Highlighting Longstanding Conservation Partnerships with Industries, State Agencies and USFWS

NEWTOWN, Conn. — NSSF®, The Trade Association for the Firearm Industry, has added Video 4, Power of Partnership, to its Partner with a Payer® website. This latest release features representatives from several state and federal fish and wildlife agencies, the firearm industry and the archery industry.

The video was filmed during the Northeast Association of Fish & Wildlife Agencies (NEAFWA) annual conference in September 2021. Content addressed in the Power of Partnership focuses on the resulting benefits produced by this irreplaceable industry-paid and agency-implemented excise tax funding sourced by firearm, ammunition and archery manufacturers on their products. Outstanding accomplishments have been achieved by the partnership of these workforces. Their passion, their enthusiasm is overwhelmingly evident – and infectious in a very good way! The workers on both sides of this story are gaining a new appreciation and enlightened understanding of what their partners in this wildlife and conservation effort do to make it work.

NSSF participates in the U.S. Fish & Wildlife Service’s Partner with a Payer initiative to help strengthen ties between all excise tax-paying manufacturers—firearms and ammunition, archery equipment, marine and sportfishing equipment—and the state agencies that use these funds to conserve wildlife and habitats through the Wildlife and Sport Fish Restoration program of USFWS. Tom Decker, Wildlife Biologist, U.S. Fish & Wildlife Service, would like every manufacturer to know that the funds they pay into excise taxes have literally changed the nature of America. Since 1937 when the Federal Aid in Wildlife Restoration Act was enacted (today better known as the Pittman-Robertson Act), the manufacturers of firearms, ammunition and archery equipment have been part of a network consisting of sportsmen and women, state fish and wildlife agencies and USFWS to collect and distribute excise taxes—more than $14.7 billion to date—on their products for the benefit of wildlife conservation and restoration, hunter education and shooting ranges. Sarah Parker Pauley, Director, Missouri Department of Conservation describes new opportunities for hunters and anglers that wouldn’t be possible without these critically important funds. Missouri had its first elk season in modern times introduced last year and their first black bear season this year.

NSSF President and CEO Joe Bartozzi said, “It is an incredible model of conservation funding that benefits all Americans, not just hunters and target shooters, and helps ensure sustainable wildlife and habitat for future generations. Our industry’s contributions to this program are something we’ve long been proud of, and we want the employees of companies and state agencies to be also, which is why we’re proud to be involved with the Partner with a Payer program.”

The Partner with a Payer initiative was developed to help generations of workers in the industry, state agencies and USFWS better understand this public-private partnership, the roles industry, wildlife agencies and recreational shooters play in it and the benefits everyone shares in.

Partner with a Payer also arranges for industry employees to see conservation science taking place in the field, such as at black bear research projects. “These connections between industry professionals and state agency scientists and researchers build long-lasting appreciation for each other’s work and also the funding that makes so much of what we enjoy possible,” said Bartozzi.

CANTON, MA (February 7, 2022) – According to data from the National Instant Criminal Background Check System (NICS), 39.7 million background checks related to the sale of a firearm were conducted in 2020—a 40 percent increase over the previous year. “We estimate that up to 40 percent of those gun sales were for first-time gun buyers,” says Joe Bartozzi, National Shooting Sports Foundation (NSSF) President and CEO. NSSF research also suggests that gun ownership is becoming increasingly diverse, as women accounted for 40 percent of all sales in 2020, and purchases by African Americans increased by 56 percent compared to 2019.

Resources for Women

Several organizations exist to serve new female gun owners, hunting, and shooting sports enthusiasts with information, instruction, and ample opportunities for fun and camaraderie. These groups can be great resources for both new and experienced female gun owners, providing the help, expertise, and knowledge necessary to participate in the shooting sports safely and with confidence. Among these groups are Shoot Like a Girl / Hunt Like a Girl, A Girl and a Gun Women’s Shooting League, DIVA Women Outdoors Worldwide, and Babes with Bullets.

Safety Equipment for Women

Growth in firearms ownership also means growth in the safety, hunting, and shooting sports accessory markets, as gun owners need the products that allow them to store and use their firearms safely. Eye- and hearing-protection products are fundamental to all forms of shooting sports safety.

Kufferman says all firearms users should understand the importance of fit with respect to their personal protective equipment.

Choosing Hearing Protection

“When it comes to hearing protection, proper fit is not just important for comfort, it’s critical to the performance of whatever particular hearing-protection device you are wearing,” Kufferman says. “All hearing protection devices sold in the United States are required to have a Noise Reduction Rating (NRR) displayed on the product packaging. This number tells consumers how much protection a hearing-protection device is capable of providing, but the device must be worn and fit properly in order to deliver the advertised NRR. In the case of foam earplugs, they must be properly inserted and allowed to expand deep in the ear canal to form an effective seal. In the case of earmuff-style hearing protectors – either passive or electronic designs – the muff must seal around the ears and stay in place to provide the intended protection.”

Heads and ears differ in size, and ear location varies, too, so adjustability is an important consideration. “When shopping for passive or electronic muffs, look for models with earcups that completely contain your ears, with vertical adjustability to ensure they stay in place,” Kufferman says. “Ear cushions should form a tight seal around both ears. SHOT SHOW 2022 – ZASTAVA

I you’re an Eastern European firearms aficionado, Zastava Arms is a household name but if you’re new to that space, a brief introduction my be useful. Zastava Arms is a Serbian manufacturer of firearms and artillery, based in Kragujevac, Serbia. It was founded in 1853 when it cast its first cannon. It is the leading producer of firearms in Serbia and is a large contributor to the local defense industry. Zastava is privately held but has the Serbian government, as a 48% partner.  Zastava rifles and pistols are patterned after the Soviet Block Avtomat Kalashnikov and pistols, but more recently, more modern designs, like the Russian Udav pistol, have been added to their pistol line. Zastava manufactures high quality firearms made to withstand a thermonuclear strike. If you are planning on purchasing an AK47 style rifle you should limit your choices to Kalashnikov USA, Arsenal and Zastava they represent the premier offerings on the U.S. market.

At this year’s Shot Show, I had the pleasure of spending some quality time with the Zastava folks.

Zastava M91 is advertised as a sniper rifle, but a more accurate application is probably a Designated Marksman Rifle (DMR). It’s design is heavily influenced by the Russian SVD and it’s chambered in 7.62x54R

Zastava also offers a line of bolt action rifles most of which are patterned after the Mauser M98 action. This is the case for their MO7-AS rifle chambered in .308 Winchester, and the Black Arrow M93 also based on the Mauser action but chambered in .50 BMG.

FAA Reaches One Million Airspace Authorization for Drone Pilots

WASHINGTON – This week, the Federal Aviation Administration (FAA) issued its millionth airspace authorization for drone pilots to use busy airspace safely. The Low Altitude Authorization and Notification Capability (LAANC) automates the process for drone pilots to quickly gain authorization and provides Air Traffic professionals with awareness of where drones may be operating.

“This system has allowed drone pilots to gain timely access to busy airspace without sacrificing safety,” said Teri L. Bristol, the chief operating officer of the FAA’s Air Traffic Organization. “We are grateful to everyone who helped us reach this milestone safely.”

Under Part 107 of the Federal Aviation Regulations, drone operators need to secure approval from the FAA to operate in any airspace controlled by an air traffic facility. Prior to LAANC, airspace authorizations were done manually, which could take drone pilots weeks to get approved. In 2017, the FAA recognized that the manual system delayed the agency’s goal to support routine drone operations and launched LAANC as a prototype for automatic airspace approvals.  

Since becoming an official program in 2018, LAANC has provided an automated system for drone pilots– both commercial pilots and recreational pilots – requesting to fly below 400 feet in controlled airspace. Drone pilots are able to request airspace authorizations through any of the FAA-Approved LAANC Service Suppliers up to 90 days before they plan to fly. The system now covers 542 air traffic facilities serving approximately 735 airports. LAANC also allows the agency to provide drone pilots with information and guidance on where they can and cannot fly a drone.

In 2021, the LAANC capability expanded to provide night authorizations to Part 107 Remote Pilots.

Drone pilots can also request airspace authorizations using the FAA DroneZone, including for areas not covered by LAANC or when the operator holds a Part 107 waiver.

Dangerous Laser Strikes Reach Highest Numbers

Dangerous laser strikes topped all previous records in 2021. The Federal Aviation Administration (FAA) received 9,723 reports from pilots last year, a 41 percent increase over 2020.

Shining a laser at an aircraft is a serious safety threat. Many types of high-powered lasers can incapacitate pilots, many of whom are flying airplanes with hundreds of passengers. Pilots have reported 244 injuries since the FAA began recording data on laser strikes in 2010.

People who shine lasers at aircraft face FAA fines of up to $11,000 per violation and up to $30,800 for multiple laser incidents. The FAA issued $120,000 in fines for laser strikes in 2021. Violators can also face criminal penalties from federal, state and local law enforcement agencies.

“The FAA continues to educate the public about the hazards of laser strikes because they pose such a serious threat to the safety of the pilot, the passengers and everyone in the vicinity of the aircraft,” said FAA Administrator Steve Dickson.

To identify laser-strike trends, the FAA developed a visualization tool, using the Tableau software platform, that shows laser-strike data from 2010 to 2021 and highlights trends by geographic area, per capita data, time of day and year. The FAA shares the information to draw attention to the dangerously high rate. Laser report data by year can be downloaded on the FAA’s website.

The FAA encourages the public to report laser strikes to the FAA and local law enforcement agencies.

Let’s Talk About Inflation

Inflation Shock: How To Protect Your WealthWe’ve all heard what is now a jingle that inflation is too much money chasing too few goods, a true statement but far from a complete story.

The U.S. economy began its shutdown in March of 2020, resulting in mass worker layoffs and bringing factory production to a standstill. In fact, capital investment (i.e. new inventory investment fell over 29% by the second quarter of 2020). If you’ve studied any economics you know that U.S. GDP is largely made up of two variables, capital investment and consumer spending. Adding to the domestic supply problem is our reliance on foreign manufacturing; so, the global shutdown contributed heavily to the U.S. supply shortage.

Let’s talk about the demand side for a moment. No one spends money more efficiently than a consumer and consumer spending accounts for more than 60% of U.S. GDP but in 2020 the country experience a 2.6% decrease in consumer spending as a national average driving the need for the first stimulus payment of $1,200, in April of 2020. The impact of that stimulus was near immediate and in Q3 of 2020 we begin to see an increase in inventory levels as businesses respond to consumer demand. However, the supply side was still constrained due to their own supply and labor shortages. A number of global suppliers were still locked down as well as large states like California and New York to name just two.

Further complicating supply matters was our failure to do anything to incentivize  manufacturers to build up inventory. On the financial side, unsold inventory is reported on a Cost of Good Sold basis and it reduces Gross Revenues. What could have been done at the tax level is to allow businesses to take Cost of Goods of unsold inventory as a tax deduction, businesses could then carry back or forward any tax benefit and offsetting the cost associated with carrying that inventory, remember that interest rates were near zero so inventory could be maintained at a near zero cost of capital.

There were subsequent stimulus checks, a $600 direct payment authorized in December of 2020 and a third and final payment of $1,400 in March of 2021 creating additional demand on manufacturers still constrained by global supply limitations as well as labor shortages.

Failing to supply the stimulus in the form of direct payment is equivalent to reducing power on an aircraft attempting to recover from an aerodynamic stall and in my opinion would have resulted in an economic recovery that could have taken years if left up to divine intervention alone.

This is why we have inflation, but the solution is not increasing interest rates, the solution comes from kicking the supply side into gear by reopening state economies and bringing an end to the COVID overreaction  -SP

At this year’s Shot Sow, all were on display including “REBAR.” REBAR is a high end training system parts of which are still under development so it may be late 2022 or Q1-Q2 2023 before it’s ready for prime time and I’ve been asked to limit my discussion to introductory comments.

REBAR requires a little bit of your own hardware: video projector, USB Hub, your favorite AR with Blackbeard installed, a smart device to run your app and an IR camera for your smart device if you are running the IR Blackbeard model. You’ll also want to involve your spouse as you’ll need a blank wall to project your images on; once she or he is onboard  you’re good to go.

Because the range to your target is relatively short, REBAR wants you to calibrate your Blackbeard so that your point of aim is equal to your point of impact, it’s a very simple procedure that requires three shots at a screen target. Once calibrated you’re ready to train.

The impact of COVID was clearly noticeable at this year’s SHOT SHOW, smaller attendance, a number of the large exhibitors were totally absent, those who attended had reduced staffing, mask mandates needed to be enforced, and then of course there was the planning and allocation of space at the Caesars Forum, but nothing was unsurmountable, and as customary, the folks at NSSF did a great job pulling it all together to deliver an outstanding event for the Industry and the City of Las Vegas.

This is the sixth consecutive year that MPA has been named the Official Chassis of the PRS. It features a multitude of configurations in grips, thumb rests, and trigger finger supports. The primary interface between the shooter and the rifle (the grip) has over 100 different options. The MPA Matrix Chassis features six different grip options (three swept and three vertical), three different thumb rest designs, and four different trigger finger support options. It also has M-LOK slots along the side of the chassis forend and barricade stop holes along the bottom of the forend. It can be a drop-in replacement for Remington 700 footprint actions, as well as Tikka, Howa, Savage, and a variety of other inlets. SAAMI Announces Acceptance of New Cartridges

NEWTOWN, Conn. – The Sporting Arms and Ammunition Manufacturers’ Institute,® Inc., (SAAMI®) has announced the acceptance of three new rifle cartridges for SAAMI standardization. SAAMI is the organization at the forefront of promoting firearm safety by creating standards that ensure the safety, reliability and interchangeability of firearms, ammunition, and components.

6mm GT – The 6mm GT was introduced by Hornady Manufacturing Co. with a 109-grain bullet traveling at a velocity of 2,910 fps and a Maximum Average Pressure of 62,000 psi.

6.8 True Velocity Composite – The 6.8 TVC was introduced by True Velocity Ammunition, LLC with a 150-grain bullet traveling at a velocity of 2,700 fps and a Maximum Average Pressure of 65,000 psi.

338 Weatherby Rebated Precision Magnum – The 338 WBY RPM was introduced by Weatherby, Inc., with a 225-grain bullet traveling at a velocity of 2,800 fps and a Maximum Average Pressure of 65,000 psi.

FAA designates Los Angeles Area a ‘No Drone Zone’ For Super Bowl LVI

The FAA and local, state and federal law enforcement will be actively looking for illegal drone operations.


WASHINGTON – SoFi Stadium in Inglewood, Calif., is a “No Drone Zone” for Super Bowl LVI. The Federal Aviation Administration (FAA) will prohibit drones within a 30-nautical-mile radius of the stadium up to 18,000 feet in altitude. The Temporary Flight Restriction (TFR) goes into effect from 2:30 p.m. to 8:30 p.m. PST on Feb. 13, 2022.

Drones are also prohibited for one nautical mile and up to 3,000 feet in altitude around SoFi Stadium on Feb. 13 from 10 a.m. until the TFR for the game takes effect. Further details are available in this Super Bowl LVI Flight Advisory.

Drone operators who enter the TFRs without permission could face drone confiscation, civil penalties that exceed $30,000 and potential criminal prosecution.

Federal decided 2021 was the year buckshot would change forever and has released its new Force X2 Personal Defense 12-gauge 00 Buckshot load. The secret to this new technology is Federal’s all-new, high-performance Force X2 splitting buckshot. It’s a winner.”

Federal’s 12-gauge Force X2 load boasts a 9-pellet, 1-ounce, 00 buckshot payload leaving the muzzle at 1,245 feet-per-second (fps). Upon impact, nine buckshot pellets separate and break into up to 18 pellets, dumping more energy and doubling traditional wound channels to deliver the greatest terminal performance of any standard buckshot load. The pellets are copper-plated, and the payload is buffered. These features protect the pellets from deformation during the firing process, leading to more consistent patterns.

“We at Federal decided it was time to improve buckshot, so our expert engineers designed a load that would help in some personal defense situations. This award increases the validation of this product’s innovation,” said Federal’s Shotshell Product Director Rick Stoeckel. “We are honored to have On Target editors recognize Force X2 and are very encouraged by the tremendous response from consumers on this product.”

NEWTOWN, Conn. — NSSF®, The Firearm Industry Trade Association, is pleased to announce that it has awarded Green Top Shooting Range its Five-Star rating for range excellence.

Located in Ashland, Virginia, just north of Richmond and easily accessible from Interstate 95, Green Top Shooting Range prides itself on offering target shooters of all ability levels a modern, welcoming environment to pursue their goals.

The range gets high marks not only from NSSF’s Five-Star range evaluators but also from online reviewers who cite staff professionalism, support for new shooters, training classes and quality facilities with making their visits rewarding.

Green Top Shooting Range, which opened in 2019, has many outstanding features.

The indoor shooting range has three shooting bays of eight lanes each that can accommodate handguns, rifles and shotguns. Green Top is equipped with a fully automated target retrieval system and ballistic glass between shooting stalls.

The range focuses on accommodating different types of training and shooting interests. Each shooting lane is equipped for casual shooting as well as tactical shooting training, with lane illumination adjustable between blue light, low light and no light. The range’s air filtration system removes dust, dirt, smoke and other contaminants, and constantly filters the air from inside the shooting bays. HEPA filters recycle every cubic inch of air every 90 seconds.

The bullet-resistant glass that divides the shooting stations combined with the sound-absorbing surfaces creates a safe, enjoyable environment that allows for better interaction between student and instructor.

Green Top places emphasis on training, particularly of the many first-time gun owners it’s seeing, and every instructor is both an NRA-certified instructor and NRA-certified Range Safety Officer. The training class selection is impressive, ranging from basic courses, including NSSF’s First Shots course, to shotgun home defense to several on AR-15 rifles to pistol shooting in low light/no light conditions.

Regular shooters take advantage of Green Top’s individual, family and corporate membership plans, which offer unlimited target shooting, guest passes and access to firearm rentals. Special pricing is provided to law enforcement, military and first responders.

Green Top Shooting Range is just a few miles away from Green Top Sporting Goods, a full-service sporting goods store that traces its roots back to 1947 when Cecil Hopkins put his life’s savings into a one-room gas station and started selling sporting equipment. Cecil held onto the name of Green Top Service because of the building’s roof color. The separate Green Top Shooting Range, now three years old, is among the many expansions and improvements that Green Top has undertaken over the years. SHOT SHOW 2022 Industry Day – Huskemaw Optics

One of the enjoyable aspects of Industry Day is the discovery of new products and technologies directly related to the shooting sports; such was the case when I ran across Huskemaw Optics. I still can’t pronounce their name but I was very impressed with their optics and some of its interesting features. I spoke with their sales executive who gave me a great overview.

I’ll start by mentioning that the company uses German glass in all of their tactical models but what really peaked my interest was the company’s patented RFBC Turret. Huskemaw Optics develops a ballistic profile for your ammunition / rifle combination for a given set of environmental data to arrive at a precisely calculated ballistic coefficient. The end result is a precisely calibrated turret.

The turret is marked with b.c. specifics as well as muzzle velocity. The lower large of numbers is range to the target, and the smaller upper numbers are wind hold, which apparently tracks to the horizontal reticle stadia. It’s clearly a different and novel approach to customizing the optic for your rifle and ammunition combination.
