NSSF Hails House of Representatives’ Passage of H.J. Res. 44 to Restore Congressional Authority to Make Law and Rein in Administrative Overreach

WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, hails the bipartisan passage of H.J. Res. 44 in the House of Representatives as a clear statement to the Biden administration that it is the role of Congress to make law, not unelected and unaccountable bureaucrats. H.J. Res. 44 passed the House of Representatives by a vote of 219-210 and nullifies the Final Rule issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) titled “Factoring Criteria for Firearms With Attached ‘Stabilizing Braces,’” published on January 31, 2023. The Final Rule established new criteria for determining whether a pistol equipped with an attached stabilizing arm brace is a short-barreled rifle (SBR) and thus subject to regulation (and registration) under the National Firearms Act. The Congressional Research Service estimates there could be upwards of 40 million braces in circulation today.

“NSSF praises the bipartisan passage in the House of Representative of House Joint Resolution 44 to place a much-needed check on the Biden administration’s abuse of the rule making process to turn millions of lawful firearm owners and members of the firearm industry into criminals with the mere stroke of a pen,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “For nearly a decade the ATF has determined stabilizing brace equipped pistols, initially designed to assist wounded warrior veterans to shoot safely and accurately, did not alter the classification of a pistol and that those pistols would not be subject to National Firearms Act regulation. The antigun whims of this administration changed all that by executive fiat. Federal courts have already issued numerous preliminary injunctions against enforcing this rule and stated the Executive Branch was overstepping its constitutional authority and infringing on the role of the Legislative Branch to make law. NSSF is grateful to U.S. Reps. Andrew Clyde (R-Ga.) and Richard Hudson (R-N.C.) for drafting the resolution and to Majority Leader Steve Scalise (R-La.) for ushering through this resolution to passage. The firearm industry strongly encourages the U.S. Senate to make the correct and similar stand for Congress to reassert its role and authority in drafting law.”

After publishing the Final Rule on Jan. 31, 2023, ATF announced that in order to remain compliant with the new rule, any law-abiding gun owner who possessed stabilizing arm braces attached to lawfully-purchased pistols had 120 days, or until June 31, 2023, to either remove the pistol’s shorter barrel and attach a longer rifled barrel; permanently remove and dispose of the brace; turn in the brace; destroy the brace; or register it with ATF.

Team Blaser’s Rachel Barringer Wins Ladies Texas State Skeet Championship

San Antonio, Texas (June 12, 2023) – Team Blaser’s Rachel Barringer hit 395 out of 400 clays to win Ladies High Overall Champion (HOA) in the Texas State Skeet Championships for the second year in a row. Barringer also won Overall 12 Gauge Champion, Ladies 12 Gauge Champion, and Ladies .410 Bore Champion.

The event was held June 1 – 4, 2023, at the Greater Houston Sports Club in Houston, Texas. Barringer started off the week with a 99/100 in 28 Gauge, 98/100 in 20 gauge and finished strongly with 100/100 in 12 Gauge and 98/100 in .410 Bore.

“This was a huge goal of mine, and I am honored to win the Ladies HOA State Skeet Champion title two years in a row,” said Barringer, Digital Manager, Blaser Group. “It is great to have a gun that is reliable and comfortable to shoot hundreds of targets with during a weekend. My F3 has never let me down, and I look forward to many more milestones with it!”

Rachel’s twin sister and fellow Team Blaser member, Melissa Barringer, finished runner up in Ladies HOA and Ladies 12 Gauge and third in 20 Gauge, 28 Gauge, and Doubles while teammate Kaleigh Lawson won Ladies 28 Gauge Champion and Doubles Champion.

Team Blaser’s Cody Sergeant, Jason Ward and John Barnes also shot well at the tournament.

WASHINGTON, D.C. — At its annual meeting last week in Branson, Mo., the Sporting Arms and Ammunition Manufacturers’ Institute®, Inc., (SAAMI®) auctioned many generously donated products from industry to raise $20,000 in support of USA Shooting and $4,000 in support of Project ChildSafe®, the firearm safety program of NSSF®, The Firearm Industry Trade Association.

SAAMI is the organization at the forefront of promoting firearm safety by creating standards that ensure safety, reliability and interchangeability of firearms, ammunition, and components.

“While conducting the important business of SAAMI at our annual meeting, it was both fun and an honor for attendees to raise funds to support two programs that mean so much to our industry — USA Shooting and the Project ChildSafe Foundation that supports NSSF’s gun safety program of the same name,” said SAAMI President and CEO Joe Bartozzi, who also is NSSF’s President and CEO and Chairman of the Project ChildSafe Foundation.

USA Shooting is the National Governing Body for the international shooting sports in the United States. It supports the training and competition of world-class athletes that participate in the Olympic Games, World Cups, National Championships and National Junior OIympic Championships, among other competitions.

Project ChildSafe is the nation’s largest, most comprehensive firearm safety program, helping to promote secure storage of firearms when they’re not in use through the distribution of free gun locks and educational materials. Beginning June 15, the enroute chart products will implement ENR_23-01_CN_Foreign_Data_IFR_Charts_Revised.pdf (faa.gov). The FAA is changing how foreign aeronautical data is represented on instrument flight rules enroute charts for low and high altitude flights. Refer to charts from host countries for situational awareness for detailed and accurate non-U.S. data.

U.S. IFR Enroute Charts will join the FAA’s visual charting products by emphasizing the transition point beyond U.S. controlled airspace where aviators will then consult charting products of other nations or third-party providers.

The FAA does not reliably receive foreign data with sufficient lead times to produce the foreign areas of FAA charts with the same robust, for navigation, content as within U.S. airspace. Additionally, foreign aeronautical information is not supported by the U.S. NOTAM System.

The FAA charts will continue to provide aeronautical information for orientation and transition to the appropriate non-U.S. aeronautical information publications. Learn more here.

NSSF Reminds Recreational Shooters to help Prevent Wildfires

Use of NSSF’s video and audio PSAs, poster and infographic are encouraged

WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, reminds outdoor recreationists, including target shooters and hunters, to take precautions so they don’t accidently ignite a wildfire.

NSSF’s “Help Prevent Wildfires” public service announcements campaign provides video and audio PSAs, an 8.5 x 11 p oster, an infographic and shareable social media posts that remind recreational shooters and other outdoor enthusiasts to be mindful of their surroundings and to take precautions, such as:

· Being aware of official restrictions on shooting and other activities in fire-prone areas
· Not using tracer rounds, exploding targets or ammunition that is steel-jacketed or contains steel-core components
· Knowing that a vehicle’s hot exhaust systems can ignite dry vegetation
· Making sure all campfires and smoking materials are properly extinguished

There were 68,988 wildfires in 2022 that burned more than 7.5 million acres of land throughout the country, according to the National Interagency Fire Center. These fires—an increase from 2021 of more than 10,000 conflagrations and more than 400,000 acres consumed—caused billions of dollars in damage plus hardship for both people and wildlife. Wildfires are tragic in many ways, including that in most cases they can be prevented when people pay attention to their surroundings and follow safe practices. Some 90 percent of wildland fires in the United States are caused by human actions.

“After seeing the awful destruction and heartbreak wildfires can cause, no one would want to accidently be the cause of one,” said Joe Bartozzi, NSSF President and CEO. “As gun owners, we care about safeguarding our communities and our natural resources, and so we remind everyone to check the fire-danger levels in their area and take precautions before heading outdoors to pursue our warm-weather activities, including recreational shooting.”

NSSF encourages individuals and organizations to share the “Help Prevent Wildfires” public service announcements and infographic on their social media networks and to use the #GunOwnersCare hashtag.

Using this steel provides an economical choice allowing users durability and strength without spending hundreds of dollars. For the beginner, this is an excellent option.

Rogers, AR (June 8, 2023) HatsanUSA®, the exclusive U.S. distributor of Hatsan airguns and Escort Shotguns, offers a more powerful version of its popular SpeedFire multi-shot break barrel air rifle to the U.S. market. The SpeedFire Magnum 1250 truly earns its magnum designation by having the power to launch .177 caliber lead pellets at 1250 FPS and .22 pellets at 1000 FPS from its 14-inch precision rifled steel barrel, yielding approximately 24 and 28 FPE, respectively. If using lead-free pellets, the SpeedFire Magnum 1250 will throw .177 calibers down range at an astonishing 1340 FPS and .22 calibers at 1250 FPS. This air rifle sets a new level for others to try and follow.

The SpeedFire line gets its name from the increased rate of fire not seen with regular break barrel air rifles. Typically, break barrels are single-shot, and the SpeedFires are fed by a rotary Rapid Performance Magazine (RPM), two of which are included with the air rifle. Once loaded with a full RPM (12 rounds in .177 and ten rounds in .22) and with the EZ Load Action System, each cocking stroke of the rifle automatically loads a pellet. This eliminates the tedious task of fiddling with individual pellets and makes follow-up shots extremely fast. A green fiber optic rear sight is also incorporated into the EZ Load Action System and is micro-adjustable for windage and elevation. A front red fiber optic sight flips down when not needed.

Housed in a black polymer, ambidextrous, thumbhole stock with Monte Carlo style cheek rest, it resembles a modern precision rifle design. A thick, ventilated rubber butt pad helps to reduce felt recoil. Situated on top of the blued steel receiver is a 7-inch-long optics riser rail. Built into this rail are dampeners that help to reduce the dual recoil impulse inherent in break barrel rifles. This rail will accommodate both 11mm dovetail and Picatinny mounting options, plus it has a metal scope stop, which comes in handy as the SpeedFire Magnum 1250 comes with a 3-9x40mm Optima scope and rings.

The SpeedFire Magnum 1250 also incorporates several tried-and-true Hatsan patented technologies. First is the Shock Absorber System (SAS), which is designed to reduce vibration and felt recoil. Next is Hatsan’s two-stage Quattro Match Trigger, which is adjustable for pull and travel. Its Vortex Gas Piston powerplant eliminates the use of a mainspring which tended to vibrate heavily and was prone to taking a “set” after a while; plus, it supplies the magnum power level. With that extra power comes a loud report, so the SpeedFires are equipped with a QuietEnergy (QE) barrel and an integrated sound moderator to reduce the report. This longer muzzle provides a longer gripping surface to aid in cocking the rifle.

Last but not least is the automatic safety/anti-bear trap feature. This feature sets the manual safety to “on” each time the barrel is broken to start the cocking stroke. Once set, it cannot be taken off “safe” while the barrel is out of battery.

Break barrel air rifle enthusiasts will find the multi-shot capability of the SpeedFire Magnum 1250 very appealing, especially for informal target shooting or plinking. The magnum power level will appeal to small-game hunters because of the ease and speed of taking follow-up shots. All of this comes at a retail price of only $249.99.

NSSF Welcomes U.S. Sen. Graham’s FFL Protection Act

WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, welcomes the introduction of the Federal Firearms Licensee (FFL) Protection Act, introduced by U.S. Sen. Lindsey Graham (R-S.C.), along with 22 co-sponsors. The bill would strengthen and enhance criminal penalties for thefts of firearms from federally licensed firearm retailers. This legislation sends a strong message to those violent criminals engaging in these illicit activities and helps provide for safer communities, assists law enforcement and protects the livelihoods of firearm retailers.

“This is what true gun safety legislation looks like. Senator Graham’s FFL Protection Act sends an unequivocal message to criminals intent on burglarizing and robbing firearm retailers that the safety of America’s communities is nonnegotiable,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “This legislation sends a strong message to violent criminals engaging in these illicit activities that there will be accountability and consequences for their crimes. This legislation assigns the responsibility for the crime where it belongs – with the criminal. Senator Graham has been a staunch advocate of holding criminals accountable and protecting firearm retailers. This legislation does both. This legislation is a real solution that will make our communities safer.”

The Federal Firearms Licensee (FFL) Protection Act builds on the efforts NSSF has taken to address robbery and burglary of firearms through the partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) on Operation Secure Store®, one of several Real Solutions. Safer Communities.® firearm industry safety initiatives. As part of Operation Secure Store, NSSF matches ATF reward offers for information regarding these crimes that leads to the arrest and conviction of the criminals responsible and the recovery of the stolen firearms. Additionally, NSSF helps raise awareness among firearm retailers to educate them on steps they can take to reduce the chance guns will be stolen from them during a burglary or robbery. In cooperation with ATF, NSSF conducts retailer store security seminars, assists retailers with store security audits of their premises and endorses and promotes the use of security products like smash resistant display cases.

ATF Director Dettelbach testified before Congress on the Operation Secure Store partnership with NSSF. ATF data has shown Operation Secure Store is working. Firearm retailer burglaries in 2021 were 277, compared to 577 in 2017 and 2,936 firearms were stolen in 2021 from firearm retailers, a 65 percent drop from the 7,841 firearms stolen from retailers in 2017.

Congressmen John Rutherford (R-Fla.) and Henry Cuellar (D-Texas) introduced the U.S. House of Representative’s FFL Protection Act as H.R. 2620.

The Lock-N-Load® Power Case Prep Center is a one-stop solution to case prep. It features a micro-adjustable trimmer, powerful motor, metal shaving catch tray, and various case cleaning accessories. The Hornady® Neck Turn Tool offers a precise means of turning cases and optimizing reloads. It is capable of turning a variety of case lengths. The Neck Turn Tool includes four of the most popular mandrels, 22 Cal., 6mm, 6.5mm, and 30 Cal. Pairing it with a drill (not included) quickly and consistently trims each case neck to the proper thickness. The cutting head adjusts in .0005″ increments with the detent system or removes the set screw for infinite adjustments. The result is optimized neck tension and more accurate reloads.

For a hands-on approach to case prep, the Lock-N-Load® Quick Change Hand Tool comes ready with various attachments. It is compatible with any tool with 8-32 threads, including chamfer, deburr, primer pocket reamers, cleaners, and brushes. The dual-sided chuck allows quick changeover between two tools by holding the release buttons. Additionally, the oversized handle features an ergonomic design to minimize fatigue during case preparation.

GA-ASI SeaGuardian Supports Northern Edge 2023

GA-ASI SEAGUARDIAN® SUPPORTS NORTHERN EDGE 2023

Flights Featured ESM, COMINT, Detect and Avoid, AIS, and Link 16 Capabilities

SAN DIEGO – 07 June 2023 – As part of a U.S. Navy contract, an MQ-9B SeaGuardian® Unmanned Aircraft System from General Atomics Aeronautical Systems, Inc. (GA-ASI) supported the NORTHERN EDGE 2023 (NE23) exercise May 8-19, 2023. The training exercise, which took place in the Gulf of Alaska, was one of a series of U.S. Indo-Pacific Command (IPACOM) exercises that prepares joint forces to respond to crises in the Asia Pacific region.

GA-ASI’s SeaGuardian is a maritime derivative of the MQ-9B SkyGuardian® and remains the first UAS that offers multi-domain Intelligence, Surveillance, Reconnaissance and Targeting (ISR&T) and has an internal payload suite that can prosecute surface and subsurface targets in support of Fleet Operations.

During NE23, SeaGuardian provided real-time Maritime ISR&T data feeds to the various IPACOM operations centers including Pacific Fleet, Pacific Air Forces, Joint Base Elmendorf-Richardson Joint Exercise Control Group (JECG) and various exercise and real-world watch floors. Real-time sensor data – including Signals Intelligence (SIGINT), radar, and full-motion video – was Processed, Exploited and Disseminated (PED) by operators via Minotaur Mission System. The Minotaur system was developed by the Johns Hopkins University Applied Physics Laboratory. It links sensors, SIGINT, cameras, radar and communications equipment into a single, automated system that allows operators to more efficiently identify, track and target simultaneously with other users for expedited dynamic tasking. This classified data was transmitted to the Joint Fires Network using new DoD technologies allowing for the smart routing of communications between widely distributed communications nodes.

In addition, SeaGuardian showcased an array of operational payloads, including Electronic Support Measures (ESM), Radar Moving Target Indication (MTI) and Inverse Synthetic-Aperture Radar (ISAR), Communication Intelligence (COMINT), Automatic Identification System (AIS), high-definition Electro-Optical/Infra-Red (EO/IR) imaging system and Link 16.

The ESM payload on SeaGuardian was supplied by Sierra Nevada Corporation and the COMINT payload was made by L3Harris Technologies. The aircraft featured the SeaVue Multi-role radar from Raytheon Technologies. GA-ASI’s Link 16 solution leveraged the L3Harris Small Tactical Terminal (STT) KOR-24A radio and Ultra Electronics Air Defense Systems Integrator (ADSI) host software ran on the Parry Labs Stellar Relay Common Compute Module.

The GA-ASI-developed Detect and Avoid (DAA) system was also installed in SeaGuardian and received a limited certification from NAVAIR. This enabled SeaGuardian to perform beyond visual line-of-sight (BVLOS) operations within the exercise airspace.

SeaGuardian’s multi-domain capabilities allows it to flex from mission to mission and pass real-time sensor data directly to the fleet through Link 16 and satellite feeds to the shore-based command and intelligence centers. During NE23, the MQ-9B effectively passed ISR&T information to various surface and air units, and a litany of other U.S. and foreign units taking part in the exercise.

In addition to its contributions to the exercise, the SeaGuardian self-deployed from GA-ASI’s Desert Horizons flight operations facility in El Mirage, Calif., to Joint Base Elmendorf-Richardson, Alaska, covering over 2,000 nautical miles in a single flight and demonstrated SeaGuardian’s unrivalled expeditionary attributes. The aircraft self-deployed back to El Mirage following the exercise. All flights were flown from a forward deployed Mission Command Element comprised of a Certified Ground Control Station and Mission Intelligence Station located Naval Air Station Whidbey Island, Washington, exercising UAS Expeditionary Concept of Operations (CONOPS) in support of Exercise objectives.
