OTIS PARTNERS WITH KIESLER POLICE SUPPLY For Police Academy Program

NSSF Commends Congress’s Passage of ‘Range Bill’
NEWTOWN, Conn. — The National Shooting Sports Foundation® (NSSF®), the firearms industry trade association, commends Congress’s passage of the Target Practice and Marksmanship Training Support Act (H.R. 1222). The bipartisan legislation, sponsored by U.S. Reps. Ron Kind (D-Wis.), Rob Bishop (R-Utah) and Duncan Hunter (R-Calif.) was passed by the U.S. House of Representatives. Companion legislation (S. 94) was previously passed by the Senate. The bill will return to the Senate for a legislative formality, but is expected to pass by unanimous consent as the bill language is identical, and be sent to President Donald Trump for enactment.
“This has been a key piece of legislation for NSSF to grow and sustain hunting and recreational target shooting that will additionally benefit wildlife conservation. We are deeply appreciative to our leaders on both sides of the aisle and on both sides of Capitol Hill for their perseverance and foresight to benefit state wildlife agencies, recreational target shooting and sustained wildlife conservation,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “This is crucial legislation that will give state fish and game agencies more flexibility to use Pittman-Robertson excise taxes dollars raised from the sale of firearms and ammunition to enhance existing public shooting ranges and to build new ones to meet the growing need for additional places for target shooters to participate in their sport. Public shooting ranges provide hunters a place to sight in rifles and shotguns before hunting seasons, for people to take firearm safety and hunter education courses and, for recreational target shooters to enjoy their sport.”
The Target Practice and Marksmanship Training Support Act, also known as the “Range Bill,” would allow states to use their allocation of Pittman-Robertson funds to begin construction of new ranges, or improve existing state-run public recreational shooting ranges. Currently, states are required to put up 25 percent of the cost of range construction projects to access the matching 75 percent of funds from Pittman-Robertson allocation. This legislation would allow states to access those funds with a 10 percent match and allow states five fiscal years to acquire land for range construction or expansion projects.
Pittman-Robertson funds are derived from an excise tax paid by firearms and ammunition manufacturers. Since 1937, the fund has generated more than $12.1 billion that has funded wildlife conservation and safety education programs in all 50 states. NSSF estimates more than 80 percent of Pittman-Robertson excise tax contributions are generated by sales attributed to recreational shooting. This means today’s recreational target shooter is an overwhelming contributor to conservation through excise tax support.
NSSF works diligently to remove barriers of entry to hunting and the shooting sports. A recurring concern of those considering taking up recreational shooting as a sport cite having access to a safe range as a priority concern. This legislation’s passage would make it easier for states to enable recreational target shooters to enter the sport, which in turn would generate continued contributions to Pittman-Robertson funds and the conservation programs which it supports.
This legislation has long been a top priority for NSSF as a crucial step forward in promoting, protecting and preserving hunting and the shooting sports. It has been introduced as 29 different numbered bills, since the 110th Congress. In those 14 years, the legislation was included in 15 separate bill packages, that for reasons unrelated to the “Range Bill” failed to reach Congressional consensus.

Shelley Moore Capito (R-W.V.), Michael Bennet (D-Colo.), John Boozman, (R-Ark.), Mike Crapo (R-Idaho), Joni Ernst (R-Iowa), Angus King (I-Maine), Joe Manchin (D-W.V.), Jim Risch (R-Idaho), Mike Rounds (R-Utah) and Dan Sullivan (R-Alaska). A Girl & A Gun Sets Sights on Colorado for 2020 Conference
AUSTIN, TX — A Girl & A Gun Women’s Shooting League (AG & AG) announced that the 8th Annual National Conference Presented by SIG SAUER will take place April 30-May 3, 2020, at the Cameo Shooting and Education Complex in Grand Junction, Colorado. This marks the first time AG & AG will host its annual gathering outside of the State of Texas.
“With membership coast to coast and border to border, we are optimistic that this move will allow more members to access the training,” says Julianna Crowder, AG & AG Founder. “We were honored to be invited to this world-class facility. We are proud to bring our program to this area, and we look forward to being a strong advocate for 2nd Amendment rights in this battleground state.”
Cameo Shooting and Education Complex is owned and operated by Colorado Parks and Wildlife (CPW), which has a long-standing history of supporting and promoting shooting sports. The 2,000-acre state-of-the-art facility provides a multitude of opportunities for training in all shooting disciplines. It was established by the State of Colordo to introduce future sportsmen and women to the benefits of spending time outdoors.
“The mission of AG & AG is hand in glove with Cameo’s mission of outreach to women and families,” says Walt Proulx, Manager of the Cameo Complex. “Hosting the flagship event for an organization that is as large and well-known as AG & AG at our facility is a major accomplishment.”
The AG & AG National Conference Presented by SIG SAUER is expected to draw more than 400 women from around the country, in addition to 100 instructors and staff members. Participants will range in age from 13 years old through mid-70s, and training will be tailored for beginners through expert-level marksmen. Sessions will include training on all firearms platforms, as well as archery, martial arts, gunsmithing, lectures, and more.

NSSF Praises President Trump’s Rejection of U.N. Arms Trade Treaty
NEWTOWN, Conn. — The National Shooting Sports Foundation® (NSSF®), the firearms industry trade association, praised President Donald Trump’s rejection of the United Nations Arms Trade Treaty that was signed by the Obama Administration, but was never ratified. President Trump delivered the announcement at the NRA Annual Meeting in Indianapolis, Friday, April 26, noting, “We’re taking our signature back. The U.N. will soon receive notice that we are rejecting this treaty.”
“President Trump’s rejection of this ill-advised treaty is a win for the American people and a win for America’s firearms and ammunition industry” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “President Trump, today, reasserted American sovereignty of our inherent rights. This demonstrates again that this administration continues to deliver on the promise to protect Second Amendment rights and value the contributions of the firearms industry to our freedoms and economy.”
The U.N Arms Trade Treaty was signed by Secretary of State John Kerry in 2013 and sent to the U.S. Senate for ratification but was never taken up for a vote. The treaty was intended to control the international trade in firearms under the guise of protecting human rights. The National Shooting Sports Foundation strongly opposed the treaty as it would have exposed the firearms and ammunition industry to a confusing web of international regulations that would not have contributed to curbing illegal arms trafficking, protecting human rights or guaranteeing the rights of United States citizens.
International arms sales remain highly regulated by U.S. law and this action has no effect upon these stringent export controls.

SAAMI Completes Important Website Updates
NEWTOWN, Conn. — The Sporting Arms and Ammunition Manufacturers’ Institute® (SAAMI®) is pleased to announce that a comprehensive update of its website’s Glossary of Industry Terms has been completed. Compiled by SAAMI’s Technical Committee, the glossary is intended to facilitate technical interchanges between members of that committee.
“No matter what we’re doing — approving a new cartridge, working with legislatures and policy makers around the world, addressing new technologies — it is critical that we are consistent and clear in what and how we communicate,” said Rick Patterson, SAAMI’s Executive Director. “The enhancements to our glossary provide a solid foundation for satisfying that goal.”
Updating SAAMI’s Glossary of Industry Terms was a project of magnitude, one that took two years to complete. The website’s history section received a makeover at the same time. “I extend my sincere thanks to the members of the Technical Committee who dedicated their valuable time to this project,” said Patterson. “We couldn’t have asked for a more competent, knowledgeable team of professionals with whom to work.”

U.S. Customs and Border Protection G47 Update
Glock 47
In 18 April, I published information on the CBP/DHS Glock contract that you can read here, The $85m, 10 year contract is to be completed by CBP by 2021 and will be in place through 2029. The award is centered around three Glock pistol models, all Gen 5 models. CBP called for customizations that are outlined below. As of this writing, Glock will not make the G47 available to the commercial space.
The contract includes three pistols:
- G19 Gen5 MOS with the following modifications
- The Glock 19 frame will have a half-moon cut.
- Flared magazine well
- G26 Gen5 with the following modifications
- a flared magwell and extended grip different from the current GLOCK 26 Gen 5.
- an 11 round magazine that is compatible with commercial GLOCK 26. The existing commercial Glock 26 magazine will fit but not lock into the CBP G26 variant.
- the CBP G26 will have a flared magazine but removes the curved edge at the base and front of the grip. Instead it will be flat
- The G47
- Will have the same barrel length as the G17.
- Compatible with 19X, 17, 34, 45 magazines.
- The Glock 17 slide will not fit on the G47.

- Magazines will have a larger floor plate (larger toe) to facilitate extraction·
- Parts Commonality
- Interchangeability of parts between GLOCK 47 and 19 is 100% with the GLOCK 26 is 92% (recoil spring and locking block are different due to size of the pistol.)

NDIA favors executive order moving security clearances to Pentagon
ARLINGTON, VA – The National Defense Industrial Association offers the following statement regarding the executive order from the White House, signed Wednesday evening, that transfers the governmentwide suitability, credentialing and security clearance portfolio from the Office of Personnel Management to the Defense Department:
NDIA supports the administration’s decision, announced today, to transfer responsibility for all security clearances to the Pentagon. It’s a solid step that consolidates process and resources with the excellent work Pentagon officials have done to build the concepts and infrastructure of a modernized security clearance ecosystem.
This measure bodes well to solve the security clearance backlog; moreover, it offers a way ahead for more interagency security clearance reciprocity and, ultimately, a modern, trusted workforce across agencies and industry that is essential to our national security.

Kokomo, Ind. (April 2019) – Transcend Tactical, a company focused on saving the lives of civilians and police officers during tactical situations, has launched a gas deployment system that can be added to their Vantage robot. It can now safely deploy two hot or cold gas grenades remotely and with mobility. Officers can now deploy hot gas deep within a structure, wherever and whenever desired. Big Things Come in Small Packages; GPO Introduces Its 10×50 RangeGuide
RICHMOND, Va. (April 24, 2019) — German Precision Optics (GPO), USA is making its mark as it enters the laser rangefinding binocular category in a very small way, but its flagship rangefinding binocular’s features are sure to make it a huge hit. With a size and weight that rivals its competitors in the 42mm-binocular class, the new RangeGuide 10X50 binocular boasts exceptional edge-to-edge clarity as well as precise ranging on reflective targets out to nearly 1.75 miles. GPO will debut its diminutive RangeGuide at the 148th NRA Annual Meetings at the Indiana Convention Center NRA in Indianapolis on April 26 (GPO Booth #6867).
Standing just 6.3 inches tall, one might marvel that the GPO RangeGuide is just a compact 10X50 binocular. But it not only lives up to its 22.36 twilight factor; it actually can accurately range targets out to 3,062 yards with inclination/declination compensation, all while tipping the scales at a mere 35 ounces. The magnesium frame is to thank for much of the light weight, but the small footprint of the internal laser rangefinding engine is the RangeGuide’s biggest feature.
The compact RangeGuide features an eye-safe Class 1 laser for instant readings (0.25-second response time) with true-range angle technology that calculates the proper distance to the target after measuring the angle to the target. Scan mode provides three readings per second via its orange OLED display with nine adjustable brightness levels. The RangeGuide even measures ambient temperature in either Fahrenheit or Celsius to help with shot placement on long-range shots. The Class 1 laser will reliably range a tree at 1,093 yards and a deer out to 766 yards. Display provides both the line-of-sight distance as well as the user’s choice of adjusted distance, angle or temperature.
Coupled with the GPObright™ high-transmission lens coatings, the RangeGuide’s double-HD laminated 50mm objective lenses are exceptionally beneficial for transmitting light in the twilight hours. The lenses maximize the sharpness and the resolution of the optical image. The field of view is 330 feet at 1,000 yards, and eye relief is 17mm. The RangeGuide also features diopter focus adjustments on both left and right sides and utilizes GPO’s premium cut-brass-geared focus-wheel system for a very tight, consistent turning radius without any free-play.

Savage to Introduce More Than 12 New Guns at the 2019 NRA Annual Meetings & Exhibits
WESTFIELD, Massachusetts – April 24, 2019 – Savage will announce more than a dozen new rifle configurations at the 2019 NRA Meetings & Exhibits in Indianapolis, Indiana, April 26-28. These new firearms will be available at dealers this summer. Savage invites attendees to visit booth 4955 during the show to see these new products and more.
The introductions include several great caliber additions and model upgrades to Savage’s existing centerfire and rimfire product lines. In addition, the company is poised to release a full lineup of firearms in new Mossy Oak Overwatch, the official camouflage pattern of the NRA.
For starters, Savage has expanded its Apex Hunter XP and Engage Hunter XP package rifles series to include 450 Bushmaster. The Apex Hunter XP comes with a Vortex Crossfire II 3-9x40mm scope and a one-piece rail, while the Engage Hunter XP features a Bushnell Engage 3-9x40mm. Both scopes are mounted, bore-sighted and ready to shoot.
The new 110 Classic features a quality walnut stock with modern ergonomics similar to those of the new Model 110 design. The stock’s length-of-pull and comb height adjust in quarter-inch increments to allow peak comfort, consistency and precision for any shooter. The 110 Classic is available in eight popular chamberings.
Savage has also expanded the A17 line with a chambering for 17 Mach 2, another flat-shooting, high-velocity rimfire cartridge. Its unique delayed-blowback action provides safe, reliable operation with any 17 Mach 2 load.
The new A22 FV-SR semi- automatic 22 LR upgrades the original A22 platform with a button-rifled, medium-contour barrel and threaded muzzle. It features a gray synthetic stock, user-adjustable AccuTrigger and reliable straight blowback action. This rifle is complete with a matte black finish, a new feature for this product line.
Savage has expanded the AXIS II line to include a chambering for 300 Blackout, providing the ballistics that made the cartridge famous—now in a bolt-action platform built for hunters. Savage also expanded the 110 Tactical lineup to include left-hand models, a 6.5 PRC chambering, and other options.
Finally, Savage has partnered with Mossy Oak to create several firearms with new Overwatch camo. Steyr Arms THB Precision Rifle Now Available with Exclusive Manners Stock
BESSEMER, Ala. (April 23, 2019) — Steyr Arms USA has announced that it has partnered with Manners Composite Stocks (MCS) to create a new variant of THB (Tactical Heavy Barrel) rifle designed to meet the needs of law enforcement and precision rifle shooters. Steyr and Manners worked together to create a highly optioned composite tactical stock that is mated to the exceptionally accurate THB barreled action. The new Steyr THB Manners rifle will be publicly unveiled at the 148th NRA Annual Meetings and Exhibits at the Indiana Convention Center in Indianapolis on April 26 (Steyr Arms Booth #4423).
The Steyr THB Manners will be available in .308 Win. and 6.5 Creedmoor. The rifle is built on Steyr’s proven Safe Bolt System (SBS) bolt-action receiver with its 2+1 safety system. The SBS action is perfectly married to a heavy-profile, cold-hammer-forged barrel. In the .308 version, it will be available with either a 16-, 20- or 26-inch barrel, while the 6.5 Creedmoor barrel will be 26 inches in length. The muzzles of each barrel are threaded with a 5/8-24 RH thread pitch to accept muzzle brakes or suppressors, and a thread protector will be included. With it’s match-quality single-stage trigger system, the THB barreled-action is virtually identical to that of Steyr’s high-end, long-range tactical rifles.
A Steyr exclusive, the new Manners tactical stock for the THB is built around the CNC-machined aluminum MCS Mini Chassis System that is perfectly fitted to the SBS action for maximum repeatability. The chassis incorporates a trigger guard as well as the Maxwell that accepts standard Steyr four-round magazines or 10-round magazines with the optional Steyr adapter kit. The outer shell is constructed of 35-percent carbon fiber and 65-percent fiberglass, hand-laid in multiple layers with high-temperature epoxy resins and then heat cured in a vacuum for the ideal resin-to-fabric ratio.
The stock features an adjustable comb and a length of pull that can be easily adjusted by adding or removing spacers. The stock has two flush QD sling-swivel cups on the right side as well as a Picatinny rail on the bottom/front of the wide, flat foreend for attaching a bipod or tripod. The Steyr THB Manners comes with a standard camouflage finish that is molded into the field-grade gel coat; however, additional colors can be special ordered at no charge. Select camouflage patterns can be ordered for an additional cost.
The THB Manners rifle measures 47 inches overall, and it weighs 10.5 pounds, empty. The rifle has a 20 MOA Picatinny rail mounted on the receiver, and it comes standard with a round tactical bolt handle.
The rifle has a suggested retail price of $2,395, and as with all Steyr center-fire bolt-action rifles, the Steyr THB Manners is part of the Steyr Elite Experience that provides the purchaser an unconditional 1 MOA guarantee, a limited lifetime warranty and a free world-class training course at the Steyr Academy ($650 value). The Steyr-exclusive Manners stock is also available separately from Steyr Arms and will fit any standard-length SBS action.

Team GLOCK Starts the Season with Big Wins
SMYRNA, Ga. – April 22, 2019 Team GLOCK kicked off the 2019 shooting season with member Ashley Rheuark taking first place at the 2019 Florida Open Championship and Captain Shane Coley taking home first place at Alabama Section Championship.
The winning continued during their first National Competitions in April. Coley and Rheuark competed against a lineup of top competitors to each take home a National championship in their respective divisions. Rheuark competed in the USPSA Multi-Gun Nationals, held April 3-7 in Frostproof, FL, with 180 shooters competing across twelve stages, and she defended her National Lady title in the Tactical Division using a GLOCK 34.
Coley competed at the US Steel Challenge Nationals, held April 4-6 in Covington, GA, with 460 shooters over 8 stages and won the Production Division with a GLOCK 34. “Steel Challenge has always been a challenging discipline for me mentally,” said Coley. “It is a different format that I have been working hard to succeed at for many years. With the support of GLOCK, I have been able to correct my weaknesses and prove that the GLOCK platform can compete in all forms of competitive shooting.”
Coley and Rheuark continued their winning streaks as they both competed in one of the largest area championships, the USPSA Area 6 Championship in Okeechobee, FL, and both won their respective divisions. Rheuark won Carry Optics with a GLOCK 34 and Coley won Limited Division with a GLOCK 24. These big wins for Team GLOCK come only two months into the competition season. “We will continue to use this momentum as we progress through the season,” Said Coley.
In February, Team GLOCK also welcomed its newest addition with the birth of teammate Michelle Viscussi’s daughter Madelyn Ann. Michelle will return to the competing with the team in May.
Team GLOCK is currently on pace to have one of their best seasons ever. “Team GLOCK is starting the 2019 shooting season off better than ever. There has been a lot of hard work and dedication put into our off season and I am so proud of the Team’s success,” said Coley. “This is a big year for us as we finalize all of the teams representing the USA at World Shoot 2020, and the members of Team GLOCK are at the top of this list.
