ARLINGTON, VA – The National Defense Industrial Association is among nine trade organizations asking the Office of Management and Budget to clarify implementation of Section 3610 of the Coronavirus Aid, Relief, and Economic Security Act, the Arlington, VA-based group announces.
NDIA cosigned an April 16 letter to OMB’s acting Director Russell Vought, asking for guidance on the section, which gives agencies authority to reimburse contractors at “minimum applicable contract billing rates” for employees who can’t work because of COVID-19-related facility closures and other restrictions, and those who cannot telework.
Section 3610 of the CARES Act authorizes contracting officers to reimburse contractors whose performance was disrupted by the pandemic for costs associated with keeping their workforce in a ready state. It allows reimbursement at the minimum applicable contract billing rates, not to exceed 40 hours per week, for any paid leave, including sick leave, a contractor provides to keep its employees or subcontractors in a ready state.
The associations commended the Defense Department’s directions on Section 3610 and urged OMB to follow suit. DoD has offered guidance on implementation and class deviation as well as frequently asked questions from contractors.
“Consistent implementation of this provision is critical to the viability of the hundreds of thousands of companies that make up our nation’s critical infrastructure and defense industrial base supply chains,” the letter states. These companies “require clear and consistent guidance to protect their employees, maintain a ready state, and make critical resource and personnel decisions tied to support for customer missions.”

How’s everyone doing? It’s Friday and time to stay at home. I have got a bunch of reviews that I need range time for but our current state of lockdown brought that to a screeching halt. But does it mean that I need to see a therapist? Absolutely not! Why the hell should I pay $150 / hr. to some nub who studied psychology so they could understand themselves when I can shoot the shit for free. Remember that a shoot the shit is a social interaction via Skype or Zoom during which any topic can be discussed, participants don’t need to know anything about the topic, they are free to make any unsupported comment, use uncensured profanity, insult anyone the wish or change the subject altogether. So, let’s get started.
What I thought I’d do for this Friday’s shoot the shit is talk about viruses in general and then use those concepts applying them to the COVID 19, so you can parse all of the information that you are being presented by the media. I’ll start by presenting a couple of executive cartoons to describe how a virus infects the body, how it replicates and how a healthy immune system responds. So let’s get started.
A virus can enter the human body in any number of ways, the blood and other body fluids, ingested or respiration. Unlike a bacteria, a virus is specific to a host type. For example, COVID 19 attacks the respiratory system and not the liver. In the diagram below, you see that the virus spike is terminated in a shape that matches the shape of the host cell receptor. In reality those shapes are a series of proteins and amino acids that are compatible. The host cell receptor is what facilitates the viral infection. In the COVID 19 virus case that host cell receptor is referred to as the ACE2.
Once the virus interacts with the host cell, the virus fuses with the host cell membrane and using the host cell receptor transfers its rna into the host cell taking control of the host cell’s protein production mechanism. In order to fight the virus two things need to happen. There needs to be a mechanism that blocks the receptor and blocks the viral spike tip. This is normally accomplished by the body producing the appropriate antibody response or via some therapeutic intervention that accomplishes the same thing. Treating the virus with medication has its problems; in that, at the same time it attacks the virus the meds may also attack the host cell because the biochemical composition of the two are similar. So proper dosing is very important and a medical awareness and sensitivity to side effects is very important; noting that side effects may take weeks or months to surface.
When the body detects a viral infection, a healthy immune system responds with an aggressive antibody response. In COVID 19 we are concerned with two antibody types IgM and IgG. The picture below shows the structures of these antibodies.
The IgM antibodies are produced upon initial infection; they bond to the virus and host cell receptors to stop replication. This is the antibody that the current antibody tests you’ve been hearing about look for, in order to see if the individual has been infected. The IgM antibody stays with you for 4 to 5 weeks. After that period you’ll start seeing IgG antibodies in the blood stream. Remember that IgM and IgG are specific to the COVID 19 virus. If you have any one of those two antibodies in your system, you have been exposed to COVID 19 and are potentially immune (the jury is still out on that but it’s reasonable to assume). The IgE for example is specific to an allergen. You ate peanuts and you’re allergic so the immune system generates IgE antibodies. To summarize, the presence of IgM and IgG antibodies is a clear indication that you have been exposed to the COVID 19 virus.
If the victim’s immune system is compromised, then it may not produce the aggressive immune response that the body needs to neutralize the virus. Those individuals will generally become very ill and possibly succumb to the virus. There are a couple of ways currently being evaluated to deal with that situation; the most promising appears to be the Soluble Angiotensin-Converting Enzyme 2. I’ll explain.
A few paragraphs back, I mentioned the ACE2 receptor – ACE2 is shorthand for Angiotensin-Converting Enzyme 2. What Soluble ACE2 does, is act as a “dietary supplement” for a weakened immune system. The Soluble ACE2 is compatible with the virus’ amino acid so it binds with the virus’ spike preventing the virus from binding to the host cell and stopping replication. This is a very interesting therapy with tremendous potential.
Injecting someone else’s antibodies into a patient to fight the virus is effective, but has some down side in that the recipient’s immune system could reject the foreign antibody. This is generally a mild rejection so it’s nothing like the massive rejection of say an organ transplant.
The only solid and reliable way to deal with a virus is through a vaccine but until that happens social isolation is 100% effective and 100% safe. Keep in mind that developing vaccines and therapies is complex work and recognize that most of the media has no idea of what they’re talking about. So, take it with a grain of salt, it’s not the President’s fault or his administration. Follow CDC guidelines and you’ll be o.k.

Serious shooters know that controlling their breathing is a building block for accuracy. But how do you achieve it?
Northbrook, IL (April 15, 2020)- Controlling your breath while shooting is a foundational aspect of consistent accuracy; remember that breathing is a natural and automatic human function. To manage your breathing, takes conscious effort. The body’s natural breathing cycle of inhaling and exhaling causes the diaphragm to expand and contract, which moves the chest. This can hurt your accuracy because it increases the movement of the aligned sights on the target.
The best time to control the natural breathing cycle is during the “respiratory pause,” which occurs when you’re naturally done exhaling. One key here is to not force the air out of the lungs, but let it happen as naturally as possible. During the respiratory pause, the chest muscles are relaxed, and you can stop breathing longer without feeling uncomfortable. If you try to stop breathing while your lungs are filled with air, you’ll begin to experience muscle discomfort sooner than if your lungs are mostly empty and the muscles involved with breathing are relaxed.
How long can you extend the respiratory pause? That depends on your physical condition and state of mind. This is why training to increase your aerobic capacity is important to your shooting success. (This also slows your resting heart rate, which allows you to squeeze the trigger between beats.) For most people, the respiratory pause can be extended for somewhere between 8-10 seconds. Stopping breathing for longer than this can create problems with visual acuity. Also, as oxygen deprivation goes on, the body begins to cry out for air, which makes you stop paying attention to your sight alignment/sight picture and start paying attention to your need to breathe.
Depending on your shooting discipline, you can modify your use of the respiratory pause, and some air can be retained in your lungs to help establish your natural point of aim. For example, the amount of air retained in the lungs affects the vertical natural point of aim. When developing a shooting position, remember that bone support is the goal. Bones do not fatigue or stretch as muscles do.
What about when you’re under physical duress, such as when hunting or in some international pistol disciplines? Then you must adapt. For example, a hunter ran a short distance, or up a small hill, to get into position to make a shot on game. The hunter stops breathing during a respiratory pause, but the crosshairs are jumping all over the place thanks to a rapidly-beating heart while the lungs demand more air. There’s no time to relax to let the heartbeat appreciably slow down. What to do? Take a full breath and hold it. This will steady the position and allow for a quick shot at an animals’ relatively large heart/lung area. This takes practice and should be part of any hunter’s pre-season training program.
The respiratory pause is also not used to control breathing during international pistol competitions. Here the technique is to inhale as the pistol is raised from the “ready position” (muzzle pointed downward at a 45-degree angle) to the target, then the air is held in the lungs while the shot or shot string is fired. Twenty seconds is the time limit for timed fire – a very long time to hold one’s breath. Shooters often train to be able to fire their complete shot string before breathing becomes an issue.
Many techniques modify the breathing cycle to support accurate shooting. The key is to experiment, have fun and discover what works best for you.

ARLINGTON, VA — The Defense Department announced Thursday a class deviation to Section 3610 of the CARES Act that will let agencies reimburse contractors for payment to employees who can’t work because of COVID-19 facility closures or other restrictions.

NEWTOWN, Conn. — The total economic impact of the firearm and ammunition industry in the United States increased from $19.1 billion in 2008 to $60 billion in 2019, a 213-percent increase, while the total number of full-time-equivalent jobs rose from approximately 166,000 to over 332,000, a 100-percent increase in that period, according to a report released by the National Shooting Sports Foundation®(NSSF®), the firearm industry trade association.
On a year-over-year basis, the industry’s economic impact rose from $52 in 2018 to $60 billion. Total jobs increased by 20,000 in the same period, from nearly 312,000 to over 332,000. The broader impact of the industry flows throughout the economy and supports and generates business for firms seemingly unrelated to firearms at a time when every job in America counts. These are real people, with real jobs, working in industries as varied as banking, retail, accounting, metalworking and printing, among others.
The firearm and ammunition industry paid over $6.74 billion in business taxes, including property, income and sales-based levies.
“Our industry continues to show the steady and reliable growth that is a hallmark of a healthy industry,” said Joe Bartozzi, NSSF President and CEO. “The workers who comprise our ranks are the fabric of our communities. They produce the highest quality firearms and ammunition that millions of law-abiding Americans rely upon to exercise their fundamental right to keep and bear arms and safely enjoy the recreational shooting sports. This growth translates to more jobs that add to our local economies, averaging $55,200 in wages and benefits. In addition, since 2008 we increased federal tax payments by 162 percent, Pittman-Robertson excise taxes that support wildlife conservation by 79 percent and state business taxes by 116 percent.”

It’s Friday and time for our weekly shoot the shit. How’s everybody going for you? We’re wrapping up week three of the lockdown but before going any further I want to congratulate all of you for the disciple you’ve demonstrated in adhering to social distancing. It’s your efforts and sacrifice that have resulted in the decreasing infection rates. Well done! I was out for a drive today and the neighborhood looked like someone put the on/off switch to the off position, dead. That’s got to be stressful and I can understand why you would want to Skype your therapist, but look, you’d be paying $150 an hour to a jackass who studied psychology so they could understand themselves. They’ll suggest that you are in denial which is symptomatic of a small penis hang-up.
Let’s analyze that assessment. Art during the Greek Classical Period (5th to 4th century B.C.) was marked by the accuracy with which artists and sculptures represented the human and deity forms. Take for example the statue of Doryphoros which is one of the best known Greek sculptures of classical antiquity. It depicts a solidly built, muscular, standing warrior, originally bearing a spear (that’s the reason he’s holding his left hand like that) balanced on his left shoulder. Now you can easily see that Doryphoros was in shape but he sure as hell wasn’t packing some meat! Zoom in you can see it wasn’t broken off. So, do you think he gives a shit? I’m not sure how effective a proctological exam would be via telemedicine but you can bet your bottom dollar that after the coronavirus pandemic is in the history books telemedicine will be around. The jury is still out on its effectiveness and safety.

The new subsonic 300BLK ammunition features a yellow-tipped, 205gr lead-core bullet designed for explosive expansion and exceptional accuracy. This load uses the same high-quality, single-base extruded powders as SIG Match Grade rounds, ensuring consistent muzzle velocity and insensitivity to temperature change.
Optimized for the AR-15 platform, the new subsonic 300BLK Tipped Hunting ammunition is engineered to allow hunters to load 30 rounds in a 30-round magazine and have the cartridges feed properly. This was achieved by SIG SAUER engineers after extensive research and development resulting in a stepped-down bullet design with a shouldered ogive that keeps the bullet from hitting the ridges of the magazine which would cause the rounds to shift and eventually fail to feed.
This load is ideal for use with a suppressor, which greatly reduces sound signature and muzzle flash, making it a favorite among hunters. Muzzle velocity is 1000 fps and muzzle energy is 455 ft-lbs from a 16-inch barrel. This round is recommended for use in barrels 9-inches or longer.
