NDIA welcomes Senate support of Innovation and Competition Act

ARLINGTON, VA — The National Defense Industrial Association applauds the Senate’s passage of the U.S. Innovation and Competition Act. In a 68-32 vote, the Senate showed broad support for the need to bolster U.S. manufacturing, technological innovation and competitiveness against pacing threats from China.

Sen. Chuck Schumer (D-NY) introduced the act, formerly known as the Endless Frontier Act, with bipartisan co-sponsorship from 13 senators. The legislation includes $52 billion to assist American manufacturers of semiconductors production in response to the global shortage, and $81 billion to support innovation efforts led by the National Science Foundation.

In response to China’s aggression and its abuse of foreign trade practices, the bill looks to strengthen partnerships with allies, such as Australia and Japan, and to halt the importation of products made with stolen intellectual property. It also allows the U.S. president to impose sanctions against any entities that have benefited from intellectual theft on behalf of China against the United States.

The National Defense Industrial Association will follow the Endless Frontier Act as it goes to the House of Representatives for consideration.

The first phase of units, in excess of £3 million, will be delivered within the next 12 months under the TCOS program with options to procure additional units over the life of the contract.

The ClipIR XD-E systems will deliver enhanced situational awareness and increased threat detection capabilities at low light or no light situations to dismounted British ground forces.

The miniature clip-on infrared thermal imager from Thermoteknix converts an existing monocular or binocular night vision device into an enhanced surveillance solution. Blakely, Ga. (June 2021) – The Precision Rifle Expo (PRE) opens registration for its 3rd annual, two-day event featuring the top brands in the precision, long-range rifle market. This year, the PRE will be held Oct. 30 – 31, 2021, at the Arena Training Facility in Blakely, Georgia. Pre-register now for $35 (and save 30 percent on the entrance fee) or purchase tickets at the door for $50. The PRE is open to the public.

After the cancellation of the 2020 Expo due to COVID-19 restrictions and with attendance from 2019 exceeding expectations from the inaugural year, 2021 promises attendees an outstanding opportunity to access exhibitors in the main tent hall and range locations, get hands-on product experience, choose from a large variety of long-range seminars to attend (normally valued at very high costs), and get to know what the community is all about. Novices and professionals, competitors, and industry experts, all converge on one of the Country’s premier shooting facilities to learn from each other, test their skills, and build long-lasting relationships.

This year, attendees will not have to sign up for any of the classes. Just go to the event and attend the classes of your choosing. Educational experiences will bring in specialists teaching the following skill sets: precision handloading, wind reading, position building, competition preparedness, long-range precision shooting introduction, and fundamentals of marksmanship. The Arena Training Facility is located approximately two and a half hours from the Hartsfield Airport in Atlanta, Georgia, and is centrally located in the Southeastern US. The facility boasts a unique configuration of multiple medium- to long-distance ranges (out to 2,300 yards), multiple climate-controlled classrooms, a main building, and a clubhouse (available first-come, first-serve for exhibitors), all located on 2,300 acres. For those who want to fly into the facility, the Arena has a 5,400 ft. airstrip, and hangar space is available.

This location provides a unique opportunity to see the top equipment used by the best shooters in the country, where attendees can participate in seminars providing valuable education, and try out this equipment at many of the onsite long-distance ranges. In addition, if attendees like what they see, many of the exhibitors will be offering their products for sale onsite.

The defense technology group KNDS, in which Krauss-Maffei Wegmann (Germany) and Nexter (France) merged to form the leading European company for military land systems, ammunition and related services, has presented its key figures for fiscal year 2020. In 2020, the group achieved remarkable results in an unprecedented context due to the Covid crisis, thus demonstrating its robust business model, its resilience and its strong economic and financial position.
With 3,3 billion euro of order intake, the consolidated order backlog grew to a record 10.6 billion euro. Major orders were the midlife upgrade for the 322 FENNEK vehicles of the Netherlands Army, 24 LEGUAN bridge layers for the German Bundeswehr, 42 JAGUAR, 271 GRIFFON, and 364 SERVAL vehicles related to the SCORPION program, as well as support and services activities for the French army, and CAESAR guns for a new export customer.
The group generated 2,4 billion euro of revenue, while its workforce grew to 8,270 employees.
“In 2020, we met or exceeded all our commercial targets,” said Frank Haun, CEO of KNDS, in assessing the company’s performance. “In addition, Nexter and KMW are integrating faster and more strongly to become the joint pacesetter for key innovations in the field of military land systems. Against this backdrop, however, we see new challenges. For example, the budgets of our most important customers are being significantly impacted by the consequences of the corona pandemic, partly at the expense of the defence budgets. And within defence budgets, significant increases in spending on air systems are emerging, which in turn are putting pressure on much-needed army projects.”

NDIA survey shows what defense businesses face as the pandemic recedes


ARLINGTON, VA – As the COVID-19 pandemic starts to retreat in the United States., businesses of the defense industrial base are finding where they are now and what lies ahead, so says the results of a pulse survey from the National Defense Industrial Association, done under the Vital Signs project of the Strategy & Policy Department and released Monday, June 14.

The survey of more than 200 NDIA members was conducted over several weeks in April and May, and revealed many points, including:

• 18.5% of respondents said their businesses have returned to normal operations, while 31.5% said they do not expect a return to a normal level for more than six months.

• Small businesses in the defense industrial base — particularly those with 25 or fewer employees —reported large negative effects on their businesses due to the pandemic far more than larger businesses. When compared to U.S. small businesses that do not specialize in defense, these businesses were nearly 32% less likely to experience large negative effects, but about 19% more likely to experience moderate negative effects.

• 34.7% of businesses reported that COVID-19 had a major impact to revenue expectations in July 2020, which has fallen to 19.3% as of May 2021.

• The four areas of operations most affected by the COVID-19 crisis are revenue expectations (41.7%), confidence in supply-chain partners (31.7%), availability of workforce (30.5%) and ability to perform on contracts (29.6%).

• At 41%, availability of employees to work was the most common factor affecting operating capacity. Physical distancing of customers or clients and limits on the number of concurrent customers or clients was the second most responded factor at nearly 10%.

NDIA conducted two surveys in 2020 at the Defense Department’s request to gauge how business, particularly small business, was doing during the pandemic. NDIA did this survey on its own but does plan to share the information with interest officials at the Pentagon, said Corbin Evans, principal director of strategic programs. “Defense is such a broad industry with many facets, and many of its companies and employees are our members. We felt another survey was in order to understand what is going on now compared to the start of the pandemic, but also what lies ahead for these companies,” he said.

To say that he’s been busy would be putting it lightly; if you’ve been following him on social media, you’ve seen the results of his work almost daily. Hoppe’s Shooters Score Big Wins at USPSA 2 Gun Nationals

OVERLAND PARK, Kan. – June 10, 2021 – Hoppe’s, the No. 1 name in gun care products, congratulates sponsored shooters Todd Jarrett and Nicholas Realuyo on bringing home top wins at the recent USPSA 2 Gun PCC and Pistol MultiGun Nationals, held June 4-6 in Talladega, Alabama. In the inaugural match, Jarrett finished second Overall in the Open Division while fellow teammate Realuyo was named Top Junior.

Throughout the three-day match, more than 200 shooters took on 11 stages of fire, each designed to test their ability in both speed and accuracy. Amongst the stacked field of competitors, Jarrett was able to stay near the top of the leaderboard, finishing in second place while also being named High Senior.

“Well, I didn’t win but I’ll take it,” Jarrett joked while reflecting on the match. “Overall, I thought the stages were extremely well done and coming from the 3-Gun world, I thought each was well thought out and challenging. And while I fell a little short of my goal, to me the excitement around this match and its overall success is a strong indicator that more major matches like this will be coming back soon. And perhaps more importantly, 2-Gun matches are alive and well.”

Leading up to the match and during, Jarrett relied on numerous Hoppe’s products to keep his gear running like new.

This positive relationship, along with Realuyo’s hard work and determination, helped pave the way to him winning the distinguished honor of Top Junior while placing 11th overall in the Open Division.

“I first met Nicholas and his brother several years ago at a junior camp I was teaching, and it was evident that both had amazing talent at such a young age,” Jarrett said. “We’ve continued to work on the range together whenever we can, and it’s been fun to see their skills develop. Being on the same squad, it was definitely a benefit to discuss stage plans and feed off with them as I would seasoned veterans. As a mentor and a friend, I was excited to see Nicholas win his first Junior National Championship.”

The MIL-SPEC ATACR™ 4-20×50 F1 will be integrated as the Mid-Range and the Designated Marksman solutions for US Special Operations Command’s current and future anticipated Semi-Automatic Sniper Weapon Systems. The R-VPS will round out a complete family of Variable Power Scopes awarded to Nightforce Optics within the MAS-D Program.

As part of a life cycle replacement program and capabilities enhancement, the Nightforce MIL-SPEC ATACR 4-20 is optimized to provide improved target detection and  dentification, as well as hit probability, for engagements out to 1200m.

While a new benchmark for us, the real benefit is the continuity it brings to the end user. The Nightforce MIL-SPEC ATACR 4-20 offers excellent performance in intermediate range target detection as well as reliable mechanical adjustment. FN Wins U.S. Army Contract to Build M240 Machine Guns and Spare Receivers

The contract, awarded through 2026, is multi-faceted and will support both the U.S. Army and other Department of Defense (DoD) programs.

ECA GROUP today announces the fulfilment of the first milestone within the modernization programme of 3 mine countermeasures vessels belonging to the Latvian Navy, 8 months after winning the contract for the modernisation of the Navy’s MCM capabilities. This first milestone consists of disassembling the legacy equipment of mine countermeasures vessels. Following this successful phase, and the Critical Design Review of ship architecture, teams will begin installing the new, upgraded equipment in October 2021.
ECA GROUP will install and configure its UMIS Unmanned Mine Countermeasures Integrated System on the 3 vessels. The UMIS Toolbox is a comprehensive suite of state-of-the-art technology for unmanned, mine clearance operations, while removing the need for the ship to enter the minefield (stand-off concept). For the Latvian Navy, ECA GROUP will replace the vessels’ conventional mine detection systems based on a hull sonar with a more compact, mobile and evolutive unmanned system UMIS, consisting of AUV (Autonomous Underwater Vehicle) A18-M drones fitted with the latest generation ECA GROUP synthetic aperture sonar UMISAS for detection, and several underwater robots, the Seascan MK2 and K-STER C for mines identification and neutralisation. The new Ultra Short Baseline positioning system installed in place of hull sonar enables not only tracking but also acoustic communication, replacing the previous acoustic modem which had to be launched from the deck.
ECA GROUP will modify the vessels to accommodate the new equipment with the support of its subsidiary MAURIC, specialized in naval architecture, and Latvian industrial partners, in order to install these new generation mine countermeasures systems. Several Latvian companies have been consulted for the supply of equipment and coordination of on-site activities and works. Other Latvian companies will also be consulted for procurement of racks, trolleys, launch and recovery systems of drones. MAURIC will make a valuable contribution in ensuring the operability of the equipment installed on board, guaranteeing enhanced performance of the ships following their upgrades.
An integral part of the upgrade by ECA GROUP and MAURIC will be the complete renewal of the Combat Room to integrate cabinets and consoles necessary for operating the new navigation systems (WECDIS, USBL positioning system and Inertial Navigation System by iXblue), new Autopilot (by SIREHNA), and ECA GROUP’s UMISOFT software suite for Mission Management, Data Management and Drone Control. A new Iridium and Wi-Fi antenna will be installed on each ship for communicating with the A18-M drone at the surface.
Naval forces around the world are faced with economic restrictions and the need to rationalise resources whilst enhancing their capabilities in order to fulfil their increasingly challenging missions of fighting threats and protecting populations.
By upgrading mine warfare equipment on existing vessels, ECA GROUP brings state of the art capabilities to navies while enabling them to prolong the life of their fleet already in service. (In the case of the Latvian Navy, they had acquired their vessels from the Royal Netherlands Navy in 2006.) The UMIS Toolbox can also be installed on other models of conventional mine countermeasures vessels or on ships that are not used for mine countermeasures.
ECA GROUP offers this modernisation solution to all navies that intend to keep and optimise their conventional mine countermeasure vessels or consider the acquisition of pre-owned vessels.

Each Harold “Pie” Keller commemorative Henry lever action has a walnut stock engraved with an image of Keller atop Mount Suribachi with the famous flag raising in the background. The date “February 23, 1945” appears above the design with Keller’s name in a flowing scroll banner beneath the image.

Henry Repeating Arms will contribute $50 of every rifle sold to the Brooklyn Community Foundation 501(c)(3), a local organization raising money to pay for a monument to honor Keller.

In addition, Henry Repeating Arms will auction the “Pie” Keller commemorative rifle with serial number 001 on Gunbroker.com starting at 9:30 am EST on June 14, 2021, which is also Flag Day. Proceeds of that auction will also be used to support erecting the monument to Keller.

Long Range Fundamentals from Ballistic: Ballistic Coefficient, Caliber Selection and MOA

Gainesville, GA (June 8, 2021) As with most technical pursuits, long-range shooting has a good number of basic terms a shooter needs to know on their way to being a top shot. These terms include:
Ballistic Coefficient – According to Wikipedia, “the ballistic coefficient (BC) of a body is a measure of its ability to overcome air resistance in flight.” Less air resistance equals less drag, and less drag means better performance from a “body,” in this case, a bullet.
BC is denoted numerically, and the higher the BC number, the easier and more efficiently the bullet passes through the air. BC is determined by several factors, including the shape or design of the bullet, its weight and the diameter. Long-range shooters want bullets with a high BC to retain speed longer, drop less and be less affected by wind. 
For example, the Hornady ELD Match round in 6.5 Creedmoor, loaded with Hornady’s sleek, 140-grain bullet, has a very high BC rated at .646. Meantime, the Hornady 30-30 Interlock American Whitetail hunting round, loaded with a round-nose 150-grain bullet, has a BC of .186.
Guess which is the better choice for banging steel at 1,000 yards?
Caliber Selection — Long-range shooters use a variety of calibers, and within each caliber, there are many, many loads available. And each specific load will have its unique bullet weight, BC, and muzzle velocity.    So how does a new shooter know which caliber and cartridge might be best for their particular long-range endeavors?   The smart shooter will use Ballistic and its huge load library to make that decision. Ballistic contains information on over 5,000 projectiles, factory loads, and military loads, plus performance data points (like BC’s) from leading manufacturers and military and performance testing.   Using Ballistic, plug in the various calibers and cartridge loads within the calibers under consideration, the distances at which they will be used, and the anticipated environmental conditions. Ballistic will calculate all the data needed to make the best load choice.   MOA – MOA stands for “minute of angle.” It is an angular measurement used in rifle scope adjustment values.
Think of a circle cut into 60 equal slices, and each slice equals one minute of angle. At 100 yards, each individual minute equals 1.047 inches. Let’s say a rifle is hitting the center of the bullseye at 100 yards. If the elevation control on the scope moved up one full MOA, the bullet should now strike 1.047 inches higher. Move the windage control one full MOA to the right, and the bullet should hit 1.047 inches to the right.
Angles work proportionally, so at 200 yards, 1 MOA is 2.054 inches. At 1000 yards, that 1 MOA is 10.47 inches.
Now, go back to the 100 yards standard. Most rifle scopes have elevation and windage adjustments set at either .5 or .25 MOA per click. So, the shooter takes three shots at 100 yards to zero the scope and rifle, and the three bullets all hit two inches low and a half-inch to the left. With a .5 MOA scope, a bullseye hit will require the shooter to give the elevation control 4 clicks up (.5×4 = 2 inches) and 1 click to the right (.5×1 = .5 inch).
MOA is not the same as MILs or Mil-RADs, which are also angular measurements used in some scopes but perform their measurement on a different scale.

Team Federal’s Tim Herron Having Successful Season, Wins Major USPSA Match

ANOKA, Minnesota – June 8, 2021 –  With shooting competitions for 2021 having gotten nearly back to normal after a year-long hiatus, Team Federal shooter Tim Herron has had a fantastic year so far in Single Stack division. He recently claimed a major win when he grabbed the top spot at the USPSA Northern Arizona Classic, held in Prescott, Arizona, with a lead of more than 17 percentage points.

“Tim is one of those shooters who has a legitimate chance to win any match he enters,” said Federal Shooting Sports Promotions Manager Jason Spradling. “The Northern Arizona Classic is a major USPSA match and always has a stacked field of competitors. To beat the rest of the shooters in his division by nearly 18 percent is a huge accomplishment. We’re proud to celebrate this win with Tim.”

“The stages at Northern Arizona Classic were spectacular with many options and multiple ways to execute your stage plans,” Herron said. “Shooting an 8-round 1911 on many of these courses of fire really challenged many in Single Stack division and we had to figure out how to efficiently shoot the stages.”

In Arizona, Herron was running a Nighthawk Custom 1911 loaded with 230-grain .45 ACP Federal American Eagle FMJ ammunition.

“In a major competition like this one, you can literally lose the match with just one gun malfunction,” Spradling said. “Your equipment, including your ammo, has to run without fail every time. Tim knows he can depend on Federal ammo to get the job done and we’re always honored to have such a fierce competitor showing the community how well our products perform.”

“I want to give a heartfelt thank you to Federal Ammunition for their continued support of my efforts, both in competition, and in my profession as a firearms instructor and educator,” Herron said. 

Earlier in the season, Herron took 10th place overall in Single Stack division at the 2021 USPSA LoCap Nationals in Talladega, Alabama. For that match, his pistol was loaded with 220-grain .45 ACP Federal American Eagle Syntech ammunition.

“Talladega was my first match of the season and I feel good about the finish I had. It was significant and also solidifies my place to compete in the ‘Super Squad’ again next year,” Herron said.

Video Series Follows Hunter on Quest for all Four Turkey U.S. Subspecies

OVERLAND PARK, Kan. – June 8, 2021 – Bushnell®, an industry leader in performance optics, has officially wrapped up its video series, The Grand Slam Pursuit, as it documented the quest of employee Jarrod Nichols’ attempt to complete the coveted turkey slam this spring. As part of the video series, Bushnell has released six episodes on YouTube that highlighted Nichols’ experience as he traveled from Florida to the Rockies in search of spring gobblers.

Viewers of the series can join along as Jarrod Nichols, a member of the Bushnell product team, hunts across the country to complete his wild turkey Grand Slam. In his pursuit, Nichols first traveled to Ft. Myers, Florida, with Michael Waddell of Bone Collector to hunt Osceola turkeys. Next, he headed to Calhoun City, Mississippi, to hunt Eastern turkeys with Phillip Culpepper of Hunt Club before heading to Texas to hunt Rio Grande turkeys with Mike Stroff of Savage Outdoors & The One. Nichols concluded his journey in Montana as he searched for Merriam’s turkeys with Realtree’s David Blanton.

During his multi-state hunt, Nichols’ opted to use the new Bushnell RXS250 red dot sight, Bone Collector 850 laser rangefinder, and Bone Collector Engage X binoculars. He also used Federal Premium ammunition and Primos game calls and decoys on his hunts as well as a wide variety of other products that were graciously provided by notable industry brands.

The Grand Slam Pursuit can also be followed on Bushnell.com, where Nichols himself writes about each hunting experience in a short blog post. While there, visitors can also listen in to the new “Talkin’ Turkey” podcasts where Nichols chats with Bushnell ambassadors about turkey hunting and picks their brains for special tips and tricks sure to help any hunter. 

To officially achieve a Grand Slam, hunters must register individual harvests with the NWTF, which records all wild turkeys currently or previously registered to determine who has achieved various slams. Hunters who officially record their slam with the NWTF receive a certificate and pin, as well as have their name added to the official list of slam achievers on NWTF.org.
