These are trying times. People across the nation have been asked to stay at home, practice social distancing and do whatever they can to stop the spread of this unprecedented medical emergency. Many businesses have been forced to close their doors, while our doctors, nurses and first responders rush to the front lines to battle a threat unlike anything our country has seen in the last century.

Leupold and Stevens is part of the Defense Industrial Base, which means we have a special responsibility to equip and support our military forces. Our team is classified by the federal government as part of the “Essential Critical Infrastructure Workforce.” We will continue to manufacture and deliver the world’s best performance optics to our United States Armed Forces and Law Enforcement Professionals who continue to put themselves in harm’s way, despite the threats they face, for the protection of our nation. For decades, we’ve proudly built optics for the brave men and women who put service before self, and we are dedicated to continuing that tradition through this crisis.

As a fifth-generation family-owned company, we take the health of our team members seriously. We employ over 650 hardworking Americans with families in our Beaverton, Oregon, factory. Providing our family of employees with safety and security will always be a top priority. That is why we have taken proactive steps to modify our operations to include workplace protections and to maintain a safe environment.

Our manufacturing operations have been re-engineered to meet both federal and local government social distancing workplace requirements. NDIA, PSC seek more time for contractors’ Section 889 compliance

image008ARLINGTON, VA – Leaders of the National Defense Industrial Association and the Professional Services Council want Congress to move by six months the deadline to implement part of the 2019 National Defense Authorization Act that prohibits the government from doing business with companies having Huawei, ZTE or affiliated entities’ products in their supply chains, the Arlington, VA-based groups announce April 2.
At a time when the focus should be on recovering from fallout of the COVID-19 crisis, this six-month extension — from Aug. 13, 2020, to February 2021 — is justified, the March 31 letter to congressional leaders said. Hawk Carlisle, NDIA’s president and CEO, and David Berteau, PSC’s president and CEO, sent the letter on behalf of “thousands of businesses of all sizes and sectors providing essential products and services supporting America’s warfighters” and who are committed to national defense during the Coronavirus response.
NDIA and PSC seek the change for two reasons: to give the government time to issue a draft implementation rule, and to give industry and the public time to assess impacts and comment on the implementation plan for such a complex undertaking.
“Section 889 Part B has broad legislative language,” Carlisle said. “There is no draft rule to understand critical definitions and compliance requirements. Add to this a need to focus on the impact of COVID-19 crisis, and we feel postponement is needed to implement this policy correctly.”
Without more time, this broad language in Part B “will impose significant financial and operational costs on medium- and small-sized firms at a moment of substantial uncertainty and hardship,” the letter states. These companies know they need to secure their supply chains “against determined and sophisticated adversaries, and they stand ready to do what it takes to deliver uncompromised goods and services,” the letter states.

What Pandemic?

big-brother-germany-01How’s everybody doing out there? It’s week three of social distancing with four more to go. Hope everyone is following the CDC guidelines and dismissing the media? You undoubtedly have cabin fever but the outcome is worth the sacrifice so hold the line. But look, rather than spending $150 per hour plus minutes of usage, if you don’t have an unlimited calling plan, on a jackass who studied psychology so they could understand themselves and who more than likely just got off Skype with their therapist, have a shoot the shit.

A shoot the shit is a social interaction where any topic can be discussed, participants don’t need to know anything about the subject, they’re free to make unsupported statements, use uncensored profanity, insult anyone they wish or change the subject. Now look, shoot the shits are always best when you have a hot tub party but doing so will make you social distancing noncompliant, so my suggestion is for you to use Skype or some other video conference tool.

So, let’s shoot the shit.

You’ve all heard the face mask argument, it seems to be getting louder but as Sister Mary Joseph use to tells us, “empty barrels make the most noise.” The media blowhards are alleging that the CDC is lying about the effectiveness of face masks because they want to keep them for the medical profession? If anything flags you as a moron is a statement of that nature. When the doctors and nurses all perish who the hell is going to treat your ass should you be infected-  Nobody! Yes, there is a shortage of  personal protection equipment so let’s keep the frontlines supplied.

You wearing a mask is equivalent to using a condom with its reservoir cut off. The COVID-19 virus is  propagated via atomized particles, infected surfaces and hands. Simply walking down the street and into a contaminated air pocket, due to a cough or sneeze from an infected individual, will likely infect you via your eyes and contaminate your exposed skin. To put it bluntly, wearing a face mask is like getting a hand job, it makes you feel good but it’s not the real thing. What a mask does is distract you from doing what is 100% effective and that is social distancing. Strict observance of social distancing is working in Italy and France. Both of those countries are seeing increasing infections at a decreasing rate and that means they’re getting over the apex.

They have been successful because local officials have taken a hard line. These Italian mayors are angry and communicating that anger to their communities.

Contrast them with NYC Mayor Bill de Blassio who prognosticates disaster; stopping short of saying stick your head between your legs and kiss your ass goodbye. What you would be hearing if Rudy Giuliani were NYC Mayor would something along the lines: “  Pessimi bastardi, se vedo qualcuno di voi idioti per strada, vi inculerò nel culo e dormirete con i pesci”.

Please comply with CDC guidelines, be safe, stay healthy, do some dry firing and this too will pass.

Gov. Charlie Baker Quietly Lifted Restrictions, Only to Reverse Course.

NEWTOWN, Conn. — Massachusetts Gov. Charlie Baker closed federally licensed firearm dealers after briefly listing them open as “essential” services. The move effectively denies Massachusetts residents of their Second Amendment civil rights, under the guise of emergency health orders.

Gov. Baker quietly updated the Bay State’s COVID-19 guidance to mirror the updated guidance published by the Department of Homeland Security, listing firearm manufacturing, distribution and retailers as “essential critical infrastructure” that should remain open during the coronavirus pandemic. The National Shooting Sports Foundation® (NSSF®), the trade association for the firearm and ammunition industry, alerted Massachusetts member retailers of the updated state guidance. Just hours later though, Gov. Baker reversed course, ordering firearm retailers closed. The language that originally included firearm retailers and ranges was struck and no longer appears on the guidance.

When NSSF inquired about the reversal, the answer received was “to keep as many people home as possible.” That doesn’t align with other businesses allowed to remain open in Massachusetts as essential. Gov. Baker’s order keeps liquor stores open yet denies law-abiding citizens the ability to lawfully purchase firearms for self-protection, a Constitutionally-protected individual civil right.

“This antipathy for the respect of the right of Massachusetts citizens to protect themselves is alarming,” said Lawrence G. Keane, Senior Vice President and General Counsel for NSSF. “Every other governor in New England is permitting their citizens the right to acquire a firearm. Even the governors of New Jersey and Pennsylvania have now recognized the limits of their authority to infringe on fundamental American rights and reversed course. Gov. Baker’s using a health crisis to further an antigun agenda that denies Americans their rights is inexcusable.”

Gov. Baker’s antigun bias is well documented and also recently extended to denying firearm retailers he forced to be closed from accessing emergency small business loans. Gov. Baker listed firearm-related businesses as ineligible for the aid yet denies them by force of order from operating their businesses. The NSSF is calling upon Gov. Baker to respect the Constitution, follow the Department of Homeland Security’s guidance as have other governors and allow federally licensed firearm retailers to be open as the essential businesses.

An individual’s choice to exercise the right to keep and bear arms begins with the ability to access the gun counter. When governments issue emergency orders to block that access, it cannot be considered anything less than an outright denial of rights. Firearm retailers across the country are operating within CDC guidelines, enforcing social distancing guidance, cleaning and sanitizing common surfaces and taking additional measures to safeguard the health of their employees and their customers, as has been strongly recommended by NSSF.

NSSF Donates $25,000 in Support of Newtown and Region’s Virus Responders

NEWTOWN, Conn. — The National Shooting Sports Foundation® (NSSF®), the trade association for the firearm industry, has made donations totaling $25,000 to three groups indispensable to supporting the health and welfare of area residents in response to the COVID-19 pandemic. The funds will assist with the purchase of personal protection equipment (PPE) such as surgical masks, gowns and gloves and other necessary equipment.

“We have unbounded appreciation for the brave frontline responders supporting residents in need and keeping our community safe,” said Joe Bartozzi, NSSF President and CEO. “As a concerned member of the community, NSSF wants these organizations and area residents to know that we stand with them during this unprecedented, challenging time. Assisting one another, however possible, will help us prevail against the serious health threats posed by the coronavirus.”

NSSF, based in Newtown, has sent $10,000 to Newtown’s Emergency Management Office to help purchase PPEs for Newtown’s first responders—the Volunteer Ambulance Association, Newtown Police Department and the town’s five fire departments.

NSSF will provide $10,000 to Bethel Visiting Nurse Association, which provides crucial in-home healthcare services to residents in Bethel, Brookfield, Danbury, Newtown, New Fairfield, Redding, Ridgefield and Southbury.

Additionally, NSSF will support Danbury Regional Hospice with a $5,000 donation and draw attention to the group’s ongoing fundraiser for PPEs at RegionalHospiceCT.org.

“It is our hope that NSSF’s donations will help ease the burdens of these organizations in their fight against this insidious disease,” said Bartozzi. “Because we’re all in this together, we encourage those who can to support funding for PPEs for these and other organizations in this fight against COVID-19.”

NSSF represents more than 9,000 companies engaged in all segments of the firearms and shooting sports industry, including manufacturers, wholesalers, retailers, ranges, hunting and conservation groups and outdoor media.

With rising concerns over the spread of the coronavirus, NAUMD cancels the 2020 conference but will extend deadlines to Awards Programs with winners announced in May 2020.

(March 2020) – The North American Association of Uniform Manufacturers and Distributors (NAUMD) and its Public Safety Suppliers & Retailers (PSSR) division announce the official cancellation of the 2020 NAUMD Conference & Expo that was to be held April 26 – 28, 2020, at the Hyatt Regency in Reston, Virginia.

The NAUMD board of directors also announced the continuation of the NAUMD Awards Program with an extended submission deadline of April 27, 2020. Winners and runners-up will be announced on May 17, 2020. The awards programs to be continued include The Image of the Year Awards®, Best Dressed Public Safety Awards®, and the Innovation Awards.

The Image of the Year Award® is presented by the Image Apparel Institute, recognizing the best workplace apparel programs. Since 1978, the IOY Awards have recognized the organization’s program, plus the manufacturers and distributors that created it. Independent judges evaluate the programs on 1) originality of design, 2) projection of branding, 3) functionality for the job, and 4) use of technology and innovation. The judges award a maximum of 100 points to a submission. The submission with the most points from all the judges wins. The submission deadline is extended to April 27, 2020, and is free to enter.

The Best Dressed Public Safety Award® is presented annually by NAUMD to police, fire, and sheriff departments across North America. Independent judges evaluate the submissions based on 1) appearance, 2) functionality for the job, 3) use of technology and innovation, and 4) department maintains uniform standards to determine the best overall uniform programs. In addition to recognizing the departments, the award recognizes the distributors and manufacturers involved in the program. The judges award a maximum of 100 points to a submission. Wetzlar, Germany, 30 March 2020 – The sixth batch of the Bundeswehr order is worth around one million euros. This comprises of more than one hundred IRV 600 A1 thermal sight attachments. The uncooled attachment is noiseless and ready for use after only five seconds. 

The IRV 600 A1 was developed especially for long ranges. It is characterized by its simple operating concept and its central control panel. The infrared attachment is equipped with a video connection for an external monitor. Its additional picatinny rail offers space for optional accessories. A battery pack allows the user to easily replace the battery without having to use tools.

In addition to the IRV 600 A1 infrared attachment, HENSOLDT also supplies the NSV 600 night sight attachment, the ZO 4×30 targeting optic, the RSA-S reflex sight, the Spotter 60 spotting scope, the ZF 6-24×72 riflescope and other accessories for the German Army’s modernization program “Infantryman of the Future – Enhanced System” (IdZ-ES).

EUROSATORY 2020 IS CANCELLED

The sanitary situation due to Covid-19 is deteriorating daily in France and has spread throughout the world.

The conditions for preparing and running the exhibition, which would protect the health and safety of the 100,000 expected participants, visitors, exhibitors and organisers, can not be met.

Many international and French exhibitors registered for the Eurosatory trade fair scheduled from June 8 to 12, 2020 are no longer able to prepare their participation and configure or transport the necessary equipment. It also appears that the very large number of foreign visitors expected to participate in the fair can no longer plan their trip to France.

The postponement of the exhibition to a later date has been studied but the conditions for success can not been met.

The current situation no longer makes Eurosatory possible in 2020. It is with immense disappointment that GICAT (French Land and Airland Defence and Security Association) and its subsidiary COGES are forced to cancel the fair planned for June.

All the participants and partners will be contacted in order to best manage the consequences of this cancellation.

Therefore, Eurosatory team invites you to the next edition of the exhibition that will be held from June 13 to 17, 2022.

Medical equipment, contractor support among latest results from NDIA’s work with the Defense Department

ARLINGTON, VA – The Defense Department has acted swiftly to get more and faster medical assistance to U.S. areas affected by the COVID-19 virus outbreak, answering concerns addressed last week in several meetings with the National Defense Industrial Association, its fellow associations and the DoD, the Arlington, VA-based association announces today.
DoD also continues to address the issues facing defense contractors – particularly those in small business – in this challenge time. Details of all DoD’s actions can be found in this release<https://www.defense.gov/Newsroom/Releases/Release/Article/2129497/partnering-with-the-us-defense-industrial-base-to-combat-covid-19/>.
Among the latest actions:
* The Defense Logistics Agency modified a contract to procure 8,000 ventilators from four vendors, worth nearly $85 million. This will be a time-phased delivery over the next several months, and shipment should start within the next few days.
* DLA will supply Navy hospital ships USNS Comfort and USNS Mercy with more than $2 million in pharmaceuticals and medical supplies, 975,000 gallons of fuel as well as food and repair parts. These ships are bound for New York and Los Angeles.
* Defense Threat Reduction Agency helped deliver six C-17 military air shipments, totaling 3 million COVID-19 test kit swabs, to support U.S. medical professionals testing needs.
* DoD will leverage its traditional Defense Protection Act Title authorities to support the industrial base and the national emergency response. To date, it has not executed any DPA efforts that fall under Executive Order 13909 the president issued March 18.
* Defense Contract Management Agency will use a mass modification to approximately 1,500 contracts to raise limits on progress payments from to 90% for large businesses and to 95% for small businesses. This brings immediate cash flow to industry, especially small businesses in the supply chain, once incorporated into the contract.

Under Secretary of Defense Ellen Lord’s Acquisition and Sustainment leaders in Industrial Policy, Defense Pricing and Contracting, Defense Logistics Agency, Defense Threat Reduction Agency and the Defense Contracting Management Agency continue to work closely with the military services, the Hill and state governors to support the COVID-19 response. Their talks with NDIA and its fellow trade associations will continue to ensure the defense industrial base stays strong for both national security and COVID-19 assistance.

Othram Establishes Academic Program to Train Forensic Genomic Scientists

The program will create new training opportunities for Molecular Genetic Technology students in forensic genomics.

Lyons Falls, NY: Otis Technology has partnered with Saint Lawrence Spirits to make, bottle and distribute hand sanitizer to first responders in desperate need during the COVID-19 pandemic.  In addition, Otis Technology began using its facilities – that normally manufacture firearms maintenance equipment for military, law enforcement and civilians – to immediately begin manufacturing personal protective equipment (PPE).
“We’d been following the news closely in order to stay up-to-date on the virus and ensure the safety of our employees.  We made the decision to temporarily cut our staff, in order to keep them at home, safe and to help flatten the curve.  This decision was made just hours before Governor Cuomo announced a mandated workforce reduction,” states Larry Williams, CEO for Otis Technology.
“We also began immediately asking ourselves ‘how can we help?’  Otis is a state-of-the art facility built on innovation.  We have a dedicated research and development facility that can investigate and tackle new projects and they took the task of PPE by storm.  I applaud my entire team’s efforts – working around the clock to get up and running,” continues Williams.
To date, Otis Technology has donated hand sanitizer and eye shields to several localities in need – namely Crouse Hospital (Syracuse, NY), Lewis County Emergency Management, and a donation to Oswego County Emergency Management is pending.  These initial donations are in close proximity to Otis’ headquarters and research & development facilities, located in Lewis and Oswego counties, respectively.  A portion of hand sanitizer and PPE made will continue to be donated to first responders and hospitals in need.
Otis Technology is utilizing it’s logistics avenues as a defense contractor to get these urgently needed items into the hands of those on the front lines fighting this pandemic.  The company is working diligently to fulfill as many orders that have come in and continue to procure more materials to keep up with demand.
In working with NYS authorities and customers alike, Otis Technology is monitoring requests for various needed items and assessing its ability to manufacture needed items.  Thus far, Otis Technology has manufactured or procured face shields, facemasks, shoe covers and the aforementioned hand sanitizer in conjunction with Saint Lawrence Spirits.

Production continues at Kimber’s new, state-of-the-art Troy, Alabama manufacturing facility, with the entire line of handguns and long guns being assembled. Due to the large number of parts manufactured in Yonkers and the state mandated closure in New York, the Troy facility will suspend production on March 31st . “This situation is unfortunate as we were off to an incredible start in gun shipments in 2020 and were running our factories seven days a week. We would like to thank our dealers and consumers for their overwhelmingly positive response to our 2020 new products,” said Greg Grogan, Kimber president. Kimber’s Alabama based customer service and repair services remain open to help customers with any questions they may have. In addition, the Alabama based Kimber online store is open and products are shipping as long as inventory lasts. Montana based dealer sales and customer service departments also remain open.

“We greatly appreciate the patience and understanding of our dealers and our fans,” Grogan said. “Rest assured that any disruptions in product manufacturing are temporary, but the duration is out of our hands. As soon as we are allowed, we have plans in place to restart production as quickly as possible.”

In addition to the temporary closure of the Kimber, New York facilities, Kimber has adopted CDC-issued guidelines to protect employee health and prevent the spread of COVID-19 at all Kimber locations.

“Much like all Americans, Kimber will be challenged by these closures,” Grogan said. “But no one here has any doubt that we will all soon be back in production and stronger than ever.”

In this country, you gotta take the toilet paper first. Then when ...

Hey, it’s Friday and time to think about sitting at home for the weekend. I’ve got a number of reviews that require range time but I’m in compliance with federal and state guidelines until this COVID 19 problem comes under control. I usually like to ask readers if they had a productive week but most of you are in the same situation as I’m in.

I do want to thank those of you intelligent enough to comply with the CDC’s isolation directives, your actions will bring the advance of infections to a grinding halt, but sadly we find jackasses in our midst who don’t think the CDC knows what they’re doing. They go out and lick products on store shelves, congregate, coordinate bike rides, hold corona parties on and on, it’s enough to make you go out and sign up for tele-therapy but STOP, instead have a shoot the shit. It doesn’t need to be a face to face social interaction, you can do it using conference video calls. Using tele-therapy to help you decompress, will put you in the hands of a jackass who studied psychology so they could understand themselves. They’ll charge you $150+ per hour to tell you the reason you’re stressed about the Coronavirus is because you fear ending up in the hospital where they’ll determine that you have a small penis. So, lets shoot the shit.

One of my readers shared a video that had me rolling on the ground laughing. It is a bit risque’, but what the hell, it has enormous therapeutic value and costs you nothing. So, here it is…

 

We are living through some weird times but keeping the sweat pumps in low speed is the way you want to live because it ensures clarity of thought. There’s absolutely no need to go out and buy every roll of toilet paper you can find or every round of ammunition for that matter. If you’re worried about a North Korean invasion, know they would attack California first where they would be issued a drivers license, placed on Medicaid and given food stamps.

Here’s what you need to be concerned about, individuals not following state and federal isolation directives, just look at what is going on in New York City.  Be concerned about the influx of New Yorkers leaving the state to escape the pandemic, which is sure to ignite or accelerate infections in the southeastern states.

Don’t be overly concerned about the economy it will recover if you the consumer remain positive and if we succeed in curbing the spread of the virus through our isolation.

In closing, let me share a picture sent by a reader that’s appropriate to the times. I’ll describe it borrowing from Frederick R. Barnard who published a piece commending the effectiveness of graphics in advertising with the title “One look is worth a thousand words“, December 1921. Have a great weekend and be safe.
