NSSF Celebrates $1.6 Billion Apportioned to States for Conservation
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, celebrates the U.S. Fish and Wildlife Service’s (USFWS) announcement that $1.6 billion is being apportioned to state conservation and wildlife access programs, driven mostly by firearm and ammunition manufacturers. The record-setting distribution of funds is derived from the Pittman-Robertson and Dingell-Johnson excise taxes paid by the firearm and ammunition industry, as well as the angling industry.
Nearly $1.15 billion of the $1.19 billion of those funds are directly sourced from firearm and ammunition excise taxes paid by manufacturers. Firearm and ammunition manufacturers have paid over $25.38 billion into the fund since its inception in 1937, when adjusted for inflation. These funds directly contribute to wildlife conservation through the Wildlife Restoration Act (also known as the Pittman-Robertson Act) and provides funding for conservation programs, increased access to public lands and hunter education.
“The firearm industry is tremendously proud of the contributions we make to conserving our wildlife and the habitats wildlife need to thrive for generations to come,” said NSSF President and CEO Joe Bartozzi. “Our industry is at the forefront of wildlife conservation. Each time a recreational shooter or hunter purchases firearms and ammunition, they are supporting the manufacturers that pay these taxes to ensure America remains the gold standard for sustainable conservation and wildlife management.”
The Wildlife Restoration Trust Fund, commonly known as the Pittman-Robertson fund, is funded by excise taxes paid by firearm and ammunition manufacturers on their products, as well as archery equipment manufacturers. The excise tax is set at 11 percent of the wholesale price for long guns and ammunition and 10 percent of the wholesale price for handguns. The excise tax, paid by manufacturers and importers, applies to all firearms produced or imported for commercial or federal law enforcement sales, whether the purpose is for recreational shooting, hunting or personal defense. The tax is administered by the Alcohol and Tobacco Tax and Trade Bureau (TTB) of the Department of the Treasury, which turns the funds over to the U.S. Fish and Wildlife Service (USFWS).
USFWS deposits the Pittman-Robertson revenues into a special account called the Wildlife Restoration Trust Fund administered by the USFWS. These funds are made available to states and territories the year following their collection based on a statutory formula. These 10 to 11 percent excise tax dollars collected since 1937 under the Pittman-Robertson Federal Aid in Wildlife Restoration Act are specifically designated to be used by state wildlife agencies for conservation and related purposes. Collectively, purchasers of firearms and ammunition, hunters and the firearm and ammunition industry are the greatest source of wildlife conservation funding.

Big Horn Armory (BHA) to Donate $3,500 to the Wyoming Wildlife Federation (WWF) for November Pay it Forward Program
BHA’s donation will go to the WWF’s Hunters for the Hungry Program to help educate hunters on how they can participate in the program and teach them how to donate meat to H4H for food-insecure communities.
Cody, Wyo. (March 2023) – Big Horn Armory (BHA), makers of big-bore firearms, will be donating $3,500 to the Wyoming Wildlife Federation (WWF) to help support its Hunters for the Hungry Program (H4H). This donation will help educate hunters on how they can participate in the program and teach them how to donate meat to H4H for food-insecure communities.
“Since we’ve partnered with WWF in 2020, we’ve been able to donate $8,500 that has been used to educate hunters and support meat donation to food-insecure families within Wyoming. We are happy to work with such a worthy cause that helps impact our fellow citizens of Wyoming,” commented Greg Buchel, president of Big Horn Armory.
WWF’s H4H Program began in the fall of 2018. H4H is looking to deepen its hunter donations with its incredible partnering processors in Lander and Jackson, WY in the future. Over the last four years, over 14,100 meals have been donated through the program to food-insecure communities.
“The continued support of Big Horn Armory and their customers is immense for WWF’s ability to communicate within the Hunters for the Hungry network. She went on to say, “We are excited to continue this program with those making it happen on the ground, like our collaboration with Hole Food Rescue in Jackson, and excited to reach more hunters to let them know of this program. The H4H Program was created to connect hunters and meat processors with charitable food organizations to provide high-quality nutrition to community members in need. This program builds on a foundation of conservation stewards who look to give back to local communities by sharing the harvest and cultivating meaningful connections across Wyoming.
All meat is taken to a local processor in the state of Wyoming where portions of donated game meat must be marked as “wild game,” “not for sale,” and be marked with a donated sticker or stamp. Mule deer, whitetail deer, moose, or elk are all potential carriers of Chronic Wasting Disease (CWD) and must be tested before being donated. All antelope, bison, mountain goat, and bighorn sheep may be donated without testing. Email info@wyomingwildlife.org to receive a CWD testing kit.
All hunters must field dress their harvest as they would normally and get the carcass cooled down as soon as possible to prevent any meat spoilage. Make sure to have all necessary license and tag information accompanying the animal at the time of processing. If the harvest is a potential carrier of CWD, be sure to pull a lymph node sample and take it to a check station or a Game and Fish regional office to submit for testing. Hunters may donate portions of their harvest after the whole animal has been processed by specifying how many pounds of meat they would like to be contributed at the time of pick up. The other option is to donate a whole animal for processing. Hunters are responsible for paying for processing. After processing, all portions of donated game meat must be marked as “wild game,” “not for sale,” and “CWD-Free” if applicable. Local partners then distribute the donated meat to those in need.

And a 2019 study published in the medical journal BMJ (https://www.bmj.com/company/newsroom/fried-food-linked-to-heightened-risk-of-death-among-older-us-women/), showed that women eating one or more servings of fried food a day had an 8 percent higher risk of death from all causes as well as heart-related death compared with those who did not eat fried food. More specifically, eating fried chicken had a 13 percent greater risk of death and 12 percent increased risk of a heart-related death. For fried fish, the rise in risk of death and heart-related death was 7-13 percent, respectively.

Un-Fried Chicken & Potatoes
Makes 4 Servings
Adjust oven rack to top position and preheat oven to 425°. Wash and dry potatoes. Cut potatoes into 1/2-inch thick wedges. Place 2 tbsp butter in a small microwave-safe bowl, microwave until melted, 30 seconds. Stir in panko, parmesan cheese, half the Fiesta Salsa seasoning (2 ¼ tbsp – you will use the rest in next step).
Toss potatoes on baking sheet with a large drizzle of oil and remaining Fiesta Salsa seasoning. Roast on top rack for 5 minutes.
Meanwhile, pat chicken dry with paper towel. Place on a plate, spread tops of chicken with 1 tsp mayonnaise each (you’ll use remaining later). Mound with panko mixture, pressing firmly to adhere (do not coat undersides). Carefully place on separate baking sheet and roast on middle rack until potatoes are golden brown and tender and chicken is cooked through, 15-20 minutes more.
In a second bowl, combine remaining mayonnaise with Pineapple Sriracha seasoning to taste for dipping.

Completing Form 4473 2023 Edition SHOT University Online Training Live Now
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, is pleased to announce that the training series titled “Completion of the ATF Form 4473 2023 Edition” is now available through the SHOT UniversityTM Online education center. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) revised the form in December 2022 to reflect new statutory requirements implemented due to the enactment of the Bipartisan Safer Communities Act, the NICS Denial Notification Act and the ATF Final Rule 2021R-05F.
This training series is now live and reviews critical elements of the new form’s use and purpose, as well as tips for identifying and correcting common errors made by both buyers and sellers. The suite is composed of three, easy-to-digest segments:
· Module 1: Overview of Form 4473
· Module 2: Completing Form 4473, Sections A-B
· Module 3: Completing Form 4473, Sections C-E
All FFL counter salespeople, compliance officers, records keepers and license holders should consider these SHOT University Online courses to be vital training to enhance FFL training and help reduce errors when using the new form. Updated 4473 overlay forms will also be available in a couple weeks, and NSSF encourages all FFLs not using digital solutions to order by logging in to the online store. New overlay orders are $15 for members, $30 for non-members and ship with a “Sweat the Details” pamphlet for sales team to refer to.

SAN DIEGO – 06 March 2023 – General Atomics Aeronautical Systems, Inc. is proud to announce a new contract with U.S. Air Force Special Operations Command (AFSOC) to provide three MQ-9B SkyGuardian® remotely piloted aircraft systems to its first U.S. customer.
AFSOC’s acquisition of MQ-9B builds on more than 20 years as a GA-ASI partner and more than 14 years flying the MQ-9A Reaper, operating more than 40 aircraft in harsh environments around the world.
MQ-9B will feature a key role in developing AFSOC’s new Adaptive Airborne Enterprise (A2E) concept, which envisions AFSOC projecting air power for special operations forces from beyond the horizon, using a family of large UAS and expendable, small UAS from permissive to denied environments.
“We’re very excited to continue our great partnership with AFSOC well into the future,” said David R. Alexander, president of GA-ASI. “MQ-9B is the ideal platform for inserting air-launched effects into potentially hostile environments. MQ-9B represents the next generation of UAS, having demonstrated airborne endurance of more than 40 hours in certain configurations, automatic takeoffs and landings under SATCOM-only control, as well as a GA-ASI-developed Detect and Avoid System, among other upgrades. Its development is the result of a company-funded effort to deliver a UAS that can meet the stringent airworthiness certification requirements of various global military and civil authorities.
MQ-9B has garnered significant interest from customers throughout the world. After the UK Ministry of Defence selected MQ-9B SkyGuardian for its upcoming Protector program, the Belgian Ministry of Defense signed a contract for SkyGuardian. The Japan Coast Guard is currently operating MQ-9B in the SeaGuardian® configuration, which the Japan Maritime Self-Defense Force (JMSDF) also recently selected for its Medium-Altitude, Long-Endurance (MALE) RPAS Trial Operation Project beginning in April.

GA-ASI CONTINUES LONGSHOT SUPPORT
Selected by DARPA to Continue With Phase 2 of Program Development
SAN DIEGO – 06 March 2023 – General Atomics Aeronautical Systems, Inc. (GA-ASI) is pleased to continue supporting the Defense Advanced Research Projects Agency (DARPA) LongShot program. LongShot changes the paradigm of air combat operations by demonstrating an unmanned air-launched vehicle capable of employing air-to-air weapons.
Current air superiority concepts rely on advanced manned fighter aircraft to provide a penetrating counter air capability to effectively deliver weapons. It is envisioned that LongShot will increase the survivability of manned platforms by allowing them to be at standoff ranges far away from enemy threats, while an air-launched LongShot unmanned aerial vehicle (UAV) efficiently “closes the gap” to take more effective missile shots.
After a successful Preliminary Design Review (PDR) in February 2022 at the end of Phase 1, GA-ASI was selected by DARPA to continue into Phase 2 in March 2022. During Phase 2, detailed designs are being completed and ground tests conducted to decrease program risk.
A key test event completed early in Phase 2 was multi-body wind tunnel test, characterizing the LongShot air vehicle and air-to-air weapon separation. Critical Design Review (CDR) for the program is planned for early 2023, which will complete the Phase 2 portion of the program. GA-ASI is currently generating a proposal response for the third phase of the program.
“GA-ASI is committed to the successful flight demonstration of the LongShot air vehicle,” said GA-ASI Senior Director of Advanced Programs Michael Atwood.
Upcoming Phase 2 ground tests will demonstrate the viability of key subsystems. Phase 3 would initiate the prototype manufacturing and flight testing phase of the program. Flight testing would begin in 2024.

GA-ASI SIGNS NEW MEMORANDUM OF UNDERSTADING WITH CONFLUX
UAS Leader Continues Its Collaboration With Longtime Australian Industry Partner
SAN DIEGO – 02 March 2023 – In an effort to further advance its Additive Manufacturing capability, General Atomics Aeronautical Systems, Inc. (GA-ASI) has established a new Memorandum of Understanding (MOU) with its longtime partner Conflux Technology. The new MOU, signed this week at the AVALON 2023 Australian International Airshow and Aerospace & Defense Exposition, is the culmination of several years of collaborative work between GA-ASI and Conflux to build a flight-qualified Fuel Oil Heat Exchanger (FOHE) for GA-ASI platforms.
“We continue to work closely with Conflux on the design and manufacture of FOHE for our aircraft,” said Ken Loving, GA-ASI Regional Vice President for Indo-Pacific. “Through this new MOU, we will establish a clear path to production for the heat exchanger components used by multiple GA-ASI production lines.”
GA-ASI is a leading developer of unmanned aircraft, and Conflux is a thermal management system solution company headquartered in Australia. Conflux is an industry-leading expert, mastering Additive Manufacturing (AM) for heat exchanger applications.
