How high-tech HF radios are boosting Tobago’s disaster communications networks

Automatic link establishment in high-frequency (HF) radios means a faster response from emergency management teams and a reduced need for experienced operators.

The disaster management agency in the Caribbean island nation of Tobago is bolstering its emergency response systems. Tight state budgets and the increasing frequency of disasters as a result of climate change have led island officials to search for solutions and improved emergency communication equipment, including HF radios.
Calls for help were answered by Australia-based Barrett Communications, who have donated HF radios, antennas, and state-of-the-art equipment to the Tobago Emergency Management Agency (TEMA).
The tiny island is about 30 miles long and just over 10 miles wide at its longest point, possessing beautiful but rugged terrain. Its geographic location means the island is often hit by droughts, earthquakes, flooding and landslides. Just outside the hurricane belt, Tobago is still occasionally struck by devastating weather events such as Hurricane Ivan in 2004.
Crucially, the United Nations Development Programme has identified small island developing states as those most vulnerable to climate change. As part of this classification, Tobago is vulnerable to temperature increases, changes in precipitation and sea level rises. Other vulnerabilities include rising risks of flooding, increased frequency and intensity of hurricanes, hillside erosion and loss of coastal habitats.
Now, the Tobago Emergency Management Agency (TEMA) is preparing for the likelihood of a rising number of extreme weather events due to climate change.
With an urgent need to modernise its disaster response capabilities, the TEMA team was faced with another hurdle – inadequate state budgets made worse by Covid-19. Tourism is Tobago’s primary economic driver, and the sector fell flat during the pandemic. Budgets assigned to certain teams at the start of the pandemic were reallocated to ensure the island could handle the impact of Covid-19. However, authorities still had to be prepared for other emergencies.
“We still had a responsibility to provide emergency management services and be ready for a meteorological event,” says Allen Stewart, director of TEMA.
Radio networks for emergency response teams
Curtis Roberts, a telecommunications officer at TEMA who also is an experienced radio operator, said that a severe weather event in November 2004 – after Hurricane Ivan struck the island just two months prior – was a turning point in the island’s approach towards emergency management. The storm caused landslides that downed powerlines and disrupted cellular communication. Roads and telecommunication infrastructure was heavily damaged, and the TEMA team relied heavily on HF radio systems during the recovery period. The team began integrating HF radios into their telecommunications plan.
“We knew it was important to create an HF radio network,” says Roberts. Over the past nearly two decades, the TEMA team has worked systematically to implement the best practices, as laid out by the UN. There are additional efforts underway to create an interconnected region-wide radio network across the Caribbean to prepare for future events.
“Now we have to modernize to continue to increase the effectiveness of that sector, and a big part of that is the [radio] automatic link establishment,” says Roberts.

Improving disaster response with robust radio networks
Without automatic link establishment, a trained radio operator has to find the right frequency, involving trial and error, and most crucially – time.
“With the automatic link establishment, it allows us to program about 15 HF frequencies in the Barrett ALE radios, and the radio automatically chooses the right frequency. It takes out the inefficiency and it speeds up the process,” says Roberts.
TEMA is using the 4050 HF SDR Barrett radios that are equipped with this automatic link establishment, which Roberts says ultimately makes his team more effective responders.
He added that the automatic link establishment also removes the need for an experienced radio operator. This means that there’s a bigger pool of people within an organization who can operate the radio in the event of a disaster.
Explaining how easy the radios are to use, Roberts points to a recent initiative where youth scouts in Tobago teamed up the amateur radio fraternity and used the Barrett 4050 radios, a portable 10M mast and the SWC-100 broadband antenna to communicate with scouts around the world.
Barrett donated 12 HF radios, including two 4050 touchscreen SDR radios, one of which is mounted in a pelican case and equipped for rapid deployment; the other is a base radio. TEMA also received six PRC-2090 radios, two of which can be deployed as manpacks allowing emergency response teams to easily navigate tropical jungles and rugged terrain to reach people in need. The Barrett equipment also means that teams can easily navigate tropical jungles and rugged terrain to reach people in need. Of the four Barrett 2050 radios, two will be used as base radios, allowing for communication with response teams in the field.
“The donation makes us leaders in disaster response communications in this region,” says Stewart.

WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, revealed that the FBI’s National Instant Criminal Background Check System (NICS) completed 680,671 background checks related to firearms for the week leading up to, and including, “Black Friday,” one of the busiest shopping days of the year. That figure is down slightly from 2022’s total of 711,372 for the same time period. The 2023 total is a 4.3 percent decrease from the 2022 figure.

FBI NICS completed 214,913 background checks on “Black Friday” alone. That is the highest figure recorded for a “Black Friday.” The figure approximates firearm sales at retail on that day, although it also includes background checks for other purposes related to firearms such as approvals for concealed carry permits. NSSF will later this week release its Adjusted NICS figures for November reflecting only those background checks related to the sale of a firearm at retail.

NSSF has worked with firearm retailers to spread out special sales offers to customers throughout the week leading up to “Black Friday” so as not to overwhelm FBI NICS on a single day, which can result in longer than normal wait times.

“The background checks reported by the FBI are in keeping with the trends NSSF has seen throughout the year. Firearm sales remain consistently strong, with over a million per month for more than four years running,” explained Joe Bartozzi, NSSF President and CEO. “These figures tell us that there is a continued strong appetite for lawful firearm ownership by law-abiding Americans and that firearm manufacturers across the country continue to deliver the quality firearms our customers have come to expect.”

Annual background check data shows that firearm sales will typically rise during the final months of the year coinciding with hunting seasons and holiday sales.

It’s Black Friday, and Time for our Annual Holiday Shopping Suggestions!

It’s beginning to look a lot like Christmas!

It’s that time of the year again and we’d like to help you pick that perfect gift for your special someone. In making our recommendations we look for innovation, quality, value and exceptional customer support. LPVOs are in for 2023 and we have some great suggestions for you. We’ll also turn you on to some outstanding red dot sights and a few super stocking stuffer ideas.

Our Favorite LPVOs

At the top of our list is German Precision Optics (GPO) GPOTAC 1-6x24i FFP. This LPVO has the best optical clarity of anything on the market. Wind and elevation adjustments are precise and reticle illuminations allows for continuous adjustment, you will never experience a situation where at one setting the reticle is too dim and the next highest setting is too bright. Ladies, this is a gift that will get you that bathroom remodel you’ve been wanting.

Second on our list is SIG SAUER’s TANGO6T 1-6×24 DVO. The TANGO 6T is an LPVO used in the U.S. Military, in 2023 it became available to the commercial customer. The optic ships with the ALPHA 4 mount. SIG went out of their way to include markings on the mount to indicate the proper order and torque for the rail mount and scope rings. This is a tactical scope from the ground up and one that you’ll want on your rifle for competition shooting.

Third on the list is the Vortex Optics Strike Eagle 3-18×44 FFP riflescope. The Strike Eagle line was in need of an intermediate to longer range magnified optic, so in 2023 Vortex introduced the STRIKE EAGLE 3-18X44 FFP MOA. At its price point the new rifle scope is the best performing optic for your DMR platform on the market. I can’t think of a better Holiday gift. Although not an LPVO, we decided to sneak this in because it is such an outstanding intermediate magnification optic from a great company.

Fourth on our list is the RITON 5 TACTIX 1-10X24 LPVO, this LPVO from Arizona based RITON was the talk of the town at Shot Show 2023.This long-awaited first focal plane optic was designed as a bridge between the lower magnification Low Power Variable Optics and the long-range engagement variable optics. Its 10X magnification allows for a more precise longer-range engagement.

Red Dot Sights You’ll Want

GPO, German Precision Optics, hit a homerun when in 2023 introduced the SPECTRA red dot reflex sight. This is an open emitter sight and it is the best design I’ve encountered. It is the ideal companion for your subcompact and micro-compact CCW pistol. It’s optical performance is superb, the 3 MOA dot is sharp and free from any artifacts, and its auto brightness is the best I’ve encountered. The real plus of the SPECTRA is simplicity making it an ideal choice for the average gun owner.

The HOLOSUN SCS-MOS (Solar Charging Sight) is a direct attachment optic for full-size GLOCK™ MOS systems. It is designed to attach directly to the slide without an adapter plate and uses HOLOSUN’S solar charging system with multi-directional light sensors to automatically adjust brightness in dynamic situations. It features a 2 MOA dot, 32MOA circle or circle dot reticle.

C&H Precision’s maiden voyage into the highly competitive red dot sight space has been exceptionally successful, with outstanding offerings at a price point superior to its competitors for comparable features and technology. C&H Precision has done just that with their impressive line of red dot sights. The COMP red dot sight offers a panoramic view, clear crisp optical clarity, a well-defined 3 MOA red dot, illumination that supports night vision, and motion detection. You can’t ask for more.

SIG SAUER Electro-Optics recently introduced two open emitter red dot sights the ROMEO-X PRO and ROMEO-X C. The PRO version is designed for the full-sized frames and the XC is aimed at the compact and micro-compact frames. These sights are derivatives of SIG’s M17 military red dot sight. They are rugged, 20,000 hrs. of run time on a single battery, and a low deck height which allows co-witnessing with regular height sights. But what Is key to our recommendation is the simplicity of use and buttons that a normal hand can reliably operate.

Some Great Stocking Stuffers

The Streamlight PROTAC® RAIL MOUNT HL-X PRO is the light you’ll want to outfit your long gun with. A whopping 1000 lumens, lightweight, and low-profile. The ProTac Rail Mount HL-X Pro features a rugged, integrated rail clamp designed to rapidly and securely attach to rifles, carbines and sub-machine guns with a MIL-STD 1913 (Picatinny) or, by using the included M-LOK® mount, to M-LOK or M-LOK compatible rail systems. It is powered by either two 3-volt CR123 lithium batteries or one Streamlight rechargeable SL-B26® lithium-ion rechargeable battery pack. This multi-fuel option allows for use of primary disposable batteries if the rechargeable cell is out of power.

When Streamlight launched the ProTac 2.0 handheld light, they delivered one of the best handheld’s on the market. It’s USB rechargeable, produces a 2000 lumen beam and it’s TenTap Programable. The ProTac 2.0 is the handheld I would want to carry as military or law enforcement. It is a mere 6 inches long and weighs 8 oz. The light ships with a USB-C cord, removable pocket clip and nylon light holster.

If you are a GLOCK owner, the first thing you’ll want to do is get rid of the OEM polymer sights and pick up a set of XS Sights R3D 2.0. Texas based XS Sights is at the top of the list for quality Glock night sights. The company also manufactures a GLOCK centric sight pusher that makes installing your new GLOCK sights a snap. To make your Christmas brighter the company has expanded the R3D 2.0 line for additional platforms to include S&W, Taurus, HK and FN. You won’t find better sights than XS Sights.

Spyderco’s Lil Temperance 3 is an exceptional pocket folder in every respect. Its build quality and design make this pocket folder an excellent EDC or utilitarian tool. If you’re looking for an outstanding knife that will serve you well whether you’re a plumber or CEO, Spyderco’s Lil Temperance 3 fits the bill.

Streamlight introduced the TLR-8 SUB line of weapon mounted lights to deliver a high-performance light/laser accessory for the subcompact pistol frames. As with other members of their SUB line, mounting is platform specific.The TLR-8 SUB is available as a red laser model or the TLR-8 SUB G, a green laser version. A great accessory from a great company for your subcompact pistol!

Call for Abstracts | 2024 Undersea Warfare Spring Conference

Plan ahead and join us for NDIA’s 2024 Undersea Warfare Spring Conference, scheduled for March 18 – 20, 2024, in San Diego, CA. This in-person conference serves as the leading forum for networking and learning in the undersea warfare community. Connect with the brightest minds and gain insight into the latest requirements and developments in undersea warfare, including those related to countering submarine and mine threats as well as power projection from the sea.

Abstracts Now Accepted | January 8 Deadline

The NDIA Undersea Warfare Division is excited to announce the return of the Spring Undersea Warfare Conference in San Diego. In response to pressing global security requirements, the classified conference will emphasize kill chain capabilities to support undersea overmatch through joint capabilities. Our Day Two sessions are organized around this theme, with sessions relevant to the Find, Fix, Track, Target, Engage, and Assess (F2T2EA) model.

Concurrent Day Two Sessions (Abstract Topics)

· Find, Fix, Track, Target (F2T2) in support of Undersea Overmatch
Capabilities, CONOPS, and technologies that can be employed to Find, Fix, Track, and Target (F2T2) in support of Undersea Overmatch. Of particular interest are emerging technologies that can be rapidly fielded or existing capabilities that can be used in new and novel ways.

· Kinetic Effects
New or evolved kinetic effectors can enable more targeting and planning options. This session will explore new kinetic effects that are available now or projected to be operational within the next five years. Of equal interest are kinetic effects enabled by new uses of or combinations of existing capabilities. Where possible, the presenter should provide thoughts on how the proposed effects will change options available to planners and operators.

· Non-Kinetic and Unconventional Effects
Non-kinetic and unconventional effects provide planners more options when preparing for or responding to geopolitical events. This session will explore new and emerging technologies and how these capabilities can be employed. Of equal interest are non-kinetic and unconventional effects enabled by new uses of or combinations of existing capabilities. Where possible, the presenter should provide thoughts on how the proposed effects will change options available to planners and operators.

· AI|ML as an enabler for Undersea Overmatch
Artificial Intelligence (AI) and Machine Learning (ML) are enablers of undersea warfare decision superiority. This session will explore how AI|ML can enhance our ability to maintain undersea overmatch. Where possible, the presenter should provide thoughts on how the proposed effects will change options available to planners and operators.

Individuals are required to submit a concise abstract of 5,000 characters or less by January 8, 2024. Abstracts must be UNCLASSIFIED and cleared for Distribution A. Authors will be notified whether their abstract has been accepted by February 1, 2024.
