UMEX/SimTEX/ISNR, which will take place from 20 to 22 February, 2022, is the only event in the Middle East dedicated to the latest developments in unmanned systems and training simulation and homeland security

National Security in the UAE

National security is an issue of the utmost importance in the United Arab Emirates (UAE). Along with the 10 billion dollars that the country expects to invest in this sector over the next ten years, the UAE is also strengthening the agreements and cooperative measures that it has set up with many countries regarding security.
The region is indeed a filed for huge projects (protection of borders, petrol fields, or strategic buildings) due to frequent terrorist threats and an extremely dynamic economic development that is concretized through the creation of modern infrastructure. Such situations call for extremely sophisticated and innovative technological solutions.

Middle East : addicted to Game of Drones

UAV (Unmanned Aerial Vehicles) with its huge surveillance abilities is a key asset in the Middle East. Given that the development of such technologies in UAE is very limited, import is the way many countries can acquire these systems.
While Israël is known as a leader producer of UAVs, its systems are off-limits of the region. That is why, the Middle East highly relies on the US and Europe for its unmanned systems.
Saudi Arabia and Iraq turned themselves to China to avoid the limitations of import despite their less advanced technologies. The UAE on the other hand has demonstrated strong loyalty to its western suppliers.
The unmanned industry would be wise to keep an eye on the activities and considerations of these Middle East Countries.

Military simulation and training market

The military simulation and training market is projected to reach USD 12.67 Billion. Factors such as increasing political disputes and civil unrest, adoption of virtual training to ensure safety and cost-benefits, and decline in military budgets of developed countries are driving the growth of the military simulation and training market.

Abstracts Now Accepted | January 21 Deadline

The National Defense Industrial Association’s (NDIA) Undersea Warfare Division invites authors of high-quality professional abstracts to submit their work for technical presentation at the 2022 Undersea Warfare Spring Conference, scheduled for March 28 – 30, 2022, in San Diego, CA. Each abstract must be UNCLASSIFIED and cleared for public release with unlimited distribution (Distribution A). Each abstract should fit into one of the following Technical Sessions:

Aviation Systems
C4I
Combat Systems
Mine Warfare
Undersea Sensors
Undersea Vehicles
Warfighter Performance

Individuals are required to submit a concise abstract of 5,000 characters or less by Friday, January 21. Authors will be notified whether their abstract has been accepted by January 28. The 2022 Undersea Warfare Spring Conference planning team continues to monitor the novel coronavirus (COVID-19) situation as the health of our event participants, members, and partners remains our top priority. We are committed to following the guidelines and precautions as outlined by the Centers for Disease Control and Prevention (CDC). Attendees can expect to see the following at the 2022 Undersea Warfare Spring Conference:

PROOF OF VACCINATION: All attendees will be required to provide proof of vaccination within 72 hours prior to badge pick-up or a negative COVID-19 test administered by a medical professional.
MASKS: Fully vaccinated attendees are encouraged to wear face masks but, in accordance with CDC guidance, may make that choice for themselves. If you are not fully vaccinated, you are required to wear a face mask in public places.
WAIVER: All registrants are required to sign the COVID-19 waiver during the online registration process. Attendees may disclose their vaccination status at the time of signing.
SOCIAL DISTANCING: Additional venue space will be available to allow for attendees to spread out. Additional breaks have been added to allow for air circulation.

The Strike Gear® Cable Management System® Sleeve offers a way for you to attach your switch or pressure pad and secure wires alongside the handguard of your weapon. Just like the rest of the SI Cable Management System® (CMS) line of products, keep your gear organized and personalized for each user. The SI CMS Sleeve is made of two polyester (x2) elastic webbing loops, the main loop sized 145-150mm (5.71-5.91”) in diameter to stretch over your handguard and smaller loop sized 8mm (0.32”) height x 21mm (083”) base width for a switch/pressure pad. If you do not have a mount or desire your switch/pressure pad to be in a specific place, the CMS Sleeve has a small elastic loop for you to secure and place almost exactly where you want it. The small loop has been sized to fit majority of the switches/pressure pads on the market. The main loop is sized to fit SI handguards and just about any handguard on the market. Both the main and small loop allow you to organize, tuck or run loose wire. No messy wires. Add a little protection against sharp rail slot edges. The 22nd Annual S&ET Conference planning team continues to monitor the novel coronavirus (COVID-19) situation as the health of our event participants, members, and partners remains our top priority. We are committed to following the guidelines and precautions as outlined by the Centers for Disease Control (CDC). Attendees can expect to see the following at NDIA events:

MASKS: Currently in Florida, all individuals are recommended to wear face coverings according to CDC guidelines, but may make that choice for themselves. For any event taking place at SOUTHCOM, all individuals are required to wear a mask indoors, regardless of vaccination status, except when actively eating or drinking.
WAIVER: All registrants are required to sign the COVID-19 waiver during the online registration process. Attendees may disclose their vaccination status at the time of signing.
SOCIAL DISTANCING: Additional venue space will be available to allow for attendees to spread out. Timed badge pick-ups will be implemented to reduce crowding at registration.
FOOD AND BEVERAGE: Food and beverage areas will be designed to minimize touch points utilizing individually packaged or attended stations.

Big Horn Armory (BHA) to Donate $2,000 to the Wyoming Wildlife Federation (WWF) for November Pay it Forward Program

BHA’s donation will go to the WWF’s Hunters for the Hungry Program to help provide 2,300 wild game meals to food-insecure families during this holiday season.

Cody, Wyo. (December 2021) – Big Horn Armory (BHA), makers of big-bore firearms, will be donating $2,000 to the Wyoming Wildlife Federation (WWF) to help support its Hunters for the Hungry Program (H4H). This donation will go toward the costs incurred by processing and results in nearly 2,300 donated wild game meals for food-insecure families within Wyoming.

“For the second year in a row, we are happy to donate a portion of our November sales proceeds to help out our community in Wyoming during the holiday season. This guarantees that more Wyoming citizens will get a healthy wild game meal during this most wonderful time of the year,” commented Greg Buchel, president of Big Horn Armory.

WWF’s H4H Program began in the fall of 2018. It has grown from supporting two to four counties in 2020. The counties include Sheridan, Johnson, Teton, and Fremont and H4H is looking to deepen the hunter donations to those incredible partnering processors in the coming years. During the last three years, over 14,100 meals have been donated through the program to food-insecure families in these counties and the Wind River Reservation.

“We cannot thank Big Horn Armory enough for their Pay It Forward campaign going to the Wyoming Wildlife Federation this year. Big Horn Armory serves as such a great role model for local Wyoming companies giving back to the community around them. Their donation goes right back into the work that supports people in need with Hunters for the Hungry, a program that is crucial during this time of year. Thanks again to Greg and his team for their donation to the Federation,” commented Dwayne Meadows, executive director of WWF.

The H4H Program was created to connect hunters and meat processors with charitable food organizations to provide high-quality, nutritious food to community members in need. This program builds on a foundation of conservation stewards who look to give back to local communities by sharing the harvest and cultivating meaningful connections across Wyoming.

All meat is taken to a local processor in the state of Wyoming where portions of donated game meat must be marked as “wild game,” “not for sale,” and “CWD-Free” if it is a mule deer, whitetail deer, moose, or elk. All antelope, bison, and goat may be donated without testing.

All hunters must first prepare their harvest for processing in the field as usual. At this time, hunters will also pull and submit Chronic Wasting Disease samples to the Wyoming Game and Fish Department. Then, hunters bring the meat to a participating processor who will ask for licensing information and how much of the harvest, in pounds of meat, the hunter would like to donate (if not all). Finally, donors or the WWF pays for processing and after the meat is cut and wrapped, it is taken by WWF staff or distributing partners to local food banks, pantries, and other food services.

Members of the Firearm Industry Launch Battle to Have New York Statute Declared Unconstitutional

NEWTOWN, Conn. — The National Shooting Sports Foundation® (NSSF®) and a group of fourteen firearm manufacturers, distributors, and retailers filed a lawsuit and moved for a preliminary injunction in federal court today challenging as unconstitutional a New York law designed to blame the industry for the criminal misuse or unlawful possession of firearms in New York no matter where they were purchased.

Specifically, New York’s “public nuisance” law would subject members of the firearm industry to civil lawsuits for the criminal misuse or unlawful possession of firearms in New York. The law would impose liability on industry members for firearms lawfully sold anywhere in the United States that end up being criminally misused or illegally possessed in New York thereby allegedly contributing to a “public nuisance” in the state. Today’s lawsuit challenges the New York law as preempted by the federal Protection of Lawful Commerce in Arms Act (PLCAA). It also challenges the law as unconstitutionally vague in violation of the Due Process Clause of the United States Constitution. The lawsuit further challenges the law as an impermissible attempt by New York State to regulate interstate commerce in violation of the Commerce Clause of the Constitution.

New York is trying to use the threat of crushing liability to coerce out-of-state businesses to adopt sales practices and procedures not required by Congress or the law of the state where they operate. The Constitution reserves the power to regulate interstate commerce solely to Congress. This law interferes with the sovereignty of other states to make policy choices about how firearms should be sold in their state, subject only to the Second Amendment and federal law.

The challenged law permits lawsuits by victims of criminal acts and citizens claiming they have been harmed by an alleged public nuisance in New York. It also allows lawsuits by the State and any local government, like the City of New York. Both New York State and the City of New York were part of a wave of similar lawsuits filed over twenty years ago that led to Congress passing the bipartisan PLCAA in 2005.

The PLCAA codified a bedrock legal principle. Manufacturers and retailers are not responsible for the subsequent criminal misuse or illegal possession of their lawfully sold, non-defective products by remote third parties – criminals – over whom they have no control. Firearm industry members are not legally responsible for illegal shootings any more than a cookware manufacturer is responsible if a criminal misuses a sharp kitchen knife to stab someone.

“This law is not about making our communities safer but rather, as former Governor Andrew Cuomo once proclaimed, to impose on the firearm industry a ‘death by a thousand cuts.’ Today’s lawsuit will end this unconstitutional attack on the businesses, large and small, vital to Americans’ Second Amendment rights,” said Lawrence G. Keane, NSSF Senior Vice President for Government and Public Affairs and General Counsel. “Opening up members of the firearm industry to a torrent of baseless civil lawsuits is – as it was in the past – an effort to impose radical gun control policies by litigating the forceful bankruptcy of companies. New York’s baseless law ignores the fact that members of the firearm industry work cooperatively with federal, state, and local authorities for Real Solutions® to help address crimes involving guns.”

Legal experts such as Professor Jonathan Turley have long defended the merits of the PLCAA pointing out that laws like the one recently passed in New York are “unsound attempts” to distort principles of liability. New York’s law allows the very type of novel tort law actions, including those by New York State and City of New York, struck down by courts two decades ago.

NSSF looks forward to working with the individual plaintiffs and other members of the firearm industry to fight this blatantly unconstitutional New York law and in doing so, uphold the foundations of tort law, fight government overreach, and protect the firearm businesses that lawfully operate and employ over 340,000 of Americans.

Outage period

In order to facilitate this upgrade, eForms will be offline during the following time frame:

Tentative Finish: Tuesday, December 21 at 6 a.m.

You can continue to use the existing eForms until the upgrade starts at 9 p.m. tomorrow (Friday). During the upgrade time frame, eForms will be unavailable.

Originally reviewed in the April 2020 edition of GUN TESTS magazine, the MPA BA PMR Pro 6mm Creedmoor rifle is a heavy, yet graceful beast of a rifle, and the magazine testers and editor could easily see why it is one of the most popular rifles on the Precision Rifle Series (PRS) tour.

The BA PMR Pro Rifle is designed specifically for the Production Class requirements of the PRS with a price threshold of $2,500. It has been approved for use within this division of the PRS and includes many competition-related features. It is available in either a Black or Tungsten Cerakote® finish and has a ½ MOA accuracy guarantee. The PMR Pro Rifle II now includes the Trigger Tech Diamond Trigger that features a 4 oz. – 2 lbs. pull weight range.

The MPA BA PMR Pro Rifle II utilizes the MPA BA Competition Chassis, which is machined on MPA’s CNC Horizontal Machining Centers to exacting tolerances from 6061 aluminum. The v-bedding system provides additional clearance for glass bedding action and straight section of the barrel. The chassis also includes a built-in inclinometer, thread protector (no muzzle brake), thumb notch, lower mounted Picatinny Rail, 20 MOA Scope Rail, EVG Grip, Ultra Bag Rider, V4 Spigot Mount, and is R.A.T. System compatible. The MPA Buttstock comes with an adjustable cheek riser and length of pull that is locked in position with a series of set screws that are embedded into the buttstock body. If the customer would like to add a muzzle brake to this rifle, it can be added as an accessory and it will not affect the Production Class status. Muzzle brake options for the MPA BA PMR Pro Rifle II include the MPA Premium Bolt Action Muzzle Brake 6.5mm and the MPA Premium Bolt Action Muzzle Brake 30 Cal.

The MPA BA PMR Pro Rifle II includes a Lothar Walther hand-lapped 416R Stainless Premium Barrel Blank with a polished barrel finish. The chamber is indicated within 0.0001” or less to the bore of the rifle and is bore and land inspected on a video borescope.

NSSF to Host Governors’ Forum at SHOT Show 2022

NEWTOWN, Conn. — The National Shooting Sports Foundation® (NSSF®), the firearm industry trade association, will host several governors at SHOT Show® 2022 to speak about the importance of the firearm industry to their state, efforts to attract firearm and ammunition-related businesses, and the benefits of firearm-related businesses to their state economies.

NSSF’s Shooting, Hunting, Outdoor Trade Show (SHOT Show), will take place at the Venetian Expo in Las Vegas from Jan. 18-21, 2022. The Governors’ Forum, hosted by NSSF’s Lawrence G. Keane, Senior Vice President of Government Relations and Public Affairs and General Counsel, will take place in Palazzo M – 5th Floor of the Venetian Expo from 1-2 p.m. (Pacific Time), Jan. 19, 2022. The forum is open to media and will include questions from media.

“This is a unique opportunity to hear directly from several governors of the importance of the firearm industry to their state,” Keane said. “NSSF has hosted governors in previous shows, but we wanted to be able to give each of the governors an opportunity to talk about why they want to bring this growing and vibrant industry to their states.”

· Remington Outdoor Company moved much of its production from New York to Huntsville.

· Kimber expanded production to Troy, over Yonkers, N.Y. It later relocated the corporate headquarters to Alabama.

· Florida

· Dark Storm Industries is relocating production from Oakdale, N.Y. to Titusville, Fla.

· Iowa

· Les Baer moved from restrictive Illinois to LeClaire, Iowa, in 2007.

· Lewis Machine & Tool Company (LMT) left Illinois after 40 years to relocate to Iowa in 2019.

· Mississippi

· Olin Corporation’s Winchester Ammunition moved from East Alton, Ill., to Oxford in 2011.

· North Carolina

· Sturm, Ruger and Co. expanded production in Mayodan in 2013.

· Pennsylvania

· Kahr Arms moved their headquarters to Greely, Penn., from New York after the state rushed through passage of the SAFE Act.

· South Carolina

· American Tactical Imports relocated 100 jobs and its manufacturing from Rochester, N.Y., to Summerville, S.C., in 2013.

· PTR Industries left Connecticut for Aynor in 2013, where it set up shop.

· Tennessee

· Beretta moved firearm production and engineering and design to Gallatin, Tenn., from Maryland in 2015 over concerns of increasingly strict gun control legislation.

· Texas

· Mossberg expanded production in Eagle Pass, Texas, in 2013, instead of growing its New Haven, Conn., plant.

· Colt Competition moved from Canby, Ore., to Breckenridge, Texas, in 2013.

· Wyoming

· Magpul Industries left Boulder, Colo., after the state passed magazine restrictions and moved production to Laramie, Wyo.

· Weatherby Inc.’s Adam Weatherby announced at SHOT Show in 2018 he was moving the company from California to Sheridan, Wyo.

· Accessories maker HiViz announced in 2013 they were leaving Fort Collins, Colo., over restrictive gun control legislation to Laramie.

· Stag Arms announced in 2019 they were opening their new facility in Cheyenne, Wyo., after leaving their former headquarters in New Britain, Conn.

NDIA welcomes NDAA passage with great bipartisan support

The National Defense Industrial Association issues the following statement on the Dec. 15 passage of the National Defense Authorization Act for fiscal year 2022:

NDIA applauds Congress for its overwhelming support in passing the NDAA. With tallies of 363-70 in the House and 89-10 in the Senate, the bipartisan votes demonstrate that national defense and support for our service members remain unifying values.

This bipartisan, bicameral piece of legislation marks more than six decades of Congress approving the authorization for critical military policies and resources to protect our nation. We recognize the impacts of COVID-19 and other legislative matters on getting this fundamental legislation passed in a timely manner and support the expedited signing of the bill into law.

This year’s NDAA includes many priorities aimed at the health and readiness of the defense industrial base ultimately serving our warfighters:

* It directs the Secretary of Defense to report to Congress on the effects of the Cybersecurity Maturity Model Certification framework on small-business concerns.

* It authorizes pilot programs to transition Small-Business Innovation Research programs and Small-Business Technology Transfer programs more effectively into Phase III through selection of Entrepreneurial Innovation Projects.

* It approves additional funding for continued use of Small Business Innovation Research to develop scalable, platform-agnostic data-storage system solutions to maximize existing and future data streams in coordination with the needs of U.S. Special Operations Command.

These provisions support the Defense Department’s continued modernization efforts and, in concert with our highly skilled industrial base, provide the necessary resources for a strong national defense.

NDIA is disappointed that the expedited nature of the legislation meant the Just In Case Act was left out of the final text. Building on lessons learned during the COVID crisis, that act would have authorized the Secretary of Defense to ensure the essential DIB workforce in the case of future national emergencies.

NDIA looks forward to the FY22 NDAA becoming law and primary legislative attention turning to the imperative for a full-year appropriations for our nation’s defense.
