NSSF Applauds Sen. Bill Hagerty’s Protecting Privacy in Purchases Act Introduction
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, hails the introduction of S. 1715, the Protecting Privacy in Purchases Act, introduced by U.S. Sen. Bill Hagerty (R-Tenn.), which would ban the use of a firearm retailer-specific Merchant Category Code (MCC). The legislation would protect the Second Amendment privacy of firearm and ammunition purchasers from financial service and payment card providers compiling purchase history that has already proven to be exploited by the federal government for political purposes and denying lawful credit card transactions.
Sen. Hagerty is joined by 16 Senate cosponsors. Similar legislation, under the same title, was introduced in the U.S. House of Representatives by U.S. Rep. Riley Moore (R-W.V.) as H.R. 1181.
“Gun control proponents, including those in Congress, have already admitted the use of a firearm retailer-specific Merchant Category Code is intended to monitor and approve or deny firearm and ammunition purchases,” said Lawrence G. Keane, NSSF Senior Vice President & General Counsel. “Senator Hagerty’s bill would prohibit banks and the government from creating watchlists or determining when law-abiding citizens may exercise their Second Amendment rights, which starts with legally purchasing a firearm or ammunition. No American should be concerned that banks or the federal government are employing this Orwellian antigun scheme to monitor the exercise of their Second Amendment rights when they lawfully purchase firearms or ammunition products. NSSF thanks Senator Hagerty for his principled leadership to stand up for Second Amendment rights and against gun control special interest groups and big government lawmakers who want to monitor and deny lawful transactions by law-abiding Americans. Americans should worry about what’s in their wallet, not who’s in their wallet.”
The need for a federal policy has become necessary since 20 states have enacted similar legislation to protect the privacy of firearm and ammunition purchasers, including Alabama, Arkansas, Georgia, Florida, Idaho, Indiana, Iowa, Kentucky, Louisiana, Mississippi, Montana, New Hampshire, North Dakota, Ohio, South Dakota, Tennessee, Texas, Utah, Wyoming, and West Virginia. Several additional states are currently considering similar legislation. Three states – California, Colorado and New York – enacted legislation requiring the use of a firearm retailer-specific MCC, highlighting the necessity for a national standard to protect Second Amendment financial privacy.

Black Wing Shooting Center Renews Its NSSF Five-Star Range Rating
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, has awarded Black Wing Shooting Center its coveted Five-Star rating for range excellence—for the second time. Five stars is the highest rating in NSSF’s star-rating system, which evaluates shooting facilities based on appearance, management, shooting sports development and amenities.
Black Wing Shooting Center, located in Delaware, Ohio, had previously earned a Five-Star rating under NSSF’s original rating criteria in 2008. However, Black Wing’s management sought to renew its rating by surpassing the more stringent criteria in NSSF’s new range rating process.
Black Wing Shooting Center is a family-owned, full-service shooting facility that prides itself on customer service. Given the business’s emphasis on family, it’s perhaps not surprising that Black Wing is situated in the town of Delaware, which has been called the best hometown in Ohio. Delaware is just north of the population center of Columbus.
“We are pleased to honor Black Wing Shooting Center—for the second time—to the exclusive rank of NSSF’s Five-Star shooting ranges,” said Zach Snow, NSSF Director, Member Development. “Black Wing’s great location is matched by the quality of its facilities and winning customer service. Customers enjoy using Black Wing’s indoor and outdoor shooting ranges. The indoor ranges consist of 21 lanes total — 14 for handgun and 7 for rifle—that are climate controlled. Black Wing does not charge by the hour, so customers can enjoy their time at the shooting station and not watch the clock. Rental guns are available, allowing patrons to try out a variety of equipment.
The outdoor ranges are a clay target shooter’s delight. Trap, skeet and sporting clays are available and Five-stand shooting is enjoyed under a covered pavilion.

The Western target will be available in the coming months as White Flyer builds inventory at their California facility. It will be available in the Trap & Skeet design as well as the Sporting Clays Pheasant design.
The Western target will be the only target design manufactured at the California White Flyer facility and is only available to the western U.S. Over the next few months, the California White Flyer facility will transition to the Western target design.
All other White Flyer facilities will continue to manufacture the AA® and Pheasant targets.

NSSF Celebrates Oklahoma’s SHOT Show Win with New Ammunition Business
WASHINGTON, D.C. — Oklahoma’s Gov. Kevin Stitt’s attendance at NSSF’s SHOT (Shooting, Hunting and Outdoor Trade) Show in Las Vegas is paying big dividends for the Sooner State and NSSF is celebrating the news.
Oklahoma’s Department of Commerce announced that CBC Global Ammunition selected Oklahoma for a new $300 million investment to bring ammunition manufacturing to the state. The announcement is a direct result of Gov. Stitt, and his staff, working to attract ammunition manufacturing to his state at NSSF’s annual SHOT Show® held each January in Las Vegas.
“Oklahoma is so excited that CBC USA is going to make its home here,” said Gov. Stitt in a press release. “Because of our business-friendly policies, our support of law enforcement and the Second Amendment, and our unbeatable logistical advantage, it is a no-brainer for companies to choose our state. I’m thrilled to welcome the CBC team here and I can’t wait to watch them grow here in Oklahoma.”
The investment by CBC Global Ammunition involves the construction of a new facility at the MidAmerica Industrial Park in northeast Oklahoma. The project is expected to create 350 jobs.
The governor’s team credited NSSF’s SHOT Show with their success in attracting the business to Oklahoma.
“SHOT Show proved to be a highly effective forum for the Governor and his team to encourage CBC Magtech to locate their U.S. production facility in Oklahoma,” said Brig. Gen. Brent Wright, USAF (Ret.), Chief Policy Advisor for Gov. Stitt.
CBC will build its new manufacturing facility on more than 550 acres at MidAmerica Industrial Park within the historic land originally used as a munitions factory during World War II. The ground-breaking is expected to take place in the 4th quarter of 2025.
“This is an incredible win for Oklahoma citizens. Governor Stitt has attended SHOT Show on several occasions and the state legislature made attracting firearm and ammunition manufacturing a priority for the state,” explained NSSF’s Darren LaSorte, Director of Government Relations – State Affairs. “That work is paying off – literally. This investment by CBC Global Ammunition will help to revitalize the MidAmerica Industrial Park area and bring good paying jobs and a contributing tax base that will benefit all of Oklahoma. This is an exciting development in which we are all proud to share.”
Currently, Oklahoma is home to over 2,700 direct and indirect firearm and ammunition industry jobs, accounting for nearly $134 million in wages and an economic impact of nearly $553 million. Firearm and ammunition businesses contributed over $49 million in federal and state taxes and an additional $4.4 million in excise taxes that directly contributed to wildlife conservation, public land access, construction of public recreational shooting ranges and hunter education.

Avon Protection commences MITR-M1 deliveries
13 May 2025, Cadillac, Michigan, US: Avon Protection has begun first deliveries of the MITR-M1 Half Mask units to customers, including select military users.
Ahead of deliveries beginning, Casey Galligan, Senior Director, U.S. DoD, Avon Protection, opted to personally put the MITR-M1 through its paces in a controlled Chloroacetophenone (CN) test. CN gas is the active ingredient in riot control/tear gas agents. When released as fine particulate smoke, vapor or liquid spray (aerosol), it causes irritation of the gastrointestinal tract and respiratory tract, posing a threat to tactical operators in fast-evolving environments.

“Having spent two decades as a Green Beret, I have personally known many colleagues who have had to deal with the ongoing health consequences of working in environments where respiratory threats exist, such as the elevated lead blood levels of SOF operators running shoot houses as far back as 2012,” Galligan said. “This experience has been a major driver in my determination to leverage Avon Protection’s expertise to give operators the ability to protect themselves against the unknown, which we have done with the development of the MITR-M1.
“MITR-M1 has undergone rigorous independent testing, and now that we are about to begin deliveries I wanted to confirm the performance of the kit in real-world scenarios for myself, to doubly ensure that this tactical mask provides the level of protection and comfort these operators need – and I can emphatically say that it does.”
“During the test the mask was easy to put on, comfortable to wear and it did not hinder my ability to undertake tactical tasks throughout, while my respiration stayed steady and my oxygen levels remained within normal limits,” Galligan said. “At Avon Protection we take great pride in our products, and this test allowed me to personally ensure the MITR-M1 works and delivers on every design point before we put it into the hands of our end users.”
Avon Protection introduced the MITR-M1 Half Mask in January 2025 as a tactical quick-don respiratory protection solution for tactical and fast-evolving low- to mid-level threat environments. Weighing in at 250g/0.5lb, MITR-M1 was developed to be carried in cargo pockets or gear pouches, and can be worn via head harness or quickly clipped onto the user’s helmet rail in seconds.
The low-profile half mask is designed to meet the specific requirements of tactical operators, with a sleek flush-fitting curved profile that ensures compatibility with other tactical gear and maintains weapons sighting ability while protecting against a variety of respiratory hazards, including very fine dust, fumes, biological agents, and oil- and water-based mists. Later in 2025 the MITR system will grow to include a power-sealed goggle apparatus to allow users to scale their protection as required.
