NSSF Welcomes Citigroup’s Reversal on Discrimination Against Firearm Industry
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, welcomes Citigroup’s decision to reverse its policy of discriminating against members of the firearm and ammunition industry and once again open banking services to this manufacturing, wholesale and retailer segment.
“NSSF is grateful that Citigroup’s leadership recognized that no one wants to promote safe and responsible firearm ownership more than those of us within the firearm industry. We are encouraged by the decision for Citigroup to resume providing financial services to members of our industry and the opportunity to work together to promote real solutions for safer communities, while respecting the rights of law-abiding citizens,” said NSSF’s Lawrence G. Keane, Senior Vice President and General Counsel. “This has been a hard-fought battle to ensure the firearm industry has access to the financial services necessary to compete in today’s market.”
Keane added that while the announcement was welcomed, the proof will be realized when members of the firearm industry are once again able to access financial services through Citigroup.
“We are guardedly optimistic, yet adhere to the proverb of ‘trust, but verify,’” Keane explained. “We will see if this is a substantive change in policy or just a superficial change while Citigroup continues to discriminate in private beyond closed doors where it is harder for the public to detect.”
NSSF has been a leader in changing laws in the states and working with Congress to end the unfair discriminatory practices by corporate banks, including Citigroup, Bank of America, J.P. Morgan Chase and Wells Fargo. NSSF was successful in passing the Firearm Industry Nondiscrimination (FIND) Act in 11 states, which prohibits state agencies and local government entities from entering into contracts with corporations that discriminate against the firearm industry. Citigroup was found to be in violation of the Texas FIND Act, enacted in 2021, and the bank was barred from competing to underwrite $3.4 billion in state bonds.
Similar legislation is pending in Congress. U.S. Sen. Steve Daines (R-Mont.) introduced S. 137, and U.S. Rep. Jack Bergman (R-Mich.) introduced H.R. 45, both titled the Firearm Industry Nondiscrimination (FIND) Act.
NSSF has also worked closely with Congress to advance the Fair Access to Banking Act, introduced by Sen. Kevin Cramer (R-N.D.) as S. 401, and Rep. Andy Barr (R-Ky.) introduced H. R. 987 under the same title. The Fair Access to Banking Act would stop corporate banks from picking winners and losers based on executives’ personal politics. The legislation also protects banks from outside pressure by special interest groups seeking to use the banks as a weapon to advance their political agenda.

NSSF Welcomes Sen. Joni Ernst’s FIREARM Act
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, welcomes the introduction S. 1922, the Fighting Irrational Regulatory Enforcement to Avert Retailers’ Misfortune (FIREARM) Act, by U.S. Sen. Joni Ernst (R-Iowa). The “FIREARM” Act would prevent the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) from shuttering Federal Firearms Licensees (FFLs) over minor clerical mistakes and allows them to correct self-reported errors.
Sen. Ernst announced the introduction of the legislation at NSSF-member Davenport Guns & Shooting Club in Davenport, Iowa.
“Senator Joni Ernst’s ‘FIREARM’ Act will ensure that future administrations cannot weaponize the ATF as a political gun control tool for special interests,” said Lawrence G. Keane, NSSF Senior Vice President & General Counsel. “Under the Biden administration, the firearm and ammunition industry witnessed the ATF being weaponized to carry out that administration’s extreme antigun policies. That damaged the cooperative relationships between firearm retailers, who are on the frontline preventing illegal straw purchases of firearms, and the ATF, which enforces laws to safeguard our communities. NSSF is thankful for Senator Ernst’s leadership to provide remedies that repair this necessary public trust in our federal agencies.”
Specifically, the “FIREARM” Act:
· Creates a safe harbor for FFLs to self-report violations, so they can correct any accidental errors;
· Requires the ATF to work collaboratively with FFLs to fix violations and help avoid future violations;
· Addresses the “willfulness” issue by defining it to mean a voluntary, intentional violation of a known legal duty achieved through specific intent or deliberate planning, excludes previous conduct, and creates a rebuttal if the conduct is not willful; and
· Allows for direct judicial review of license revocations to avoid the ATF from serving as both the judge and prosecutor.
President Joe Biden instituted the ATF’s “Zero Tolerance” policy that put firearm businesses at risk of losing their licenses and livelihoods for minor clerical errors that were previously corrected by ATF inspectors to assist those businesses to stay compliant and within the laws and regulations governing the firearm industry. The ATF revoked 195 FFL licenses in 2024, an almost 25 percent increase from 2023 – the year NSSF deemed as devastating. ATF revoked 157 federal firearms licenses in 2023, 88 licenses revoked in 2022 and just five in the last six months of 2021.
The Trump administration, through the Department of Justice (DOJ) announced in February that the Biden-era “Zero Tolerance” policy was dead. The DOJ followed that up with an announcement that several policies were under review and “Zero Tolerance” was eliminated. Acting ATF Director Daniel Driscoll follow that up before Memorial Day with a new policy that will “promote fairness, consistency, and public safety.”

Black bear meat is a healthy and tasty source of protein, abundant in iron, phosphorus, and vitamins B1, B2, and B3. Learning to prepare and cook bear meat harvested from the wild can be a rewarding experience, especially when you have the right seasonings to enhance its flavors. Hi Mountain Seasonings offers a fantastic recipe for a Smoked Bear Loin Roast that’s perfect for grilling and sharing with family and friends.
Smoked Bear Loin Roast Recipe
Ingredients:
• 1 bear back strap
• 12 oz coffee-flavored beer
• Hi Mountain Seasonings Rib Rub
• Salt
• Fresh-ground coffee
• 1/2 cup maple syrup
Directions:
1. Trim anyexcess fat from the bear backstrap. Place it in a nonporous container and pour in the coffee-flavored beer. Allow it to marinate for a couple of hours. Once it’s marinated, remove the meat and pat it dry with a paper towel.
2. Apply salt, a liberal amount of Hi Mountain Seasonings Rib Rub, and fresh-ground coffee on all sides of the roast.
3. Place the seasoned bear backstrap in a nonporous container and refrigerate for a couple of hours.
4. Remove from the refrigerator and let it stand at room temperature for 60 minutes.
5. Preheat your smoker or pellet grill to 250°F.
6. Place the bear back strap in the smoker/pellet grill. During the smoking process, glaze the roast with maple syrup on both sides.
7. Smoke the bear back strap until the internal temperature of the roast reaches 165°F.
Cooking Bear Meat Safely
Since bears can be carriers of Trichinella spiralis (the parasite that can cause trichinosis in humans), it’s crucial to follow the proper cooking techniques to ensure the meat is safe to eat. Here are some important tips for cooking bear meat:
• The internal temperature of the thickest part of the meat must reach 165°F for at least 3 minutes. For extra safety, heat the meat to 170°F to ensure it is thoroughly cooked.
• Continue cooking until there is no trace of pink meat or fluid, paying close attention to areas around joints and near the bone.

NSSF Statement on the Denials of Cert by the U.S. Supreme Court
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, is disappointed by the U.S. Supreme Court decision this morning not to hear the appeals in Snope v. Brown and in the NSSF-funded Ocean State Tactical v. Rhode Island cases challenging on Second Amendment grounds Maryland’s ban on Modern Sporting Rifles (MSRs) and Rhode Island’s ban on standard sized magazines, respectively.
We respectfully disagree with Justice Brett Kavanaugh’s statement respecting the denial of cert in the Snope case that the Court should wait a “Term or two” before taking action to stop the lower courts from misapplying the Court’s holding Heller and Bruen to deny the Second Amendment rights of millions of law-abiding Americans living in the states that have enacted laws banning MSRs and magazines.
NSSF agrees with the view expressed by Justice Clarence Thomas in his dissent from the denial of cert in the Snope case. He wrote he “would not wait to decide whether the government can ban the most popular rifle in America. That question is of critical importance to tens of millions of law-abiding AR–15 owners throughout the country. [The Supreme Court has] avoided deciding it for a full decade. And, further percolation is of little value when lower courts in the jurisdictions that ban AR–15s appear bent on distorting this Court’s Second Amendment precedents. I doubt we would sit idly by if lower courts were to so subvert our precedents involving any other constitutional right. Until we are vigilant in enforcing it, the right to bear arms will remain ‘a second-class right.’”
