NSSF Rejects USFWS Rule Banning Traditional Ammunition and Fishing Tackle on New Refuge Openings

WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, rejects the U.S. Fish and Wildlife Service (USFWS) Final Rule that bans the use of traditional lead ammunition on eight National Wildlife Refuges (NWRs) and fishing tackle on seven NWRs in exchange for opening hunting and fishing opportunities on public lands. The announcement banning the use of traditional ammunition and fishing tackle is devoid of any scientific evidence that traditional ammunition causes detrimental population impacts. These efforts only appease anti-hunting special interest groups and are harmful to the long-term conservation gains subsidized by Pittman-Robertson excise taxes paid by the firearm and ammunition industry.

USFWS announced 48 new distinct hunting opportunities across approximately 3,000 acres of NWRs, in a Proposed Rule in June. NSSF condemned the proposal then and urged USFWS to reconsider. This is another illustration of the Biden administration’s Department of the Interior (DOI) and USFWS kowtowing to anti-hunting activists by promulgating policies that lack sound scientific data.

“This administration claimed it would follow the science, yet at every turn they have outright ignored it to appease anti-hunting activists,” said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. “These policies are detrimental to hunters and anglers as they unnecessarily create price barriers to participation. We have pleaded with USFWS to follow the science as they promised, yet they are not acting in the best interest of the public or evidence-based wildlife conservation. The need for Congress to pass the Protecting Access for Hunters and Anglers Act has never been more urgent.”

Requiring the use of alternative ammunition would put a significant cost barrier to participation in hunting and fishing on lands. Alternative ammunition is, on average, 25 percent more expensive than traditional lead ammunition and less available. That barrier would “price out” many hunters and anglers and decrease the excise tax funding paid by firearm and ammunition manufacturers they support. NSSF believes hunters should be free to decide to use traditional or alternative ammunition that best suits their needs when the scientific evidence does not support restrictions.

The USFWS announced three NWRs are proposing to expand opportunities for hunting. These refuges are Cahaba River NWR in Alabama, Everglades Headwaters NWR in Florida and Minnesota Valley NWR in Minnesota. The proposed rule, appearing in the Federal Register, includes proposals to phase out lead ammunition and tackle at eight NWRs. The Final Rule is to be posted in days.

NSSF urges Congress to quickly pass U.S. Rep. Robert Wittman’s (R-Va.) Protecting Access for Hunters and Anglers Act, H.R. 615, which would ensure America’s number one resource of conservation funding remains in place and that hunters, recreational shooters and anglers throughout the nation can continue to enjoy America’s sporting heritage. Excise taxes paid by firearm and ammunition manufacturers have contributed over $16 billion since 1937, or $25 billion when adjusted for inflation, for wildlife and habitat conservation. It is the leading funding source for wildlife restoration. Over $1.6 billion was apportioned to the states for wildlife conservation projects last year, with $1.19 billion of that sourced to excise taxes paid by firearm and ammunition manufacturers. The bill passed the U.S. House Natural Resources Committee on a bipartisan vote earlier this year.

Rep. Wittman’s legislation, along with U.S. Sen. Steve Daines’s (R-Mont.) companion legislation S. 1185 of the same name, would require the Secretaries of the Interior and Agriculture to provide site-specific peer-reviewed scientific data in cooperation with state agencies that demonstrates traditional lead ammunition or fishing tackle is causing detrimental wildlife population impacts before prohibiting their use by hunters and anglers.

The Final Rule published last year to similarly ban traditional ammunition and fishing tackle while opening hunting and fishing opportunities was part of a “sue and settle” litigation between the Center for Biological Diversity and the USFWS and was implemented without scientific evidence or consultation of state agencies.

Extrema Ratio RAO C is a compact folding knife deriving from the iconic RAO II.
Thanks to its structure, RAO C is a tool that, despite its small size, manages to guarantee the same qualities of robustness and reliability as its elder brother while offering better portability as well as manageability.
The handle is made of two finely crafted anodized aluminum handle scales on which Extrema Ratio applies a hard oxidation treatment, allowing the handle to be more resistant to wear and corrosion.
Two steel frames help increase the strength of the handle to cope with the most demanding uses.
The opening lock mechanism is particularly resistant as it is supported by a safety system that transforms the knife into a proper fixed blade.
The primary safety on the blade can be activated by raising and lowering the locking pin.
A practical and rapid secondary safety system was added to guarantee the user maximum safety during use; the safety can be activated simply by moving the locking pin horizontally.
The reversible clip is designed to allow concealed carry inside the pocket, making the knife invisible from the outside.
The blade is made of Böhler N690 steel hardened to 58 HRC with the classic Extrema Ratio MIL-C-13924 black finish.
A shape with the profile of RAO C was laser cut to lighten the steel frames; this was then used to create a gadget that comes with the knife.
Rao C is available in Black and Tactical Grey versions.

Welcome to this edition of TNVC’s quarterly training newsletter. We hope that you can find some valuable information as we identify trends we are seeing in courses and interactions with customers, tips on how to get the most out of your Nightfighting equipment, and updates to our training program.

At Tactical Night Vision Company, educating our customers is our number one priority. This education continues past traditional customer telephone support into the Try Before You Buy, Nightfighter 101 and Nightfighter 201 courses that we offer.

UPDATES:

Our 2024 schedule for training is live! 2023 was a great year for training, and 2024 is looking to be as exciting as well. We are going to our normal venues that we have been to for the last couple of year: The Clinton House in Clinton, SC, Alliance Police Training Range in Alliance, OH, Great Falls Police Training Range in Great Falls, MT, Pro Gun Vegas in Boulder City, NV, and Badlands Tactical in Grandfield, OK. We are also excited to announce that we will go to REV-TAC in Jackson, NE for both the Try Before You Buy and Nightfighter 101. This will be another great place to train for our students.

We plan to run the full gamut of courses in 2024 across most of our venues: Try Before You Buy, Nightfighter 101 and Nightfighter 201.

We hope to run a Nightfighter 201 in Boulder City again; the class was a huge success. We are reliant on a structure that we can coordinate for availability about 75 days prior to class. Should that structure be available for Nightfighter 201 on the same weekend as Nightfighter 101, we will reserve it and announce the course through our Newsletter and Social Media sites. Stay tuned!

Law Enforcement Training Programs

Do you know that in addition to open enrollment training, TNVC also conducts Law Enforcement specific training? Our Law Enforcement training team’s diverse real-world experience allows us to provide a flexible and adaptable curriculum to provide specialized training that is safe, realistic, and practical to Law Enforcement agencies with different levels of night vision knowledge and experience. Our training team will work with your agency to help tailor our instruction to meet your requirements and needs. TNVC can provide instruction ranging from “unboxing” and familiarization up to building on already existing night vision skillsets.

If it is not possible for an agency to host TNVC for a contract class, there is still an opportunity for officers to get the NVG training that they are seeking. TNVC also conducts a Law Enforcement Night Fighter 101* class. These classes closely follow the format and instruction method of our civilian “open enrollment” classes. However, by having a student base comprised solely of Law Enforcement professionals, this gives us the freedom to address certain topics in class that would not be relevant or appropriate in an open enrollment class. Time can be spent discussing things such as equipment procurement assistance, legality and case law pertaining to night vision, use of force considerations, etc. Additionally, these courses will occur during the week to hopefully make it easier for LEOs to attend.

Company Has Donated $867,000 to Breast Cancer Research Since 2010

EAGLEVILLE, PA, October 24, 2023 – Streamlight® Inc., a leading provider of high-performance lighting equipment, has donated $867,000, resulting in more than 17,000 research hours, since 2010 to the Breast Cancer Research Foundation® (BCRF), a not-for-profit organization seeking to prevent and cure breast cancer. Each October, Streamlight recognizes Breast Cancer Awareness Month by donating proceeds from its pink line of lights to BCRF.

In 2022, the company donated $21,500 from sales of the pink Nano Light® key chain light, the pink Siege® AA ultra-compact lantern, and the pink Strion® LED tactical light. For each of the lights, Streamlight donates $1.00, $2.00, and $5.00, respectively.

According to BCRF estimates, a woman in the US is diagnosed with breast cancer every two minutes. More than 43,000 women and 500 men will die from the disease this year. Because of research conducted by organizations like BCRF, deaths from breast cancer have decreased by 43 percent in the last three decades.

“Streamlight is very proud to have provided continuous support over the years to BCRF, resulting in such a significant number of research hours,” said Streamlight Chief Revenue Officer Michael F. Dineen. “Several of our employees are among those who are breast cancer survivors, which is why we decided to create a line of pink flashlights and donate a portion of the proceeds to BCRF to help find a cure for this disease,” he said.

This modern sporting style shotgun is available in either 12-ga or .410 cal in black or FDE Cerakote. No matter a user’s preferences, the ambidextrous operation, ergonomic design, and customization make the entire SDX platform perfect for a wide variety of applications.

The SDX shotgun is designed for rugged reliability and a comfortable shooting experience. Hatsan’s patented ThermoDefend forend absorbs and dissipates heat from the barrel while offering a comfortable, controlled grip on the weapon, while an active buffer tube helps absorb recoil. The SDX utilizes a synthetic polymer lower receiver with an alloy magazine well to help reduce unwanted weight without sacrificing performance.

The 12-gauge’s SMART Valve Piston is chambered to accept 2 ¾” and 3″ shells and will cycle them interchangeably with no external adjustments required by the shooter. The SDX 12-gauge models feature an 18″ barrel with removable chokes, including an extended cylinder bore choke brake that helps tame recoil with heavy shot or slugs. Standard full and improved cylinder chokes are included, with other options available from HatsanUSA.

The .410 cal SDX features a 20″ barrel with an integrated choke suitable for both shot and slugs. This model offers the same recoil-absorbing characteristics as the larger caliber models, making this shotgun extremely smooth. Also shipping with two 5-round magazines, this gun features a spare 3-round magazine stored in the buttstock. The gas piston operates similarly, cycling both standard and magnum loads reliably.

The soft rubber ergonomic pistol grip is also removable and can be replaced with a wide variety of available aftermarket options. A carry handle, rear sight, and fixed front sight come equipped on each gun, but the included flip-up sights can be installed for use with or without mounted optics. The forend also features four picatinny rail locations to accommodate essential gear and/or multiple accessories. The SDX also incorporates a removable buttstock with an elevation-adjustable cheekrest, allowing shooters to get a perfect fit. The charging handle is reversible to allow for ambidextrous operation.

As with all ESCORT shotguns, the barrels are proof-tested at the factory to ensure quality and durability. Both models in the SDX series are oxidation-resistant with chrome-plated steel barrels. The hard chrome and Cerakote coatings look great and are built to withstand the harshest conditions. HatsanUSA offers a 5-year limited warranty with all ESCORT firearms.
