Ebola And Our Forces Overseas

I’m somewhat bothered by they way the media has approached the Ebola epidemic, presently, concentrated in West Africa. It’s shallow at best! They are more focused on ISIS than what truly constitutes a threat to our people and in a broader sense national security. The story being told by Rock Star Medical Analysts is incomplete in that there has been zero discussion of infectious vectors. An infections vector is epidemiological parlance for an organism i.e. insects, rodents and any other biologic capable of transmitting the disease by contact with a person. Zero discussion!

The half story has been “well you need to come in contact with a person already showing symptoms and then only with bodily fluids.” This is the partial story and there are statistical models that support that BUT it’s the other 50% of the story that you need to be aware of, especially you boys are girls operating in the lush garden spots around the world.

I want you to read what the World Health Organization has to say about Ebola and other hemorrhagic fevers. If you’re in Africa, Indonesia, PI et. al., keep the insect repellent handy, use mosquito nets and stay covered up.

Haemorrhagic fevers

Haemorrhagic fevers are viral infections; important examples are Ebola and Marburg haemorrhagic fevers, Crimean–Congo haemorrhagic fever (CCHF), Rift Valley fever (RVF), Lassa fever, Hantavirus diseases, dengue and yellow fever.

Hantavirus diseases, dengue and yellow fever are described separately.

Cause

Viruses belonging to several families. Ebola and Marburg belong to the Filoviridae family; hantaviruses, CCHF and RVF belong to the Bunyaviridae family; Lassa fever virus belongs to the Arenaviridae family; and dengue and yellow fever belong to the Flaviviridae family.

Transmission

Viruses that cause haemorrhagic fevers are transmitted by mosquitoes (dengue, yellow fever, RVF), ticks (CCHF), rodents (Hantavirus, Lassa) or bats (Ebola, Marburg). For Ebola and Marburg viruses, humans have been infected from contact with tissues of diseased non-human primates (monkeys and apes) and other mammals, but most human infections have resulted from direct contact with the body fluids or secretions of infected patients. Humans who develop CCHF usually become infected from a tick bite but can also acquire the virus from direct contact with blood or other infected issues from livestock or from infected patients. RVF can be acquired either by mosquito bite or by direct contact with blood or tissues of infected animals (mainly sheep), including consumption of unpasteurized milk. Lassa fever virus is carried by rodents and transmitted by excreta, either as aerosols or by direct contact. Some viral haemorrhagic fevers have been amplified in hospitals by nosocomial transmission resulting from unsafe procedures, use of contaminated medical devices (including needles and syringes) and unprotected exposure to contaminated body fluids.

Nature of the disease

The haemorrhagic fevers are severe acute viral infections, usually with sudden onset of fever, malaise, headache and myalgia followed by pharyngitis, vomiting, diarrhoea, skin rash and haemorrhagic manifestations. The outcome is fatal in a high proportion of cases (more than 50%).

Geographical distribution

Diseases in this group occur widely in tropical and subtropical regions. Ebola and Marburg haemorrhagic fevers and Lassa fever occur in parts of sub-Saharan Africa. CCHF occurs in the steppe regions of central Asia and in central Europe, as well as in tropical and southern Africa. RVF occurs in Africa and has recently spread to Saudi Arabia and Yemen. Risk for travellers

Very low for most travellers. However, travellers visiting rural or forest areas in countries or areas at risk may be exposed to infection.

Prophylaxis

None (except for yellow fever).

Precautions

Avoid exposure to mosquitoes and ticks and contact with rodents, non-human primates or bats. Avoid unpasteurized milk.

DARPA Is Looking For Next Generation Night Vision Goggles

Citing soldier health concerns and the growing availability of commercial  I 2 night vision optics, the Defense Advanced Research Project Agency (DARPA) wants industry to develop lighter, more compact and more advanced night vision goggles for the military.

U.S. Special Operations Command will serve as the acquisition agency for the program. Below are  the requirements outline by DARPA in the next generation NVGs

  1. Form Factor and Appearance that blends with commercial sunglasses/eyewear, coverage of both eyes preferable
  2. Volume less than or equal to twice that of commercial sunglasses/eyewear
  3. Weight less than current visual augmentation systems
  4. Power greater than 24 hours run time on one charge, with power source included in weight metric
  5. Cost of less than $5000 in volume of 1000 or more
  6. Visual Acuity of Snellen 20/20 at clear starlight to direct day sun over 90-degree vertical and 120-degree horizontal field of view (FOV)
  7. Low latency (photon in to receipt by eye) of less than or equal to 2ms

It’s been about a year and a half since we talked about USSOCOM’s requirement for a lighter and improved version of the Carl-Gustav  84mm MAAWS. Well,  SAAB has unveiled the latest generation of its highly acclaimed MAAWS addressing SOCOM’s requirements to a T.

The M4 version weighs less than 7kg and it is overall length has been significantly reduced to less than 1000 mm. Saab has also added an intelligent sighting system that will improve accuracy.

The official Carl-Gustav M4 product launch will take place at the AUSA exhibition in Washington D. C. on 13-15 October 2014.

Australia Moves Ahead With The Thales F90

There’s been a lot of hot air floating around ( from people claiming to have an “inside” track) that Australia was abandoning the AUG concept and looking for a new combat rifle. Well…

Thales Australia announced that the F90 has achieved Provisional Design Acceptance for Australia’s LAND 125 program, as part of its Soldier Modernization Program. The decision comes after an extensive testing period of over one million rounds fired.
The F90 is a maneuverable and compact bullpup design which moves the weapon’s center of mass closer to the shoulder and allows for a longer barrel length. Longer barrel lengths translate to increased accuracy, higher muzzle velocities with greater lethality. This is all accomplished without increasing the overall length of the weapon. The F90 includes a quick attach / detach 40 mm grenade launcher.

Speaking to the media, Kevin Wall, vice president armaments, Thales Australia, said: ‘This is a major milestone in the F90 story. Backed by over a century of military weapons experience, Thales’s Lithgow facility will now begin manufacturing F90 rifles as part of a de-risking exercise designed to smooth the transition in production from the existing in-service weapon to the F90.’

Range Demonstration Of Ohio Ordnance Works Heavy Counter Assault Rifle or HCAR.

The HCAR (Heavy Counter Assault Rifle) , developed by Ohio Ordnance Works, is a modernized Browning Automatic Rifle or B.A.R. The rifle is built on a modern chassis with integrated Picatinny rails at the 12 o’clock position, on the receiver, and forward on the handguard. The handguard can also be fitted with rail sections at 3 o’clock, 6 o’clock and 9 o’clock. The HCAR uses a hydraulic recoil buffer that tames the 30-06 recoil forces to the feel of a 5.56. The gas system has a three position regulator that includes suppressed fire. The Designers at OOW were able to achieve to an overall weight reduction of about 8 lbs. As previously mentioned, the HCAR is chambered in 30-06 and feeds from a 30 round magazine. M.S.R.P. on the rifle is $4,700 which isn’t cheap until you realize that you get a B.A.R. on steroids.

Ashbury International New SABER SX Short Action Receiver

Ashbury Precision Ordnance Manufacturing announced the first of a new family of Octagonal Bolt Action Receivers for Cartridges from .223 Rem to .375CT. The SX  bolt action receivers are purpose built to maximize surface contact with Ashbury’s newest interlocking SABER®-FORSST® Modular Rifle Chassis Systems (MRCS) requiring absolutely no bedding, yet can also be bedded in traditional rifle stocks.

The SABER SX receiver is manufactured with .384″ (.223Rem/.300BLK), .480″ (.308) and .540″ (WSM/SAUM) bolt faces, in both right and left hand configurations.  APO’s Custom Shop will be offering actions and other custom calibers on the SX for varmint, big game hunting, and competition shooting.

The SABER SX receivers can use single and two stage M700 style triggers pinned directly into the precision cut trigger slot.  The SX is engineered to accommodate both the double stack single feed (DSSF) and double stack double feed (DSDF) magazines, while maximizing lower receiver strength.

The SABER SX bolt action receiver weighs in at 28.8 oz. with the receiver scope rail and is finished with a black oxide coating.  The bolt is nitride to provide years of smooth operation and final finishes on APO rifles use Cerakote Micro Slick.

IWI Israel Launched New Folding Sights For Tavor and X95 Systems.

IWI, Ltd announced new foldable stainless steel sights for the Tavor rifle and X95 systems. The new sights will mount on the rifle’s Picatinny rail and mimic the M4 style peep hole rear and the adjustable front sight post. The new sights will be included as part of the Tavor and X95 package. As of this writing, IWI has no plans to remove the built in sights already included; thus, allowing for a backup arrangement.

We’re certainly happy to see the addition of new sights because they provide the operator with the ability to co-witness a reflex sight with his iron sights. Because they’re removable, more elaborate optics and/or targeting systems will sit nicely on the Tavor’s top rail.

I have to assume that IWI USA will be making them available to U.S. Tavor SAR customers in the not too distant future.

Sneak Preview: ATN’s Shot Trak HD Gun Camera

ATN’s gun camera is unique in the marketplace in that it’s the first digital action camera designed, from the ground up, to be a gun camera. It mounts on any available Picatinny rail space and can be readily switched from 12 o’clock to 6 0’clock, 3 o’clock to 9 o’clock. All of the usual button manipulations and complexities of the typical action camera are gone, and it’s just in time for the opening of hunting season. You can’t beat that!

Maxpedition has introduced the Triptych Organizers, which at first hand look to be replete with some very nice features. The Triptych is available in three sizes small, medium and large.

The large model is 11.5 x 8 x 2, and sells for  $57.99; medium is 9.75 x 6.5 x 2, and sells for $53.99 and small is 8.5 x 6 x 2 selling at $49.99. Depending on your requirements this may be a nice add to your tactical nylon. China’s People’s Liberation Army Is Augmenting Its Small Arms

QSZ11-006The People’s Liberation Army (PLA) is augmenting some of its small arms. It recently added the Type 11 (QSZ11) pistol chambered in 5.8x21mm. The Type 11 is a compact frame semiautomatic pistol with an 8+1 capacity. The Type 11 is intended for officer, security details and aviators.  The choice of a 5.8×21 round is consistent with the Type 95 (QBZ-95) also chambered in the 5.8 x 21 cartridge.

 

The PLA has also introduced a suppressed Type 06 (QSW06)  pistol patterned after the QSZ92.

The Type 06 (QSW06) is a full sized frame with a 20 round magazine and a detachable suppressor. The QSW06 replaces the aging Type 67 silenced pistol and will be issued to special forces personnel.

The Chinese are also upgrading their under-barrel grenade launchers with the QLG10A 35mm launcher  for mounting on the Type 95B-1 carbine. The new QLG10A launcher is based on the existing QLG10 but is designed to fit the current version of the Type 95 rifle. The launcher is 230mm long and can fire 10 grenades per minute.

The PLA has also added a new anti-materiel rifle the Type 10 (QBU10) 12.7mm. The rifle weighs 13.3 kg and has a maximum effective range of 1000 meters against human targets and 1500 meters against materiel

Global Identification Summit Kicks Off In Tampa

20140915_174638Biometrics is playing an increasingly significant role in the operational fabric of asymmetric warfare. As a Special Operations Force and Intelligence tool it is vitally important to ensure accurate identification and conduct kinetic operations with granular accuracy. So, I will be introducing relevant technology, in nontechnical parlance, to provide readers a high level overview of where we are and where we’re heading with a focus on identification and not access control.

The City of Tampa and the Tampa Convention Center are hosts for this annual event scheduled to run from September 16 – 18. This year’s event kicked off with a reception at the Tampa Museum of Art.

Opening remarks were delivered by Tovah LaDier, IBIA Managing Director, Carroll & LaDier, PLLC under who’s guidance IBIA continues to flourish. This year’s reception was a huge success with greater attendance and representation than prior years. 

20140915_175428The International Biometrics & Identification Association (IBIA) has added new members from around the world and is the premier industry association at the heart of an industry that by conservative estimates will be worth $20 billion by 2019.

Qualcomm Technologies, a principal sponsor of tonight’s reception was represented by William Maheu, Senior Director for Qualcomm Technologies, who spoke on biometric current and future application.

Bill Maheu graduated from the University of San Diego in 1982 with a Bachelor of Arts degree in Psychology. Additionally, he is a graduate of the FBI National Academy and Police Executive Research Forum’s Senior Management Institute for Police. He was a member of the San Diego Police Department for 28 years. During his tenure with the department Bill had many assignments including Commanding Officer of Field Operations/Special Resources, Executive Lieutenant of the Special Weapons and Tactics Team, Special Projects/Long Range Planning Lieutenant and Narcotics Sergeant. He also directed several major projects including the 2003 Super Bowl, the 1996 Republican National
Convention, the 1996 Presidential Debate, the development of the Psychiatric Emergency Response Team and the development of the Homeless Outreach Team. Bill rose to the rank of
Executive Assistant Chief of Police during which time his responsibilities included the
department’s day-to-day operations, its 400 million dollar budget, the Professional Standards
Section, Intelligence Section, Interoperable Communications and Information Technologies.
He retired from the department in January 2008 to join Qualcomm’s Government Technologies
team. In his new position Bill is on the senior management team and is responsible for Strategic
Development.

Heckler & Koch GmbH (HK) Downgraded by Moody’s ???

Moody’s – This is the same organization that downgraded U.S. debt. Although it may be true that if Oberndorf am Neckar,Gmbh is hit by a nuclear strike, H&K may be out of business (surprisingly, given the Ukraine situation, a consideration that Moody’s didn’t include). Net of it’s short term liabilities, the company’s brand and goodwill is sufficiently strong to survive what is more than likely a temporary cash flow squeeze. “If export licenses are declined or delayed”, “if markets shrink” those are all forward looking statements made by Moody’s analysts in the interest of conservatism and don’t reflect reality to a large extent.

Heckler & Koch GmbH (HK) is a privately held corporation and it has a number of options for recapitalization, should the need arise, that include an IPO and retiring some of their debt, or restructuring of their debt to name just a few. Net of current liabilities H&K has so much value that it’s ludicrous to think they are going out of business. Please folks, you need to take what Moody says with a grain of salt.

Help Us To Never Forget September 11, 2001

I remember September 11, 2001 as though it were yesterday. I was at home getting ready to head out to San Francisco International to board my flight. As I had morning coffee, I watched news coverage of the event and the subsequent grounding of all flights. It was a sad day for me and for America. But, it was a rallying point that woke us up to the harsh reality that evil is alive and well. And, to the existence of those who prefer to maliciously injure than to resolve grievances through dialogue. Sadly, it’s true at home as well as abroad.

Today, take a moment with your family, especially your children, to remember 9/11 and all those who lost their lives on that tragic day, and those who fought and still fight to pursue justice.

For those who think geography, or station in life, immunizes you from the consequences of your acts, rest assured that if you instill fear you will come to know it. It’s not a question of IF it’s simply a matter of WHEN.
