, CV90 and BORSUK proving the diversity of CRT as a system.

With CRT being on average 50% lighter than conventional Steel Track (ST) and able to operate in temperatures up to 50 degrees Celsius, it is thought that more and more middle east nations will seek to integrate CRT onto their platforms such as BMP3, M109 and the MCV-80 Desert WARRIOR.
