Dear Valued Cooper Customers,
I know that there are questions following the announcement of Nighthawk Custom’s acquisition of Cooper Firearms of Montana. I hope this will clarify the current state of Cooper.
The backstory:
Nighthawk Custom was contacted by Cooper the week before Thanksgiving to see if we were interested in purchasing Cooper Firearms of Montana. This acquisition happened very quickly. It was not a scenario that had been in the works for a long period of time.
By the first week of December, a fact-finding team from Nighthawk Custom went to Montana to research the opportunity. After analysis and discussion, an asset purchase deal was made. By December 9th, a second group from Nighthawk Custom traveled to Montana to inventory, load six semi-trucks, and move everything to Arkansas.
This asset purchase includes the Cooper name, the intellectual properties/drawings, tools, and all inventory. We did not purchase any of their CNC machines; however, we have ordered new machines and are currently waiting on them to be delivered. To summarize, we are completely rebuilding Cooper Rifles from the ground up in Arkansas and plan to be operational in late 2023.
In the meantime, we are working on hiring some of the existing Cooper staff that will move to Arkansas and begin rebuilding Cooper, as Cooper Rifles of Arkansas. I know a lot of you have questions about existing orders, warranties, and other things. I ask for your patience and hope you can understand that this happened quickly and is a process. We want to make sure that this is completely planned out, so that we can take the best care of you all going forward.

January Policy Update is Live…
Virginia & New Mexico Introduce Legislation to Ban Suppressors!
As state legislatures across the country convene for the 2023 session, ASA is already working to defend against statewide suppressor bans in two states – Virginia and New Mexico. If this feels like deja vu, that’s because ASA already helped successfully defended against a ban in Virginia in 2019-2020. We stand ready to defend your right to own and use suppressors again in 2023!
In New Mexico, Sen. William P. Soules (D-37), has introduced SB 171, which would outright ban the “manufacture, sale, barter, trade, gift, transfer or acquisition of… mufflers, silencers or devices for deadening or muffling the sound of discharged firearms.” ASA will be in Santa Fe on Monday, February 6th, to testify in opposition to this bill in the Senate Health and Public Affairs Committee.
In Virginia, Del. Dan Helmer (D-40), introduced HB 2240, “prohibiting the sale, transport, etc., of assault firearms, large-capacity firearm magazines, and silencers.” ASA testified in opposition to the bill on Thursday, January 26th, and the House Public Safety Sub-Committee voted 6-4 to “pass by” or table the bill indefinitely.
Make no mistake, ASA will remain steadfast in combating any attempt to ban, confiscate, or further regulate suppressors at the state and federal levels.

SAAMI Releases Update of Ammunition Standards for Centerfire Pistol and Revolver
SHELTON, Conn. — The Sporting Arms and Ammunition Manufacturers’ Institute®, Inc., (SAAMI®) is pleased to announce the release of the 2022 update to American National Standard SAAMI Z299.3-2022, Voluntary Industry Performance Standards for Velocity and Pressure of Centerfire Pistol and Revolver Sporting Ammunition for the Use of Commercial Manufacturers.
SAAMI is an accredited standards developer recognized by the American National Standards Institute (ANSI).
The 2022 American National Standard SAAMI Z299.3-2022 update details ammunition performance guidelines, test equipment and procedures, and provides the dimensional guidelines for ammunition cartridges and firearm chambers.
The publication of these standards is a primary part of SAAMI’s mission to establish and maintain standards to ensure safety, reliability and interchangeability of firearms, ammunition and components.
SAAMI American National Standards are periodically updated to ensure they remain current with developments in the industry and to capture new cartridge designs introduced by its member companies.
Following development by SAAMI member companies, the standard is reviewed by independent manufacturers, government agencies, testing laboratories, users and outside experts.

GA-ASI FLIGHT TESTS LEO SATCOM ON MQ-9A
Capability Provides Global Coverage That Enables Operations Anywhere in the World
SAN DIEGO – 02 February 2023 – On Dec. 22, 2022, General Atomics Aeronautical Systems, Inc. (GA-ASI) and the Air National Guard (ANG), with joint support from the U.S. Marine Corps (USMC) and U.S. Air Force (USAF), flight tested an MQ-9A remotely piloted aircraft (RPA) equipped with a Low Earth Orbit (LEO) satellite communications (SATCOM) Command and Control system. This groundbreaking capability provides global coverage and connectivity that will enable pole-to-pole operations for GA-ASI’s family of RPA – including models such as the MQ-9B SkyGuardian®/SeaGuardian®, MQ-9A Reaper, and Gray Eagle 25M.
“This is truly game-changing for our platforms,” said GA-ASI President David R. Alexander. “Using LEO SATCOM not only keeps GA-ASI aircraft connected from the North Pole to the South Pole to allow operations in the most austere environments, but it will also provide resilient connectivity that allows operators to pass much more data to and from the aircraft.”
Early testing indicates LEO SATCOM significantly reduces latency and can be used in all phases of flight. For customers across the MQ-9 family of systems, LEO SATCOM should decrease operational costs, and the smaller hardware footprint will ultimately increase flexibility and reduce future payload integration costs.
The MQ-9A flight test was based out of GA-ASI’s Gray Butte Flight Operations Facility near Palmdale, Calif., and followed several weeks of ground testing.

GA-ASI SELECTED TO BUILD OBSS FOR AFRL
SAN DIEGO – 02 February 2023 – General Atomics Aeronautical Systems, Inc. (GA-ASI) will manufacture and perform demonstration flights of the Air Force Research Laboratory’s (AFRL) unmanned Off-Board Sensing Station (OBSS) aircraft. Following a 12-month base period that culminated in a critical design review (CDR), AFRL exercised a build and flight test option.
GA-ASI’s innovative Gambit Series aircraft will validate the “genus/species” concept first developed by AFRL as part of the Low-Cost Attritable Aircraft Platform Sharing (LCAAPS) program focused on building several aircraft variants from a common core chassis. LCAAPS is a major air vehicle effort under AFRL’s Autonomous Collaborative Enabling Technologies (ACET) portfolio, which is focused on developing technologies for Autonomous Collaborative Platforms (ACP).
“Throughout our 30-year history, GA-ASI has pioneered the advancement of unmanned aircraft systems that support our warfighters,” said GA-ASI President David R. Alexander. “AFRL is moving forward with GA-ASI because we have the right background and experience to develop the OBSS aircraft at scale and on time, and we look forward to working with them to deliver another game-changing UAS.”

STATEMENT FROM GA-ASI CEO LINDEN BLUE ON UKRAINE CONFLICT
SAN DIEGO – 01 February 2023 – For nearly a year, the full might of the Russian military has battered — but not beaten — Ukrainian forces fighting for their very existence.
The world has reacted in almost unanimous support for the Ukrainian cause, but those efforts have overlooked one of the most obvious and force-multiplying technologies of modern warfare: Long-range and enduring, stand-off sensing, unmanned aircraft systems.
General Atomics Aeronautical Systems is dedicated to providing information dominance to its partners. From the outset of the Russian invasion, we began looking for options to respond to the requests of Ukrainian forces with our products, including the MQ-9 Reaper and MQ-1C Gray Eagle. Both systems have been used to devasting effect in combat by U.S. and partner nations for more than two decades and remain the gold standard for high-quality, medium-altitude UAS in the world.
We have delivered more than 1,000 aircraft over 30 years and flown nearly 8 million flight hours, most of them in hostile areas around the world. This is all we do. We know that introducing these systems to the battlefield will provide an immediate impact.
We have offered to train Ukrainian operators on these systems at no cost to U.S. taxpayers or the Ukrainian government. We have offered flexible options and recommendations for delivery. We have discussed the situation endlessly at every level of the U.S. federal government, and with many international partners.
Recently, we offered to transfer two of our own, company-owned training aircraft, plus the ground control station and other hardware required to operate them, for the symbolic price of $1, and reiterated our offer to train the first cadre of pilots and maintainers at our expense.
Many of the additional costs associated with readying these aircraft for combat, outfitting them with the necessary equipment, transporting them to Ukraine, setting up operations in that country, obtaining satellite bandwidth and providing additional supporting labor, are outside of our control. Our estimates for launch and ongoing operations do not include one penny of profit to our company.
Factoring in hardware and training that is essentially free, the offer is a remarkable deal with no strings attached. All that is required is approval from the U.S. government. Our goal is now, and has always been, to help the Ukrainian armed forces defend and protect their homes and families, and help bring a rapid closure to this conflict before more lives are lost.
There are limits to what an American defense company can do to support a situation such as this. From our perspective, it is long past time to enable Ukrainian forces with the information dominance required to win this war.

EAST ALTON, IL (February 1, 2023) — Winchester, the largest manufacturer of small caliber ammunition for the U.S. military, today announced that the U.S. Army has awarded the company a contract to manufacture, test, and deliver 5 million 6.8mm Next Generation Squad Weapon (NGSW) cartridges.
The NGSW cartridges will be produced at the Lake City Army Ammunition Plant (LCAAP) in Independence, Mo., the United States’ only government-owned, contractor-operated small caliber ammunition production facility.

GA-ASI SELECTED BY DARPA TO SUPPORT LIBERTY LIFTER PROGRAM
SAN DIEGO – 01 February 2023 – General Atomics Aeronautical Systems (GA-ASI) was awarded a contract from the Defense Advanced Research Projects Agency (DARPA) for the development of an aircraft capable of sustained seaborne strategic and tactical lift. The U.S. Defense Department announced on Nov. 25, 2022, that the $8 million cost-plus-fixed-fee contract award is in support of DARPA’s Liberty Lifter program.
The program’s focus is on designing, building, and testing a seaplane that can operate efficiently at less than 100 feet above the ground, hold flight altitudes of up to 10,000 feet mean sea level and transport huge payloads at speeds faster than current sea lift platforms, while shifting the paradigm of strategic lift to a cost per ton instead of cost per pound approach.
“GA-ASI is committed to the advancement of a cargo seaplane design capable of delivering heavy cargo and utilizing Wing-in-Ground effect to revolutionize transport to support tomorrow’s warfighter,” said GA-ASI President David R. Alexander. “Our experience in maritime aircraft such as the MQ-9B SkyGuardian and SeaGuardian will help advance the capabilities of the Liberty Lifter concept and expand our cargo aircraft portfolio.”
GA-ASI and Maritime Applied Physics Corporation (MAPC) partnered on this project to provide DARPA with superior air and sea-based craft design experience.
The award covers the next six months as the base effort, and if the option is exercised, GA-ASI will spend the following 12 months maturing and completing the design and preparing for manufacturing with the award potentially growing to a total of $29 million.

NSSF Commends Constitutional Concealed Carry Reciprocity Act Introduction
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, commends U.S. Sen. John Cornyn’s (R-Texas) introduction of S. 214, the Constitutional Concealed Carry Reciprocity Act. The legislation was introduced with 45 original co-sponsors to protect law-abiding concealed carry permit holders from being forced to navigate a patchwork of varying gun control laws when crossing state lines.
“This is common sense legislation that solves the problem of the confusing patchwork of laws surrounding concealed carry permits, particularly with regard to states where laws make unwitting criminals out of legal permit holders for a simple mistake of a wrong traffic turn,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “This legislation safeguards a state’s right to determine their own laws while protecting the Second Amendment rights of all Americans. NSSF thanks Senator Cornyn for his principled leadership to protect Second Amendment rights of law-abiding gun owners who seek to protect themselves and their loved ones as they travel across state lines.”
The Constitutional Concealed Carry Reciprocity Act would treat valid, state-issued concealed carry permits in the same manner as a drivers’ license. The legislation would ensure states are able to set their own standards for issuing a concealed carry permit and where a permit holder can carry a firearm, within the guardrails established by the U.S. Supreme Court in its Bruen decision, but would ensure that those permits are recognized as lawful when traveling across state lines. Your Second Amendment right to carry a firearm on your person for self-defense does not stop at your state’s border.
Unlike other rights protected by the U.S. Constitution, the right to keep and bear arms is regulated differently by individual states. While individual rights to speech, religion and protections of Due Process or Search and Seizure are constant, gun rights vary according to the state. Reciprocity agreements exist between some states, but not between all and are ever-changing. This legislation would end the risk of law-abiding concealed carry permit holders running afoul of varying state-by-state laws when traveling and crossing borders.

5-Year Warranty with 1-Week Turnaround Process
At iRayUSA we are first and foremost hunters and users of our products, and we understand that failure is not an option. One of our primary objectives at iRayUSA is to greatly improve the customer service level for the end user. We accomplish this through offering our industry-first 1-week repair guarantee, and by only working with highly qualified Authorized Dealers. During the published warranty period, iRayUSA will repair or replace, at its discretion, any optic that becomes defective from normal use. If we cannot repair an optic in less than one week, we will offer a replacement in like or better condition.
