Completing ATF Form 4473 – (August 2023 Version) SHOT University Online Training Module and Updated Form 4473 Overlays Now Available
WASHINGTON, D.C. – NSSF®, The Firearm Industry Trade Association, is pleased to announce that the training series titled “Completing ATF Form 4473 (August 2023 Version)” is now available through the SHOT UniversityTM Online education center, and the updated overlays are now available through the online store. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) made additional revisions to the form in August 2023. The Revised Form will become mandatory for use on February 1, 2024.
This training series is now live and reviews critical elements of the new form’s use and purpose, as well as tips for identifying and correcting common errors made by both buyers and sellers. The suite is composed of three, easy-to-digest segments:

Module 3: Completing Form 4473, Sections C-E
All FFL counter salespeople, compliance officers, records keepers and license holders should consider these SHOT University Online courses to be vital training to enhance FFL training and help reduce errors when using the new form. Updated 4473 overlay forms are now available and NSSF encourages all FFLs not using digital solutions to order them by logging in to the online store. New overlay orders are $15 for members, $30 for non-members and ship with a “Sweat the Details” pamphlet for sales team to refer to.
SHOT University Online and the “Completing ATF Form 4473 (August 2023 Version)” training series is available only to NSSF members and is offered free as part of NSSF’s member benefits. To take advantage of these and dozens of other course offerings, members should log in at SHOT University’s home page with their username and password, click on the course of their choice and explore the various modules of each.
The training members will receive from this course is worth far more than the cost of their NSSF membership. Not only does this training ensure an uncomplicated transition to the new form, it helps ensure the FFL is prepared for an ATF compliance audit during which your 4473 records will be thoroughly reviewed. If you are an FFL and have not yet become a member of NSSF, your trade association, we encourage you to join now and take full advantage of all SHOT University Online and NSSF’s many other resources, including the “Don’t Lie for the Other GuyTM” retailer kit developed in partnership with ATF. EAST ALTON, IL (January 12, 2024) — Winchester announces that World Champion skeet shooter Paul Giambrone, III, has joined Team Winchester in addition to also serving as an ambassador for White Flyer Targets.

NSSF Releases Most Recent Firearm Production Figures Over 28.1 Million Modern Sporting Rifles in Circulation
WASHINGTON, D.C. — NSSF®, The Firearm Industry Trade Association, released the Firearm Production in the United States including the Firearm Import and Export Data 2023 Edition (reporting 2021 data) to its members. The report compiles the most up to date information based on data sourced from the Bureau of Alcohol, Tobacco, Firearms and Explosives’ (ATF’s) Annual Firearms Manufacturing and Export Reports (AFMER). Key findings for public release showed:

The estimated total number of firearms in civilian possession from 1990-2021 is 473.2 million, according to data in reports such as ATF Firearms Commerce in the United States, ATF Annual Firearms Manufacturing and Exportation Reports and Congressional Research Service and including the collective ATF Annual Firearms Manufacturing and Exportation Report (AFMER) reports up to the 2021 edition.

Total domestic firearm production reported in the 2021 AFMER was 12,521,614 – an increase of 28.6 percent over 2020 reported figures.

Data indicates that 28,144,000 Modern Sporting Rifles (MSRs) are in circulation since 1990.

MSR production increased 32 percent from 2020 to 2021. This increased the estimated amount of MSRs produced (since 1990) by 15 percent from 24.4 million to 28.1 million.

In 2021, 21,037,810 total firearms were made available for the U.S. market, which includes firearms that were domestically produced plus those imported, minus exported firearms. Of those, 12,799,067 were handguns, 4,832,198 were rifles and 3,406,545 were shotguns.

An interim 2022 estimate showed a total of 11,217,388 total firearms were domestically produced. Of those 6,148,877 were pistols, 830,800 were revolvers, 3,575,322 were rifles and 662,389 were shotguns. Those are interim reports and will be updated when complete reports are available from the ATF.

Firearm and ammunition manufacturing accounted for over 12,400 employees producing over $5.6 billion in goods shipped in 2021.

From 1990 to 2021, 254,753,372 firearms have been made available to the U.S. market.
“This report demonstrates the strength and durability of the U.S. firearm manufacturing sector and the U.S. firearm sales markets,” said Joe Bartozzi, NSSF’s President and CEO. “The data continues to show that the Modern Sporting Rifle is the most popular centerfire rifle sold in America today with over 28.1 million in circulation and being used for lawful purposes every day. The continued popularity of handguns demonstrates a strong interest by Americans to protect themselves and their homes, and to participate in the recreational shooting sports.”

January 10, 2024: RAFAEL is pleased to announce the successful completion of a test for its advanced SPYDER air defense system in its newest configuration – All in One which was conducted by RAFAEL with the Israeli Ministry of Defense Directorate of Defense Research & Development.
The test involved intercepting a unmanned aerial vehicle (UAV) in a challenging operational scenario, achieving a direct and effective hit.
RAFAEL, in collaboration with IMOD DDR&D, has successfully completed a test of the advanced SPYDER air defense system in its latest, unique configuration – All In One. The test included the interception of a UAV in a challenging operational scenario, achieving a direct and effective hit.
The SPYDER system, produced by RAFAEL, is operationally used by several military forces worldwide, providing air defense solutions against various airborne threats, including missiles, UAVs, aircraft, helicopters, and tactical ballistic missiles (TBMs). The system intercepts threats using two families of RAFAEL-manufactured interceptor missiles, PYTHON and Derby. Recently, RAFAEL introduced a new configuration for the SPYDER – the All in One, featuring an integrated radar, electro-optical launcher, advanced control and command system, and PYTHON and Derby interceptors, all mounted on a single platform. This configuration serves as an optimal air defense solution for point defense or area defense, either as part of a SPYDER battery or deployed independently with minimal operator involvement.
In the test conducted last month in Israel, the SPYDER All in One system successfully intercepted a UAV in a complex operational scenario, achieving a successful interception of the target.
Brigadier General (Res.) Pini Yungman, Executive Vice President and Head of the Air Defense Division at RAFAEL, stated, “RAFAEL is a global expert and a leading developer of air defense systems that have proven themselves in combat against a myriad of advanced threats and at various ranges. The Vudu X rifle scopes are available in 1-6×24 and 2-12×40 models. Both offer 30mm tube diameter, illuminated reticles powered by a CR2032 battery, and a removable throw lever for quick transitions across the magnification range. Available in MOA adjustments, the DP1 reticle provides the ultra-popular duplex crosshair while the BD1 provides additional circular ballistic holds at 2MOA increments for longer distances. The turrets are capped to avoid any accidental adjustments and provide a simple zero reset feature making adjustments and return to zero fast and easy. Branded front and back flip-up scope caps are included to provide protection against the elements. Production and delivery are scheduled to begin in Q1 2024.

NSSF’s Shooting, Hunting, Outdoor Trade Show (SHOT Show), will take place at the Venetian Expo in Las Vegas from Jan. 23-26, 2024. The Governors’ Forum, moderated by Keane, will host the annual Governors’ Forum at SHOT Show Wednesday, Jan. 24, from 1-2 p.m. at Venetian Expo, Palazzo M (5th floor). NSSF is hosting governors to discuss the importance of the industry to their state, the legislative landscape and what can and should be done to protect the industry from gun control special interests threatening the firearm and ammunition industry and Second Amendment rights.
More governors may be added to the forum as schedules permit. The Governors’ Forum is open to all SHOT Show attendees and media.
Below is a list of previous announced moves to relocate firearm business headquarters and expand production to new states:
Alabama
· Kimber expanded production to Troy, over Yonkers, New York. It later relocated its corporate headquarters to Alabama.
Arkansas
· Fiocchi USA established manufacturing operations in Little Rock in 2020 with a $15 million capital investment, creating 85 jobs, then in 2022 selected Little Rock for a new primer manufacturing facility with a $41.5 million capital investment and 120 jobs created.
· Vista Outdoor acquired the Remington Ammunition Facility in Lonoke in 2021, adding hundreds of jobs at the facility.
· SIG Sauer announced in 2023 it was expanding its ammunition manufacturing facility in Jacksonville with a $150 million capital investment and 625 jobs created.
Georgia
· Remington Firearms announced it will establish a global headquarters, research and development and expand production in La Grange. RemArms made their recent announcement that all Ilion, New York, manufacturing operations will move to La Grange as well.
· Norma Precision Ammunition announced in 2022 that the company would build a new ammunition production and distribution facility in Bryan County, north of Savannah. The announcement came just months after Norma Precision Ammunition announced it was establishing its U.S. headquarters, manufacturing site and warehousing and distribution operations in Chatham County.
· Taurus moved production to Bainbridge, Georgia, from South Florida in 2019.
· Daniel Defense opened their new headquarters and manufacturing location in Black Creek, Ga., in 2018.
Iowa
· Les Baer moved from restrictive Illinois to LeClaire, Iowa, in 2007.
· Lewis Machine & Tool Company (LMT) left Illinois after 40 years to relocate to Iowa in 2019.
Mississippi
· Olin Corporation’s Winchester Ammunition moved most production from East Alton, Illinois, to Oxford in 2011.
Montana
· Alpha Loading Systems, an ammunition loading and primer machinery manufacturer, announced in 2023 it was expanding its footprint in western Montana and tripling its workforce.
· Shield Arms announced an expansion and move into a new $5 million 36,000 square foot headquarters and manufacturing facility in Bigfork that will also bring 30 new jobs to its existing 40 employee footprint.
North Carolina
· Sturm, Ruger and Co. expanded production in Mayodan, North Carolina, in 2013.
Pennsylvania
· Kahr Arms moved their headquarters to Greely, Pennsylvania, from New York after the state rushed through passage of the SAFE Act. And pulling most of its manufacturing out of Worcester, Massachusetts.
South Carolina
· American Tactical Imports relocated 100 jobs and its manufacturing from Rochester, New York, to Summerville, South Carolina, in 2013.
· PTR Industries left Connecticut for Aynor, South Carolina in 2013, where it set up shop.
Tennessee
· Beretta moved firearm production and engineering and design to Gallatin, Tennessee, from Maryland in 2015 over concerns of increasingly strict gun control legislation.
· Smith & Wesson opened their new headquarters and manufacturing facility in Maryville, Tennessee in 2023.
Texas
· Mossberg expanded production in Eagle Pass, Texas, in 2013, instead of growing its North Haven, Connecticut, plant.
· Colt Competition moved from Canby, Oregon, to Breckenridge, Texas, in 2013.
Wyoming
· Magpul Industries left Boulder, Colorado, after the state passed magazine restrictions and moved production to Laramie, Wyoming.
· Weatherby Inc.’s Adam Weatherby announced at SHOT Show in 2018 that he was moving the company from California to Sheridan, Wyoming.
· Accessories maker HiViz announced in 2013 they were leaving Fort Collins, Colorado, over restrictive gun control legislation to Laramie, Wyoming.
· Stag Arms announced opened their facility in Cheyenne, Wyoming, after announcing in 2019 they were leaving their former headquarters in New Britain, Conn.

‒ GA-ASI Combines Skills of Multiple Autonomy Providers to Advance UCAV Ecosystem
SAN DIEGO – 09 January 2024 – General Atomics Aeronautical Systems, Inc. (GA-ASI) demonstrated its rapidly maturing open standards-based autonomy ecosystem for Unmanned Combat Air Vehicles (UCAVs) on an MQ-20 Avenger® as part of a live flight test on Nov. 2, 2023. The flight combined three autonomy providers, government-provided human-machine interface (HMI) hardware, and GA-ASI’s autonomy core to meet multiple objectives for collaborative combat missions and closed the Find, Fix, Track, Target, Engage, and Assess (F2T2EA) engagement chain using a mix of Live, Virtual, and Constructive (LVC) entities.
The flight, which took place from GA-ASI’s Desert Horizon Flight Operations Facility in El Mirage, Calif., illustrates the company’s commitment to maturing its open standards-based autonomy software ecosystem for Autonomous Collaborative Platforms (ACPs). Designing the system around government-owned and -maintained standards avoids vendor lock and allows rapid integration of best-of-breed capabilities in areas such as Artificial Intelligence (AI), HMIs, and other skills from third-party providers.
“This flight underscores GA-ASI’s commitment to proving combat operational readiness for vendor-agnostic autonomy architecture for UCAV platforms,” said GA-ASI Vice President of Advanced Programs Michael Atwood. “Ultimately, GA-ASI’s series of flight tests demonstrate our unmatched ability to deploy best-of-breed mission software, autonomy, and hardware capabilities on unmanned platforms, accelerating the operationalization of this critical technology for the warfighter. This most recent test shows multi-service compatibility of the autonomy core through the integration of USAF and Navy software skills together.”
Another important goal of GA-ASI’s flights is to demonstrate the company’s commitment to developing an open government standards-based autonomy ecosystem that enables rapid integration and validation of third-party tactical software applications. GA-ASI is focused on supporting the emerging App Store-based model that allows organizations to rapidly develop and deploy software while maintaining safety of flight and ensuring warfighters have up-to-date access to the industry’s best capabilities.
Autonomy skills for the recent flight test were provided by GA-ASI, Scientific Systems Company, Inc. (SSCI), and NAVAIR PMA-281’s ARCANE (Architecture and Capabilities for Autonomy in Naval Enterprise) Team. The PMA-281 ARCANE Team accomplishes Intelligent Autonomy & AI integration, compliance, and sustainment objectives for Naval Aviation UAV Tactical Operations. Different skills on the aircraft were activated based on the F2T2EA phase or via human-on-the-loop interaction using the FOX tablet HMI. A government-furnished autonomy core and Open Mission Systems (OMS) messaging protocols were used to coordinate between provider skills during different F2T2EA phases. Rapid integration of these disparate skills was made possible by utilizing government standards, such as OMS, and adhering to state-of-the-art government autonomy design methods.
Collaborative mission autonomy capabilities provided by SSCI successfully commanded a fully autonomous multi-vehicle Defensive Counter Air (DCA) mission—from Combat Air Patrol (CAP) through detection, identification, tracking, and multiple successful engagements.
“Our Collaborative Mission Autonomy (CMA) development kit enables the team to perform development and integration in short time frames in a tactically relevant way,” said David “Heat” Lyons, SSCI’s Vice President of Business Development and former F-16 Weapons Officer and combat fighter pilot. “For the warfighter, we are demonstrating mission-ready behaviors on GA-ASI’s UCAV that are trustworthy, understandable, and explainable.”
GA-ASI provided weapon-target pairing (WTP) and electronic warfare (EW) autonomy skills for the flight. These were developed using GA-ASI’s deep reinforcement learning (RL) framework. The mission skills were activated like play calls in real time, and their status was monitored by the pilot via the FOX tablet.
NAVAIR PMA-281’s ARCANE program delivered a cooperative weave skill, whereby a live lead MQ-20 was paired with a simulated follower MQ-20 to demonstrate a collaborative flight formation technique aimed at increasing survivability. This demonstration showcased the flexibility of GA-ASI’s autonomy core to rapidly integrate third-party best-of-breed skills in support of a wide range of evolving mission types.
Collectively, these skills were integrated into and orchestrated by the government-furnished autonomy core architecture that was enhanced by GA-ASI. The flexibility of the government managed autonomy core software stack enabled rapid and seamless integration of multi-UAS third-party behaviors.
