NSSF Honors U.S. Sen. Bill Hagerty, U.S. Rep. Mark Green as 2024 Legislators of the Year
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, proudly honored U.S. Sen. Bill Hagerty (R-Tenn.) and U.S. Rep. Mark Green (R-Tenn.) as the 2024 NSSF Legislators of the Year for their combined determination to protect the firearm industry against the weaponization of the Biden Commerce Department’s Bureau of Industry and Security’s (BIS) onerous and politically-motivated attacks. Both Sen. Hagerty and Rep. Green led the charge to fight back against the punishing Interim Final Rule that is designed to hobble U.S. firearm manufactures by throttling exports.
Sen. Hagerty and Rep. Green were instrumental in drawing Congressional attention to abuses by the Biden administration’s BIS Interim Final Rule (IFR) titled “Revision of Firearms License Requirements,” that is contradictory to BIS’s guiding principles which include protecting U.S. National Security as well as economic security. The IFR added burdensome and unnecessary controls on firearm, ammunition and accessories exports to the United States’ much to the world. The punishing policy began as a “90-day pause” that extended more than 180 days and ultimately resulted in the IFR that shuttered firearm, ammunition and accessories exports to over 36 countries, costing U.S. firearm and ammunition companies nearly $500 million annually.
“We are honored to present Senator Bill Hagerty and Congressman Mark Green with the 2024 NSSF Legislator of the Year Award for their unwavering leadership on Capitol Hill to protect the firearm and ammunition industry,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “Both Senator Hagerty and Congressman Green were – and continue to be – instrumental in reigning in the weaponization of government agencies to carry out a politically-driven agenda. Their determination to bring accountability to government and correct the wrongful and abusive course set by the prior administration goes beyond measure. Our industry, and the American public, is deeply grateful for Senator Hagerty and Congressman Green’s fierce determination to protect our industry that makes exercise of the Second Amendment possible for all Americans.”
Sen. Hagerty and Rep. Green’s dogged pursuit of accountability by BIS officials was evident in numerous hearings both in the U.S. Senate Committee on Banking, Housing and Urban Affairs, and Rep. Green’s similar efforts in the U.S. House of Representatives Foreign Affairs Committee. Both Sen. Hagerty and Rep. Green introduced NSSF-supported companion Congressional Review Act (CRA) Resolutions of disapproval in their respective chambers as S.J. Res. 93 and H.J. Res. 164, denouncing the BIS rule.
Rep. Green introduced legislation to block the Biden administration’s overreach, the NSSF-supported H.R. 8208, the Stop the Bureaucratic Ineptitude Shuttering Respectable and Upstanding Lawful Exporters Act (Stop the BIS RULE Act). Additionally, Sen. Hagerty also introduced the NSSF-supported S. 4075, the Protect Privacy in Purchases Act, to protect the Second Amendment privacy of firearm and ammunition purchasers from financial service and payment card providers compiling purchase history.
Both Sen. Hagerty and Rep. Green earned an “A+” on NSSF’s 2024 Congressional Report Card, with Rep. Green also being named to NSSF’s “Dean’s List,” with a 100 percent voting and co-sponsorship record for NSSF priority legislation.

GA-ASI INKS COLLABORATION DEAL WITH SOUTH KOREA’S HANWHA
The Companies Will Pursue Global UAS Programs
SAN DIEGO – 08 April 2025 – General Atomics Aeronautical Systems, Inc. (GA-ASI) and South Korea’s Hanwha Aerospace have agreed to collaborate on the development and production of Unmanned Aircraft Systems (UAS) for the global defense market. The joint effort follows the successful completion of a major flight demonstration in 2024 when the two companies launched a GA-ASI MQ-1C Gray Eagle® STOL (GE STOL) UAS from the South Korean Navy’s amphibious landing ship ROKS Dokdo (LPH-6111) as it was underway at sea off the coast of Pohang, South Korea.
The demonstration illustrated the ability of the GE STOL to safely operate on many types of aircraft-capable ships, which opens myriad new ways for the U.S. and its allies to use this UAS to support multi-domain operations. It also paved the way for GA-ASI and Hanwha to sign this new agreement to jointly invest in and pursue new UAS business opportunities.
“We’re excited to extend and deepen our business relationship with Hanwha,” said GA-ASI CEO Linden Blue, who supervised the November 12, 2024, at-sea demonstration. “Our test flight with Gray Eagle STOL was well-received by the Republic of Korea Navy, and we know Hanwha is ready to invest to grow a UAS business with GA-ASI both in Korea and the U.S.”
Gray Eagle STOL—which stands for short takeoff and landing—is the only medium-altitude, long-endurance aircraft of its kind with the ability to operate without a catapult or arresting gear from fight deck-equipped warships such as amphibious ships and aircraft carriers. It additionally enables true runway independence by operating from unimproved fields and roads, beaches, parking lots, etc.
Hanwha Aerospace plans to invest more than 300 billion KRW (US $203.5M) in the development and production facilities for GE STOL and UAS engines, expand research and development activities, and provide production infrastructure in both South Korea and with GA-ASI in the U.S. This is in addition to GA-ASI’s past and ongoing investment in UAS STOL development. Hanwha also plans to create jobs by securing talent in related fields and to foster the domestic (Korean) UAS industry ecosystem by discovering domestic parts and material partner companies. GA-ASI expects the endeavor to create nearly 10,000 jobs based upon the expected sales and support over the next 10 years, and at least 500 jobs in the U.S.

Through our collaboration with GA-ASI, we aim to strengthen sovereign defense capabilities, expand Korea’s presence in the global UAS market, and contribute to a more robust ROK-U.S. alliance, said Dong Kwan Kim, Vice Chairman of Hanwha Group.
Previously known as Mojave, Gray Eagle STOL leverages extensive commonality with the well-proven, in-production Gray Eagle 25M airframe to offer a highly capable new aircraft at greatly reduced cost and technical risk compared to a clean-sheet design. Gray Eagle STOL has recorded a number of first-of-their-kind aviation milestones, including the flight from the Dokdo, launch and recovery aboard the British aircraft carrier HMS Prince of Wales (09), live-fire testing at Yuma Proving Ground, Ariz., and several others. Gray Eagle STOL offers international militaries a unique platform: a full-featured medium-altitude, long-endurance UAS with a significant battlefield payload that can take off in short distances from ships, unimproved surfaces, or other highly combat-relevant locations.

New Software Will Provide In-Flight Target Updates
SAN DIEGO – 7 April 2025 – General Atomics Aeronautical Systems, Inc. (GA-ASI) has demonstrated software that will provide in-flight target updates that will enable the MQ-9B SeaGuardian® Unmanned Aircraft System (UAS) to close gaps on maritime targets. In a recent ground test, GA-ASI demonstrated the ability to send sensor data to the missile via Link 16 messaging. The software, part of General Atomics’ Quadratix software enterprise, was validated in a Systems Integration Lab and is gearing up for a live-fire demonstration later this year.
“We continue to build on the innovative capabilities of SeaGuardian for the U.S. Navy,” said GA-ASI President David R. Alexander. “The targeting we’ve demonstrated will be especially valuable in contested environments, enabling an unmanned asset like SeaGuardian to be used for higher-risk missions instead of putting manned assets at risk.”
Being able to fire and use SeaGuardian for targeting will significantly enhance the aircraft’s mission set. GA-ASI first showcased its targeting capability for SeaGuardian during the U.S. Navy’s Rim of the Pacific (RIMPAC) 2024.
SeaGuardian is a maritime derivative of GA-ASI’s MQ-9B SkyGuardian® and remains the first UAS to offer multi-domain Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) as an internal payload that can search the ocean’s surface and its depths in support of Fleet Operations.
With strong demand already in place, GA-ASI anticipates increasing interest in the MQ-9B SeaGuardian because it delivers high-end maritime capabilities at a significantly lower cost than traditional manned maritime platforms.

NSSF Praises DOJ and ATF Announcement Eliminating Biden-Era ‘Zero-Tolerance’ Policy
DOJ & ATF Reconsidering ‘Engaged in the Business,’ ‘Stabilizing Brace’ Rules
WASHINGTON, D.C. — NSSF® — The Firearm Industry Trade Association — praises the announcement today by the Department of Justice (DOJ) and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that the agencies are doing away with the Biden-era “zero-tolerance” policy that punished lawful and highly-regulated Federal Firearm Licensees (FFLs) for minor clerical errors. The announcement also stated the agency was reconsidering the “Engaged in the Business” Final Rule and the Final Rule regarding factoring criteria for firearms with attached “stabilizing braces.” These particular Biden-era policies have been major impediments to the lawful and highly-regulated firearm industry’s ability to provide for the exercise of the Second Amendment. Both of those Final Rules have been enjoined by federal courts.
“NSSF applauds today’s announcement by the DOJ and ATF that the Biden-era ‘zero-tolerance’ policy is being eliminated. This is great news for the industry that provides for the lawful exercise of the Second Amendment. We have worked with the Trump administration to secure this critical industry victory since the first day of the president’s second term and we value the cooperation we’ve received at DOJ and ATF to arrive at today’s decision,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “The Biden administration purposefully suffocated the firearm industry at every opportunity and no policy was more damaging than its so-called ‘zero-tolerance’ policy. This reckless policy throttled small businesses and drove many to shut down by threatening crippling administrative costs to fight against penalties for minor errors and infractions that were previously reconciled in good faith between ATF officials and law-abiding firearm retailers.”
In addition, the Biden-era “Engaged in the Business” Final Rule which redefined by edict that individuals privately selling firearms were to be considered in the business of selling firearms, requiring nearly any individual selling more than one firearm to obtain a federal firearms license (FFL). This action was designed by the Biden ATF to move the United States closer towards universal background checks, which have repeatedly been rejected by Congress. NSSF is pleased to learn of this consideration.
“Additionally, NSSF is glad to learn that the ATF rule on stabilizing arm braces is also under review,” Keane added. “The Biden-era ATF published this errant rule after determining for years that stabilizing arm braces attached to a pistol did not alter the classification of the firearm and instead decided these lawfully-sold pistols would now be regulated as short-barreled rifles (SBRs), turning tens of millions of Americans into felons overnight. Exercising the Second Amendment is not possible without the firearm industry and this announcement by the DOJ and ATF today should truly be celebrated.”
The Biden administration “zero-tolerance” policy was enacted by executive fiat, and allowed ATF to revoke a federal firearm license for a single, minor clerical error. Prior, minor administrative errors found during inspections were annotated for corrective action with ATF inspectors instructing firearm retailers on how to stay within regulations and laws. During the Biden administration, FFL warning letters and license revocations reached a blistering pace and had devastating effects on small businesses.
Former President Joe Biden infamously deemed the lawful firearm industry “the enemy” from the presidential debate stage. During the Biden administration, ATF revoked ever increasing numbers of FFL licenses each year. In addition, reports indicate that numerous FFLs voluntarily surrendered their licenses rather than endure the costly and painstaking process of clearing their name for the minor infractions.
President Donald Trump has promised to protect the Second Amendment rights of law-abiding Americans. He signed an Executive Order directing Attorney General Pam Bondi to examine all orders, regulations and other executive department actions to assess any ongoing Second Amendment infringements and to present a proposed action plan of action to protect Americans’ rights. NSSF wholeheartedly supports these efforts and praises Acting Director Patel’s announcement today.
NSSF urges the DOJ to finalize the pending rule to permit federal firearms licensees to access the FBI’s National Instant Criminal Background Check System (NICS) to voluntarily conduct employment screening checks on current and prospective employees, as provided for the Bipartisan Safer Communities Act (BSCA).

North Korean hackers recently have expanded their operations by posing as legitimate remote workers to infiltrate Western companies, with the aim of generating revenue for the regime. According to a new report from Google’s Threat Intelligence Group (GTIG), these covert activities have grown significantly, extending beyond the U.S. to Europe.
The tactic involves North Korean operatives creating fake identities and posing as job seekers to secure remote work opportunities, primarily in the tech and programming sectors. The money they earn through these roles is funneled back to the North Korean government to support its activities. Over the years, U.S. authorities have repeatedly warned about this scheme, with the Department of Justice recently indicting five individuals involved in the operation. These individuals were found to have fraudulently obtained work with at least 64 American companies.
Despite increasing awareness and legal actions, such as the indictment, this scheme continues to thrive. The GTIG report confirms that North Korean IT workers are actively targeting organizations in both the U.S. and Europe. While the U.S. remains a primary target, the report highlights that these operations are growing more sophisticated, with a notable shift towards European countries. This expansion is likely a response to mounting challenges faced by North Korean operatives in securing and maintaining jobs in the U.S.
Along with the geographic expansion, North Korean IT workers are evolving their tactics. The report notes an increase in extortion campaigns and a shift towards conducting operations within corporate virtualized infrastructures, which allows for greater anonymity and control. Some workers have even been detected managing multiple personas across both Europe and the U.S., targeting sensitive sectors such as defense and government organizations.
For companies that unknowingly hire these workers, the risks are significant, including potential espionage, data theft, and operational disruption. The report emphasizes the growing complexity of these schemes, with facilitators located in multiple countries helping to circumvent identity verification and facilitate the movement of corporate assets across borders.
